Book excerpt: Water and land policies form the basis for this study on the realities of policy implementation and outcomes at the local level. The empirical study focuses on two small-scale irrigation systems in Burkina Faso. It contributes to the discussion on the widespread trend to transfer management responsibilities, through the ongoing decentralisation process, from the state to water user associations. The study shows the intra-community power structures and changing relationships between state actors and the community and the consequences for the management of these systems and the related natural resources.

Book excerpt: Household water provides the entry point for this ethnography and study of institutional change. The book discusses the political economy of poverty and presents the polyphone discourse on water and the environment. It outlines water history and water rights from the 1970s onwards, and analyzes social dynamics. It offers a critical voice in the debate on climate change by arguing that local and global perceptions are not necessarily coherent.

Book excerpt: This illustrated report sets out a global review of the state of the world's freshwater resources, based on the collective work of 24 United Nations agencies, following on from the conclusions of the first UN World Water Development Report 'Water for People, Water for Life' published in 2003 (ISBN 9231038818). This second edition discusses progress towards the water-related targets of the UN Millennium Development Goals and examines a range of key issues including population growth and increasing urbanisation, changing ecosystems, food production, health, industry and energy, as well as risk management, valuing and paying for water and increasing knowledge and capacity. It contains 16 case studies which consider key challenges in water resource management and makes a number of recommendations to guide future action and encourage sustainable use, productivity and management of our increasingly scarce freshwater resources.

Available in PDF, EPUB and Kindle. Book excerpt: "Making a Large Irrigation Scheme Work provides a history of irrigation management in Mali from colonial times to post-independence. It looks at how irrigation management reforms came about at Mali?s Office du Niger and how relevant this reform process is for irrigation schemes in other countries. Mali?s irrigation scheme was an outcome of colonial settlement with the corresponding lack of rights for cultivators to own land, process paddy, and market rice. Post-independence, a coalition of government and irrigation agency staff contributed to governmental unwillingness to reform the scheme?s management. Government interest lay in satisfying the growing demand for rice from its burgeoning urban constituency and a fear of riots in response to rice shortages and high prices. It?s interest also lay with maintaining the support of the agency?s staff. The authors analyze how field teams, funded by bilateral donors, shaped technical and institutional change to fully reform management and how grain market reforms provided farmers stronger incentives and raised yields. The combination of changes inside and outside the scheme gradually shifted the balance of power and led to a stakeholder setup in which organized farmers replaced the agency. Regime change to multiparty democracy and policy change toward economic liberalization then opened a window of opportunity that the government used to consolidate the reforms and the new balance of power. The success of the reform process lies in the way Mali?s government came to commit to the irrigation reforms. The paper indicates how commitment by other governments may be achieved by using the same and other tools. Making Large Irrigation Schemes Work is a useful resource for professionals involved in the transfer of management authority from government to user associations."

Book excerpt: Drawing upon recent analytical work prepared inside and outside the World Bank, this report identifies key lessons concerning the linkages between poverty and the environment. With a focus on the contribution of environmental resources to household welfare, the analysis increases our understanding of how specific reforms and interventions can have an impact on the health and livelihoods of poor people. 'Scholars and development practitioners increasingly recognize that in low-income countries there are inextricable links between poverty reduction and natural resources management. Demand has grown immensely for not only more, but better empirical evidence on those links. This volume offers a careful synthesis of key findings from growing literature on the environmental determinants of household welfare, as reflected by indicators of consumption, health, and income. The primary contribution of this study is that is has drawn out vital policy conclusions that will be of value to organizations and governments concerned about poverty and the environment in the developing world.' --Professor Christopher B. Barrett, Cornell University

Available in PDF, EPUB and Kindle. Book excerpt: With increasing water scarcity, pressure to re-allocate water from agriculture to other uses mounts, along with a need to put in place institutional arrangements to promote 'higher value' uses of water. Many developing countries are now experimenting with establishing new institutional arrangements for managing water at the river basin level. This book, based on research by IWMI and others, reviews basin management in six developed and developing countries. It describes and applies a functional theory of river basin management, based on the idea that there is a minimum set of functions required to manage basins effectively and a set of basic conditions that enable effective management institutions to emerge. The book examines the experiences of both developed and developing countries in order to see what lessons can be learned and to identify what constitutes the core of a 'theory of river basin management'. It concludes that although it is difficult for developing countries to adopt approaches and institutional designs directly from developed countries, basic principles and lessons are transferable.

The methodological flexibility required in development research is discussed around four themes: cultural difference; methodological style and the scale level; communication and interaction; and political and ethical legitimacy. The volume argues that the choice and deployment of methodology is an ongoing, reflexive process of "boundary work".
