Book excerpt: This study was conceived while I was a research assistant in the Department of Development Economics at the University of Heidelberg. The atmosphere there stimulated my interest in the increasing importance of the instimtional dimension of development administration. Since the smdy consists of both theoretical and empirical data, a large number of very different people have helped me to successfully complete the project. For the theoretical parts and the overall framework I am indebted to my advisor Prof. Bruno Knall, Dr. Hans Christoph Rieger, and my colleague Karl Ludwig Brockmann of the Department of Development Economics. I also want to express my gratimde to Bernhard Warkentin, Micheline Beaudry-Somcynsky, Dr. Kraft, Prof. Seifert, Prof. Rifkin, Prof. Liesegang, and Prof. Kieser, who offered useful advice on the overall framework of the smdy. For the empirical parts, I am also indebted to a large number of people in many different organizations. In particular may I express my gratimde to Mr. Kano and Mr. Sasaki of nCA. With their kind assistance I could stay two times as a visiting researcher in nCA and could survey several projects in Thailand. I am greatly indebted to the nCA office and the project personnel there. The frank comments about their activities was a very useful source of information.

Available in PDF, EPUB and Kindle. Book excerpt: Challenging Institutional Analysis and Development demonstrates the importance of one of the 2009 Nobel Prize in Economics winners Elinor Ostrom's research program. The Bloomington School has become one of the most dynamic, well recognized and productive centers of the New Institutional Theory movement. Its ascendancy is considered to be the result of a unique and extremely successful combination of interdisciplinary theoretical approaches and hard-nosed empiricism. This book demonstrates that the well-known interdisciplinary and empirical agenda of the Bloomington Research Program is the result of a less-known but very bold proposition: an attempt to revitalize and extend into the new millennium a traditional mode of analysis illustrated by authors like Locke, Montesquieu, Hume, Adam Smith, Hamilton, Madison and Tocqueville. As such, the School tries to synthesize the traditional perspectives with the contemporary developments in social sciences and thus to re-ignite the old approach in the new intellectual and political context of the twentieth century. The book presents an outline and a systematic analysis of the vision behind the Bloomington Research Program in Institutional Analysis and Development, explaining its basic assumptions and its main themes as well as the foundational philosophy that frames its research questions and theoretical and methodological approaches. This book will be of interest to students and scholars of social science, especially those in the fields of economics, political sciences, sociology and public administration.

Book excerpt: This book reviews the theoretical perspectives on institutional development (ID) and third world city management. It considers the practice of ID in city management by reviewing two related cases; on organizational strengthening and building a planning capability - both in local government. The synthesizing chapters offer some guidelines on, and tests for, ID in city management practice. The book therefore seeks to identify some general principles to guide the ID process in relation to third world city management.

Book excerpt: "Analysis of the distributional impact of policy reforms plays an important role in the elaboration and implementation of poverty reduction strategies in developing and transitional countries, promoting evidence-based policy choices and fostering debate on policy reform options. International agencies and national partners are increasingly encouraging a more systematic application of policy reform analysis. Requisite to a systematic application is capacity building within countries as well as within donor agencies." "Tools for Institutional, Political, and Social Analysis of Policy Reform: A Sourcebook for Development Practitioners contributes to this agenda by introducing a framework and a set of practical tools that analyze the institutional, political, and social dimensions of policy design and implementation. The authors fill a perceived gap in knowledge of the application of social tools and complement existing guidance on conventional economic analysis of distributional impacts of reform." "This book will be of interest to commissioners and practitioners working in policy analysis in a range of areas - including macroeconomic, sectoral, and public sector policy - that are subject to ongoing policy reform discussions."--BOOK JACKET.

Book excerpt: Integrating recent research in the fields of public administration, public finance, institutional economics, and policy analysis, this book shows how institutional arrangements and the incentives they generate can help or hinder development efforts. The authors present a method for systematically comparing alternative institutional arrangements for the development of rural infrastructure. Their analysis reveals the special strengths and weaknesses of polycentric as compared to centralized or decentralized institutional arrangements. Descriptions of a variety of infrastructure projects—including roads, bridges, and irrigation systems—in geographical settings as diverse as Africa, Asia, and Latin America are used to illustrate key concepts.Perfect for courses on policy analysis, development administration, and economic development and for use by professional practitioners, Institutional Incentives contributes appreciably and practically to the understanding of sustainable development, infrastructure maintenance, institutional analysis, and the central importance of institutional arrangements.

Available in PDF, EPUB and Kindle. Book excerpt: Theories of the Policy Process provides a forum for the experts in the most established and widely used theoretical frameworks in policy process research to present the basic propositions, empirical evidence, latest updates, and the promising future research opportunities of each framework. This well-regarded volume covers such enduring classics as Multiple Streams (Zahariadis et al.), Punctuated Equilibrium (Jones et al.), Advocacy Coalition Framework (Jenkins-Smith et al.), Institutional Analysis and Development Framework (Schlager and Cox), and Policy Diffusion (Berry and Berry), as well as two newer theories—Policy Feedback (Mettler and SoRelle) and Narrative Policy Framework (McBeth et al.). The fourth edition now includes a discussion of global and comparative perspectives in each theoretical chapter and a brand-new chapter that explores how these theories have been adapted for, and employed in, non-American and non-Western contexts. An expanded introduction and revised conclusion fully examines and contextualizes the history, trajectories and functions of public policy research. Since its first publication in 1999, Theories of the Policy Process has been, and remains, the quintessential gateway to the field of policy process research for students, scholars and practitioners.

Book excerpt: This book argues that there is nothing inherently stable, persistent or enduring about institutions. By examining the various issues facing the Malaysian bureaucracy and adopting an institutional analysis, this book brings the point that institutions are disposed to change because they are fraught with tension due to the quality of institutions. Using various examples, it explains that such tension and change dynamics can come from institutional resources, the manner in which resources are distributed to different actors, the varying power configurations among institutional actors and the larger political, economic and social environment that institutions operate in.Accordingly, in examining the various concerns of the Malaysian bureaucracy, this book highlights the typologies of institutional change and the inherent tension over resources that exist among actors that makes reform attempts, at times, potentially problematic but not impossible. New concerns in public policy and governance that are yet to be discussed widely in the Malaysian public administration literature are raised, including issues on collaborative governance, public service motivation and representative bureaucracy.

Available in PDF, EPUB and Kindle. Book excerpt: Kempe Ronald Hope provides, for the first time, a clear analysis and synthesis of economics and development administration, as well as an appraisal of the problems associated with the application of these concepts in Third World nations. Combining both theory and practice, and providing concrete examples, Hope begins by detailing the evolution of the concept of development from the inter-war years through the 1950s when the expression Third World first emerged, to the 1970s and the present when wholesale technology transfer and other new approaches emphasizing economic independence began to take precedence. The chapters that follow chart the history of modern development administration focusing on important issues such as the role of the development administrator in the implementation of public policy; the function of the public servant versus that of the politician; bureaucracy in government; and the increasing need for technical personnel to carry out development policies.

Available in PDF, EPUB and Kindle. Book excerpt: What leads to national progress? The growing consensus in the social sciences is that neither capital flows, nor the savings rate, nor diffuse values are the key, but that it lies in the quality of a nation’s institutions. This book is the first comparative study of how real institutions affect national development. It seeks to examine and deepen this insight through a systematic study of institutions in five Latin American countries and how they differ within and across nations. Postal systems, stock exchanges, public health services and others were included in the sample, all studied with the same methodology. The country chapters present detailed results of this empirical exercise for each individual country. The introductory chapters present the theoretical framework and research methodology for the full study. The summary results of this ambitious study presented in the concluding chapter draw comparisons across countries and discuss what these results mean for national development in Latin America.
