Book excerpt: This report is based on key informant interviews conducted in 6 of the 12 villages in the Tonle Sap Lake Region where the WorldFish-led CGIAR Research Program on Aquatic Agricultural Systems (AAS) proposes to work with local communities and other stakeholders to address natural resource management and related livelihood challenges. The socioeconomic setting of the Tonle Sap Lake is characterized by a rapidly growing population, high poverty levels and deep dependence on natural resources. The key informant interviews conducted by the International Water Management Institute are intended to record both significant differences and similarities among the villages, especially with respect to the types of institutions linked to fisheries, agriculture and water management, and thereby to help identify both village-specific and cross-cutting constraints and opportunities with respect to the identification and design of interventions.ÿ

Book excerpt: ÿDuring the rollout of CGIAR Research Program on Aquatic Agricultural Systems (AAS) in Tonle Sap in 2013, water management was highlighted as one of the key development challenges. With limited capacity to regulate water, the situation oscillates between too much water in the wet season and too little water in the dry season. Access to and availability of water were seen by local communities as major limitations for aquatic and agricultural production, impacting on functions that include the lake fishery, intensive (dry season) rice crops, recession rice, rainfed rice and floating rice by the lakeside. For both fish and rice production, water and water management are determined principally by the natural flooding of the Tonle Sap Lake. This study is based on a community survey on water access, availability and management and was conceived out of the AAS consultation process and was developed to help identify existing practices in water use and management, as well as best practices where lessons can be learned and promising activities scaled out to other communities. The community survey also aims to understand, identify and analyze constraints and opportunities related to water, and includes a gender perspective to better understand the role of women in water management and use.

The International Forests and Water Conference 2018, Valdivia, Chile (http://forestsandwater2018.cl/), a joint effort of the 5th IUFRO International Conference on Forests and Water in a Changing Environment and the Second Latin American Conference on Forests and Water provided a unique forum to examine forest and water issues in Latin America under a global context. This book represents a collection of some of the peer-reviewed papers presented at the conference that were published in a Special Issue of Forests.

Book excerpt: The National Gender Profile of Agriculture and Rural Livelihoods Cambodia provides findings of an assessment of men’s and women’s roles, gender division of labour and gender gaps, including women’s needs and constraints in the agriculture and rural development sectors in Cambodia. It also presents findings from the assessment of policies and frameworks pertaining to gender equality in agricultural and rural development. The assessment reveals that girls and women farmers have been more recognized and given opportunities in Cambodian political and economic activities compared to the past two decades. However, it also unveils the fact that gender inequalities still remain. These include the persisting gender and social norms that place men and boys as superior to women and girls, limited representation and opportunities in leadership tasks and roles and limited educational access to agricultural skills and related technologies. Rural women in particular face limited access to and control over productive and natural resources, services, and to markets and other opportunities to scale up their businesses. It also uncovers that there are still few women holding high-ranking positions at government level, with lower representation in decision-making positions as compared to men.Through a detailed analysis of the various sub-sectors, the policy framework and the main national stakeholders, concrete recommendations are provided for Government, FAO and other relevant partners for strengthening the integration of gender equality dimensions in agricultural and rural development policies and programmes.
