Estao de certa forma encobertas as razoes mais fortes que tem impedido a modernizacao do setor. As limitacoes podem refletir, em parte, problemas relativos a geracao de tecnologias pelo setor publico. Assim, se procurou, neste trabalho, identificar e entender forcas que possam estar afetando a oferta e/ou a demanda de tecnologia agricola no Brasil. O primeiro capitulo e uma revisao da literatura sobre desenvolvimento agricola e o papel desempenhado pelo setor, no desenvolvimento economico geral. O que se espera do setor agricola varia de acordo com o estagio em que se encontra a economia, mas em qualquer situacao, a inovacao tecnologica na agricultura desponta como condicao necessaria ao desenvolvimento de um pais. Uma estrutura analitica que permite a analise da oferta e demanda de tecnologia agricola, embutindo, ao mesmo tempo, as teorias da inovacao induzida e dos grupos de interesse, emanam os sinais para as instituicoes de pesquisa. Os efeitos distributivos da inovacao tecnologica na agricultura sao analisados como teste a uma implicacao do modelo, e os resultados obtidos confirmam, em teste, as predicoes da teoria. A inovacao tecnologica em produto que apresenta alguma restricao de mercado tende a beneficiar mais os grupos urbanos em detrimento dos produtores. Se o produto se destina a um mercado mais amplo, como os destinados a exportacao, os produtores podem captar parcela significativa dos ganhos. Os produtores que apresentam taxa de inovacao maior que a media absorvem uma parcela dos ganhos maior que a sua participacao na producao. O objetivo do ultimo capitulo foi buscar evidencias sobre a disponibilidade de tecnologia, fruto da pesquisa publica, no Brasil. As tecnicas mais avancadas estao disponiveis para produtos cujo ambiente de producao se caracteriza pela existencia de condicoes favoraveis a formacao de grupos que agiram em favor de sua modernizacao tal como aconteceu para o cafe, a cana-de-acucar e o algodao. E possivel vislumbrar acao de grupos de interesse agindo em direcao ao desenvolvimento do arroz gaucho, do milho nos estados de Sao Paulo e Parana, da batata-inglesa proximo aos grandes mercados. A soja veio ocupar um espaco economico ja constituido por fortes grupos. Nao foram encontrados argumentos em favor da formacao de grupos com interesse em mandioca e feijao. Tampouco e rica a tecnologia disponivel para estes dois produtos.

In Chapters 2 and 3, readers will find inspiring examples of institutional procurement collected through exclusive interviews, news articles, corporate reports and scientific articles describing successful experiences in the public and private sectors, highlighting which institutions broke the resistance and became protagonists in the use of transformation potential through sustainable consumption and production. In Chapter 4, under a guidance perspective, two tools are recommended for continuously improving management of public and business procurement - the former was developed by ICLEI, for the Procura+ campaign, and the latter by the UN Global Compact. Also, propositions are presented in order to incorporate sustainability attributes in the procurement and supply management systems. Based on our experiences with consultancies and projects in partnership with governments, business platforms and academic researches, a survey was conducted with about 50 institutions, among public bodies and businesses, organizing lessons learnt and calling attention for facilitators and barriers of institutional consumption aimed at sustainability. Among the institutions we surveyed, we picked up the examples described in this work. Finally, in Chapter 5, under an integrated perspective of sectors and actors, including individual consumers, we made a critical analysis of the advancements and challenges faced in the past years, and point to guidelines for the future of the so-wanted 'inclusive green economy', considering institutional procurement as an essential tool to (re)build a global scenario that is more favorable to sustainable development.

The Centre is a product of the Bonn Berlin agreement of July 1994 which was adopted to offset the effects caused by the Parliament and much of the Government moving to Berlin. It fits in well with the double strategy to strengthen Bonn's position as an interna tional science arena and as an eminent place for development policy and the national and supranational agencies dealing with this issue.

In this wide-ranging study, Arun Elhance explores the hydropolitics of six of the world's largest river basins. In each case, Elhance examines the basin's physical, economic, and political geography; the possibilities for acute conflict; and efforts to develop bilateral and multilateral agreements for sharing water resources. The case studies lead to some sobering conclusions about impediments to cooperation but also to some encouraging ones--among them, that it may not be possible for Third World states to solve their water problems by going to war, and that eventually even the strongest riparian states are compelled to seek cooperation with their weaker neighbors.
