Available in PDF, EPUB and Kindle. Book excerpt: Theodore J. Karamanski's sweeping maritime history demonstrates the far-ranging impact that the tools and infrastructure developed for navigating the Great Lakes had on the national economies, politics, and environment of continental North America. Synthesizing popular as well as original historical scholarship, Karamanski weaves a colorful narrative illustrating how disparate private and government interests transformed these vast and dangerous waters into the largest inland water transportation system in the world. Karamanski explores both the navigational and sailing tools of First Nations peoples and the dismissive and foolhardy attitude of early European maritime sailors. He investigates the role played by commercial boats in the Underground Railroad, as well as how the federal development of crucial navigational resources exacerbated sectionalism in the antebellum United States. Ultimately Mastering the Inland Sea shows the undeniable environmental impact of technologies used by the modern commercial maritime industry. This expansive story illuminates the symbiotic relationship between infrastructure investment in the region's interconnected waterways and North America's lasting economic and political development.

Book excerpt: Inland ports on the Mississippi River between St. Louis and Baton Rouge enable shippers to move millions of tons of agricultural and other bulk commodities. However, these ports' harbors can accumulate sediment that reduces their depth, width, and length, making it difficult for vessels to move. To address this, the Corps routinely dredges the harbors. Congress included a provision in statute for GAO to review dredging issues for ports in this region. This report addresses: (1) freight traffic of selected ports since 2010; (2) stakeholders' views on any challenges presented by the current federal funding approach to dredging inland harbors; and (3) the benefits and challenges of alternative options to fund dredging. GAO reviewed Corps' 2010-2015 port traffic data for 13 of 18 inland ports in the region. Data for 2015 were the most recent available. GAO also interviewed Corps officials, industry stakeholders, and officials from 11 of 13 ports selected to include a range in terms of cargo handled, location, and dredging history. GAO conducted a literature search and interviewed 52 industry, port, and other stakeholders and experts about alternative options to fund dredging.

Available in PDF, EPUB and Kindle. Book excerpt: The United States is a maritime nation. From its origin as 13 former colonies to its place as the pre-eminent world power today, our Nation's success has been dependent on our coastal ports and inland waterways to conduct trade. Recognising the importance of transportation to trade, the Nation had made a strong intergenerational commitment to develop its transportation networks. These networks of highways, railways and inland waterways connect the interior of our country to our ports, which connect us to the rest of the world. These transportation networks have contributed to our success by providing a cost-efficient and environmentally sustainable means to transport large quantities of cargo over long distances and across oceans, keeping this Nation competitive in world trade. This book provides an analysis of the broad challenges and opportunities presented by the increasing deployment of post-Panamax vessels and outlines options on how Congress could address the port and inland waterway infrastructure modernisation issues needed to accommodate those vessels.
