In den Ausführungen wird der Fokus auf die kleinen und mittelständischen Unternehmen gelegt und erörtert, weshalb diese das Rückrat für die deutsche Wirtschaft bilden. Es werden die verschiedenen Innovationsarten herausgearbeitet und dargelegt, wo Potenziale zur Verbesserung bestehen. Es wird sich herausstellen, dass einer der wichtigsten Kriterienpunkte, die einer Bearbeitung bedürfen, die Finanzierung von Innovationen darstellt, da hier ein erhebliches Verbesserungspotenzial im internationalen Vergleich vorherrscht. Auf der Grundlage des schlechten Rankings im internationalen Vergleich bei der Finanzierung von Innovationen, werden im zweiten Teil (Punkt III.) die Instrumente, die den kleinen und mittelständischen Unternehmen zur Verfügung stehen um eine Innovation zu finanzieren, dargelegt. Die am meisten präferierten Instrumente der KMU werden vorgestellt und anhand vorher erläuterter Beurteilungskriterien geprüft. Hierbei wird eine Unterscheidung der Betriebe in bereits existierende und neu gegründete, bzw. Existenzgründer, vorgenommen. Anhand der Beurteilungskriterien wird der Einfluss der untersuchten Instrumente auf das jeweilige Unternehmen erörtert. Abschließend werden die gewonnenen Ergebnisse zusammengefasst.
