Book excerpt: This research evaluates the use of precast, prestressed bridge deck panels on new and existing precast, prestressed concrete girders. The evaluation focuses on the ease of construction and the ability of the system to develop composite action with the concrete girders. A system developed by the Connecticut Department of Transportation (CDOT) and Precast/Prestressed Concrete Institute New England Region (PCINER) was chosen for testing from available systems because it is representative of the current geometry of precast bridge deck panels. The CDOT system was evaluated in a series of large scale tests in which the panels were placed on a 40 ft prestressed concrete girder and subjected to three point loading. The CDOT system is compared to a new system developed as part of the research program. The new system addresses durability and ease of construction issues that are problematic with current joint details. The strength and geometry of both the current and new joint details are evaluated and compared in a series of direct shear tests. A final, large scale specimen was designed, constructed, and loaded to evaluate the new system. It was concluded that the behavior of the new system is comparable to that of the CDOT system. In addition, the new system is easy to construct and minimizes deck penetrations, thereby enhancing durability. This research has the potential to impact the way in which the aging highway system is rehabilitated and replaced by reducing the associated time and costs of construction while decreasing disruption to the traveling public.

This research focuses on eliminating the need to form full-depth concrete bridge deck overhangs, accelerating the construction of concrete bridge decks, by using full-depth precast prestressed concrete deck panels. Full-depth precast overhang panels in combination with cast-in-place (CIP) reinforced concrete are experimentally and analytically investigated to assess the structural performance. Experimental loaddeformation behavior for factored AASHTO LRFD design load limits is examined followed by the collapse capacity of the panel-to-panel seam that exists in the system. Adequate strength and stiffness of the proposed full-depth panels deem the design safe for implementation for the Rock Creek Bridge in Fort Worth, Texas. New failure theories are derived for interior and exterior bridge deck spans as present code-based predictions provide poor estimates of the ultimate capacity. A compound shear-flexure failure occurs at interior bays between the CIP topping and stay-in-place (SIP) panel. Overhang failure loads are characterized as a mixed failure of flexure on the loaded panel and shear at the panel-to-panel seam. Based on these results design recommendations are presented to optimize the reinforcing steel layout used in concrete bridge decks.

Book excerpt: The development of accelerated bridge construction (ABC) techniques and connection details has become a national research focus. With the aging of the interstate system and many bridges on key routes requiring extensive rehabilitation or replacement, the economic impact of construction time has become a key factor in the design of bridges. Several states have successfully standardized the ABC approach with high rates of public satisfaction. Compared to other ABC techniques, the technologies for pre-fabricated bridge decks are relatively mature. However, this technology has not been incorporated in Nevada. The goal of this research project is to develop design guidelines and specifications on the use of pre-fabricated bridge decks for Nevada based on existing techniques. A state-of-the-art literature review summarizing existing practices for the implementation of prefabricated deck panels was prepared. This information was used to assemble a survey that was sent to representatives of all state DOTs. The survey requested information from each DOT on their experience with prefabricated deck panels, connection details that were used, and the field performance of the panels and connections. Information from the literature review and survey was used to develop design specifications and recommendations for the Nevada Department of Transportation (NDOT). These specifications were supplemented with a design aid spreadsheet and finite element models to validate the provisions in the specifications and aid in the implementation of this technology. As part of this implementation, two design methods were developed: a simplified (design aid spreadsheet) method and a model based method. Survey results showed that full-depth prefabricated deck panels performed better and saved time compared to partial depth panels. Because of this, full-depth deck panels were the primary focus in this project. Results from the survey showed that guidelines and connection details developed by the Precast/Prestressed Concrete Institute (PCI) Northeast committee (PCI, 2011a) were widely used and led to satisfactory performance. These guidelines were used as the foundation for the proposed design specifications for NDOT. Information from the survey and literature review were used to supplement the PCI guidelines and add information specific to Nevada's needs. The guidelines were used to design full-depth deck panel systems for two existing bridges. The simplified and model based methods were applied to both design examples to determine whether the design specifications could be used to appropriately design full-depth deck systems for different cases. The results from the two design examples showed that the full-depth deck panel systems performed as expected and could be designed using the existing AASHTO and PCI provisions. Additional modeling beyond simple hand calculations was required for skewed and curved bridges. Based on these findings, prefabricated full-depth deck panels are recommended for use in ABC projects in Nevada using the assembled design specifications and design procedures created for this project.

These challenges have the objective of producing safer and more economical bridges at a faster rate with a minimum service life of 75 years and reduced maintenance cost to serve the country's infrastructure needs. Previous studies have shown that a prefabricated full-depth precast concrete deck system is an innovative technique that accelerates the rehabilitation process of a bridge deck, extending its service life with reduced user delays and community disruptions and lowering its life-cycle costs. Previous use of ultra-high performance concrete (UHPC) for bridge applications in the United States has been considered to be efficient and economical because of its superior structural characteristics and durability properties. Full-depth UHPC waffle deck panel systems have been developed over the past three years in Europe and the United States. Subsequently, a single span, 60-ft long and 33-ft wide prototype bridge with full-depth prefabricated UHPC waffle deck panels has been designed and built for a replacement bridge in Wapello County, Iowa. The structural performance characteristics and the constructability of the UHPC waffle deck system and its critical connections were studied through an experimental program at the structural laboratory of Iowa State University (ISU). Two prefabricated full-depth UHPC waffle deck (8 feet by 9 feet 9 inches by 8 inches) panels were connected to 24-ft long precast girders, and the system was tested under service, fatigue, overload, and ultimate loads. Three months after the completion of the bridge with waffle deck system, it was load tested under live loads in February 2012. Book excerpt: The Indiana Department of Transportation (INDOT) constructed four bridge decks utilizing internally cured, high performance concrete (IC HPC) during the summer of 2013. These decks implement research findings from the research presented in the FHWA/IN/JTRP-2010/10 report where internal curing was proposed as one method to reduce the potential for shrinkage cracking, leading to improved durability. The objective of this research was to document the construction of the four IC HPC bridge decks that were constructed in Indiana during 2013 and quantify the properties and performance of these decks. This report contains documentation of the production and construction of IC HPC concrete for the four bridge decks in this study. In addition, samples of the IC HPC used in construction were compared with a reference high performance concrete (HPC) which did not utilize internal curing. These samples were transported to the laboratory where the mechanical properties, resistance to chloride migration, and potential for shrinkage and cracking was assessed. Using experimental results and mixture proportions, the diffusion based service life of the bridge decks was able to be estimated. Collectively, the results indicate that the IC HPC mixtures that were produced as a part of this study exhibit the potential to more than triple the service life of the typical bridge deck in Indiana while reducing the early age autogenous shrinkage by more than 80% compared to non-internally cured concretes.

A significant number of published papers, reports, etc., were examined to determine the effectiveness of full depth precast panels for bridge deck replacement. A detailed description of the experimental methodology was developed which includes design and fabrication of the panels and assembly of the bridge. The design and construction process was carried out in cooperation with the project Technical Review Panel. The major components of the bridge deck system were investigated. This includes the transverse joints and the different materials within the joint as well as composite action. The materials investigated within the joint were polymer concrete, non-shrink grout, and set-45 for the transverse joint. The transverse joints were subjected to direct shear tests, direct tension tests, and flexure tests. These tests exhibited the excellent behavior of the system in terms of strength and failure modes. Shear key tests were also conducted. The shear connection study focused on investigating the composite behavior of the system based on varying the number of shear studs within a respective pocket as well as varying the number of pockets within a respective panel. The results indicated that this shear connection is extremely efficient in rendering the system under full composite action. Finite element analysis was conducted to determine the behavior of the shear connection prior to initiation of the actual full scale tests. In addition, finite element analysis was also performed with respect to the transverse joint tests in an effort to determine the behavior of the joints prior to actual testing. The most significant phase of the project was testing a full-scale model. The bridge was assembled in accordance with the procedures developed as part of the study on full-depth precast panels and the results obtained through this research. The system proved its effectiveness in withstanding the applied loading that exceeded eight times the truck loading in addition to the maximum negative and positive moment application. Only hairline cracking was observed in the deck at the maximum applied load. Of most significance was the fact that full composite action was achieved between the precast panels and the steel supporting system, and the exceptional performance of the transverse joint between adjacent panels.

Cores from the bridge decks show that the cracking does not penetrate the full depth of the upper slab and is not considered detrimental to the structural integrity of the deck. It was recommended that Virginia adopt the innovation on a trial basis to gain experience with the technique.

Book excerpt: Experimental tests were performed at Virginia Tech to investigate transverse panel-to-panel connections and horizontal shear connector block-outs for full-depth precast concrete bridge deck panels. The connections were designed for a deck replacement project for a rural three-span continuous steel beam bridge in Virginia. Two reinforced and four post-tensioned connections were designed and tested in cyclical loading. Each connection was tested on a full-scale, two-beam setup in negative bending with a simulated HS-20 vehicle. The block-outs for the horizontal shear connections were also scrutinized during construction and testing. Several surface treatments were investigated to determine the best strategy to limit cracking and leakage at the grout-concrete interface. The strain profile, cracking patterns, and ponding results are presented for all specimens. The reinforced connections and two post-tensioned connections with 167 psi initial stress experienced cracking and leaked water by the end of the cyclic loading regime. In two connections post-tensioned with an initial compressive stress of 340 psi, the tensile stress in the deck under full live load remained below approximately 3√(f'c). These transverse connections did not leak water, did not have full-depth cracking, and maintained a nearly linear strain distribution throughout the design life. Full-depth deck panels may be effectively used on continuous bridges if post-tensioning force is applied to the transverse connections to keep the total tensile stress (remaining prestress minus live load stress) below 3√(f'c) . The block-outs with a sand-blasted surface or an epoxy primer combined with a grout that met the requirements recommended by Scholz et al. (2007) had only slight water leakage, and had smaller cracks at the grout-concrete interface than the control samples. These surface treatments are recommended for best long-term performance.
