Book excerpt: Driven by genocide, civil war, political instabilities, ethnic and pastoral hostilities, the African Great Lakes Region, primarily Uganda, Rwanda, Democratic Republic of the Congo, and Burundi, has been overwhelmingly defined by conflict. Kenneth Omeje, Tricia Redeker Hepner, and an international group of scholars, many from the Great Lakes region, focus on the interlocking conflicts and efforts toward peace in this multidisciplinary volume. These essays present a range of debates and perspectives on the history and politics of conflict, highlighting the complex internal and external sources of both persistent tension and creative peacebuilding. Taken together, the essays illustrate that no single perspective or approach can adequately capture the dynamics of conflict or offer successful strategies for sustainable peace in the region.

Book excerpt: Any analysis aimed at coming up with strategies to positively transform a confl ict has fi rst to identify all the actors involved and interests pursued, either individually or collectively. This rule applies best to protracted confl icts like the one under scrutiny. In this research study, Ladislas Bizimana tries to answer the most fundamental question: Who has been doing what, why, how in the bloody confl ict that continues to plunge the peoples of the African Great Lakes region into mourning? In doing so, Ladislas draws upon both his personal experience and professional background. As a Rwandan who lived through and survived the 1994 Rwandan horror, Ladislas speaks from within. This matchless, insightful and compelling testimony is enriched by his being a former TV and Radio reporter working for humanitarian agencies in the African Great Lakes region (1994-1995).

Burundi is experiencing continued turmoil due to a recent contentious election. The Democratic Republic of the Congo, or DRC, has had some level of conflict since the late 1990s. The Lord's Resistance Army, also known as the LRA, has plagued several of these countries. Alleged plundering of DRC resources by Rwanda and Uganda has never been fully resolved. Nations in the region have been preoccupied in the last 2 years with resolving the South Sudanese Civil War. Definitions vary, but the Great Lakes region, as defined by the U.S. Department of State, comprises Burundi, DRC, Rwanda, and Uganda. The region is among the most densely populated in Africa, especially around Lake Victoria, and enjoys rich agricultural potential, water resources, minerals, and wildlife. However, political instability, conflict, humanitarian crises, and lack of development remain key challenges.

Book excerpt: Are the United States of America, the Belgium, the France, and the United Kingdom the gods of the countries of the African Great Lakes Region (AGLR)? This is one of the questions that get critical and informed answers from this book. In fact, the countries of the AGLR such Rwanda, Burundi, Uganda, and the DRC have been experiencing penurious socioeconomic situations, insecurity, human rights violation, and diverse atrocities for more than 400 hundred years now. Ethnic killings, civil wars, and genocides had been the most deleterious ones. For the recent historic atrocious events in the AGLR like the 1994 genocide, the civil wars in Uganda, the first and second wars of DRC, the ethnic killings in Burundi, etc. Most of the people of the AGLR and some international observers and agencies have never failed to blame some Western countries like the United States of America, the Belgium, the France, and the United Kingdom as if they were authors of the destiny of the African nations! Several books have been written showing proofs of involvement of the United States of America, the Belgium, the France, and the United Kingdom in many destructive activities in the AGLR, and in Africa as a whole. Many people believe that durable peace and prosperity can only be possible if those Western countries decide it. This book provides a contradictory view with comprehensive and concise historical analysis of the problems of the AGLR. The first volume (volume I) contains six first chapters with thought provoking-provoking questions and answers in the sixth chapter focusing on self-awareness, knowledge of the land, and true and right information about the populations of the African Great Lakes Region (AGLR). The questions involve but not limited to: Who am I?; Why am I here?; Why was I born in the AGLR?; What kind of thoughts and beliefs do I have?; What do I think about my tribe or ethnic group?; What do I think about other ethnic groups or tribes of my country?; Do I know the history of African migrations?; Do I know the history of the people of AGLR?; Do I know the impact of colonialism on Africa - on the AGLR?; What gift(s) or talent(s) do I have?; What goals do I have with reference to my gifts and beliefs?; What do I like to do?; Is what I have been doing in accordance with what I was born to do?; What should I be doing from today?; etc. We are optimistic that shedding light on people's minds with the suggested enlightening answers to these questions in Chapter 6 of this book (Volume I) will help in the process of establishing durable peace and prosperity for all in the African Great Lakes Region (AGLR).

This report highlights the political development indicated by the recent round of elections in the African Great Lakes, a region that has long been associated with intense warfare and violence. Despite improvements in security and some socioeconomic achievements, the political revolution in the region since the last round of elections between 2003 and 2006 shows worrying trends. Clear signs of electoral authoritarianism are coupled with new divisions and increasing fragmentation. The report argues that these trends sow the seeds for repeated exclusion and instability and should thus be a serious concern for international actors.

It examines political dynamics in key states – Burundi, the DRC, Rwanda, and Uganda – as well as the role of international actors such as the AU, the EU, and the UN, thereby providing a unique perspective on efforts towards regional peace and prosperity. The authors suggest that while the region has made tremendous progress, it faces continuing challenges (including reversals in governance) that threaten future regional security.

Available in PDF, EPUB and Kindle. Book excerpt: The conflicts in the Great Lakes sub-region of Africa, in particular the terrible genocide in Rwanda in 1994, have been reported on at length. However, little is known or written about one of the poorest and most vulnerable communities in the region, the Batwa Pygmies. Pygmies live in a considerable number of Central African countries. They are believed to be the original inhabitants of the equatorial forests of Central Africa. But the Batwa have been displaced and marginalized, first by incoming agriculturalists and pastoralists in the nineteenth century, subsequently, during the colonial period, by the advent of large-scale logging, and most recently by the establishment of game parks. The severe inter and intra-state conflicts of the past decade have undermined their livelihoods and culture even further. The Report focuses on the Batwa living in Burundi, eastern Democratic Republic of Congo, Rwanda and Uganda. It provides an historical account of the Batwa of the region and shows how they have sought to accommodate themselves to changing circumstances, describing their contemporary ways of life as potters and labourers, and their talents as performing artists. Most urgently, it examines the multiple ways in which their rights are violated and documents the ways in which Batwa are now mobilizing to defend and promote their rights. Please note that the terminology in the fields of minority rights and indigenous peoples’ rights has changed over time. MRG strives to reflect these changes as well as respect the right to self-identification on the part of minorities and indigenous peoples. At the same time, after over 50 years’ work, we know that our archive is of considerable interest to activists and researchers. Therefore, we make available as much of our back catalogue as possible, while being aware that the language used may not reflect current thinking on these issues.

This second volume (volume II) contains several negative mentalities such as harmful traditional mentality, slave mentality, victim mentality, etc. that many people of the African Great Lakes Region (AGLR) have to change so that durable peace and prosperity may be possible in the region. Otherwise, those kinds of mentality will remain permanent barriers to their well-being and will always to push them to waste time by finding excuses to their problems, and blaming other nations like the United States of America, the Belgium, the France, and the United Kingdom.

In doing so, it emphasizes obstacles to peace rather than root causes of conflict. Case studies are presented from Burundi, the Democratic Republic of the Congo, Northern Kenya, Northern Uganda, Southern Sudan, and Zanzibar. Amongst other conclusions, the book shows that, to settle or transform protracted conflicts, distinction must be made between strategic and nonstrategic actors: the former must be able to prevail upon the latter in the negotiation and implementation of peace agreements. The theme and collection of the research presented in this book is unique in the literature. The case studies all employ methods of othick description, o process tracing (following particular actors and their interests), and in-depth personal interviews. The book will be of interest to academics, researchers, undergraduate and post-graduate students, and professionals in conflict theory, analysis and resolution, African and development studies, political science and international affairs, as well as to mediators, negotiators, and facilitators in conflict resolution

This fourth volume (volume IV) shows that durable peace and prosperity in the African Great Lakes Region (AGLR) will need the establishment of a social justice free from impunity, the cure of inner wounds in the hearts of many people, a good management of what the governments of region get as foreign aids, an accurate use of religious teachings on peace and prosperity, and a true reverence for God that should precede hard work. That needs to be done with the contribution of all the people of the AGLR by strictly avoiding the worship of gods which sometimes are some people's leaders, donors, ancestors, etc.

Available in PDF, EPUB and Kindle. Book excerpt: In 1992, world leaders adopted Agenda 21, the work program of the 1992 U.N. Conference on Environment and Development. This landmark event provided a political foundation and action items to facilitate the global transition toward sustainable development. The international community marked the tenth anniversary of this conference in Johannesburg, South Africa, in August 2002. Down to Earth, a component of the U.S. State Department's "Geographic Information for Sustainable Development" project for the World Summit, focuses on sub-Saharan Africa with examples drawn from case-study regions where the U.S. Agency for International Development and other agencies have broad experience. Although African countries are the geographic focus of the study, the report has broader applicability. Down to Earth summarizes the importance and applicability of geographic data for sustainable development and draws on experiences in African countries to examine how future sources and applications of geographic data could provide reliable support to decision-makers as they work towards sustainable development. The committee emphasizes the potential of new technologies, such as satellite remote-sensing systems and geographic information systems, that have revolutionized data collection and analysis over the last decade.

Book excerpt: Conflict in Africa's Great Lakes region persists because of a complex mixture of regional politics, financial incentives, ethnic polarization, and weak and illegitimate governance. Previous peace agreements have made important contributions to stability but have only been partly successful because they have not addressed some key conflict drivers. Given the regional nature of the instability, international actors, especially those in Europe and the United States that provide significant financial support to governments in the Great Lakes, are vital to achieving a comprehensive settlement.
