Book excerpt: This technical document has been developed in recognition of the increasingly diverse demands for water from irrigation systems and the need to introduce more holistic land uses into conventional irrigation management. Despite historical precedents and efforts in the twentieth and early twenty-first centuries, the potential for the integration of fish production (capture fisheries and aquaculture) and irrigation systems has yet to be fully realized. Capturing these underutilized opportunities for the integration of fisheries and aquaculture could significantly increase local economies, food security, household incomes and livelihood diversity within irrigated agriculture systems. To re-examine the potential of fisheries in irrigation systems, the concept of the extended command area (ECA) is used, expanding the conventional definition of an agriculture irrigation command area. The reason for this expanded definition is because all elements of an irrigation system, from upstream dam storage to downstream drainage areas, offer opportunities for increasing fish production. Many of these opportunities may be realized at no additional cost to the main irrigated crop. This document provides an introduction to the ways fisheries and aquaculture already co-exist with irrigation and explores the threats and opportunities that arise from this. A key concept for sustaining and enhancing inland capture fisheries is “connectivity”– a fundamental basis for ensuring adequate environmental conditions to allow fish to flourish within an aquatic ecosystem such as a river, lake, or wetland. Improving connectivity within an ECA can restore elements of ecological services that may have been compromised or degraded through irrigation, water management or through other rural infrastructure development such as road construction. Practical application of the integration of fisheries and irrigation systems is explored through the use of the Ecosystem Approach to Fisheries (EAF) in the context of irrigation systems. The proposed process links the development of an EAF management plan for fisheries to irrigation system operation and is given the acronym EAFm-i. A key part of this linkage is an assessment of water resources in the system and the management of water for delivery to fisheries. Additional tools to support the EAFm-i process are also described. Although the experience and approach are drawn largely from irrigation systems and inland capture fisheries in Southeast Asia, the application of the ECA concept and approach will be relevant to any irrigation or water management system where there is potential for the closer integration and harmonization of fisheries and irrigation systems and where water users are interested in realizing this potential. This short paper is intended to encourage fisheries and irrigation specialists to engage in greater dialogue and cooperation over the integration of fisheries into irrigation planning and to support piloting of an EAFm-i process, which can be the basis for further development.

In view of the current state of inland water aquatic habitats the potential for restoration is high. Realizing this potential requires concerted action to overcome current challenges, foremost of which is the invisibility of inland fisheries in many policy arenas as well as technical and scientific fora. The drivers of ecosystem degradation, ecosystem services valuation frameworks and the main technical tools for implementing interventions are presented. Experiences in developed countries dominate the literature but are not necessarily applicable to developing country inland food fisheries. Local communities that have high dependency on inland fisheries and live in close association with inland water fisheries habitats not only provide much higher fisheries values but a management asset that is unavailable in developed countries and the mainstay of many successful restoration programmes. Ten case studies, representing effective restoration of food fisheries from local to basin scale are used to illustrate what can be achieved. The prospects of inland fisheries benefiting from, or contributing to, the UN Decade on Ecosystem Restoration (2021–2030) are good but upscaling the existing progress will require increased and sustained efforts to mainstream the values of inland fisheries including their co-benefits for biodiversity conservation.

Book excerpt: The two and a half day Advisory Roundtable was convened to contribute to FAO’s response to the request by the 32nd Session of the Committee on Fisheries (COFI), to advise FAO on its approach to developing a more comprehensive report on methods and data and analytical approach, which could be used to provide a credible, objective and replicable assessment of inland fisheries; and ii) provide guidance on tools that could be provided to member states seeking advice with respect to assessing the status of their inland fisheries (yield/production, threats & drivers), predicting future impacts and how to quantify the effect of mitigation/adaptation measures on fisheries. The roundtable reviewed and discussed the background that had led up to the meeting to scrutinize the purpose of an assessment and the scope of coverage and how this could be used to determine the status of inland fisheries. It further developed the criteria to conduct such an assessment, and then attempted to apply the approach to a number of basins. This practical exercise was based on concrete examples from countries or basins with which the experts were familiar. It was concluded by the roundtable, that the use of a dual index approach is the right way to go, and that it can be used to assess fisheries both at the national, basin, regional and global levels although different levels of resolution will be required and may thus have somewhat different data requirements. Adding a valuation element will direct investment towards the fisheries that provides most benefit to society in the context of the priorities set at the national level. At the national level, data may include yields, catches, threats, and measures that can be used to estimate future adaptive capacity. For global level analysis an index approach will be necessary relying on “big” data. Any information system should be useful to serve, first and foremost, the countries that collect/analyse and provide the data. Reports to FAO that could be compiled into a global picture of the state of inland fisheries would be a value added product of this process. The national reports would also have utility in reporting on progress towards the Sustainable Development Goals/Aichi Targets.
