The primary objectives are to contextualise the problem and to subsequently develop the existing methodology found in the literature. In particular, this study aims to design an optimal location model for the infrastructure of fast charging stations for electric vehicles, using the city of Barcelona as a case study. The most notable contribution is the implementation of a multi-objective model, applying the weighted sums methodology. Using this approach, multiple solutions can be obtained and used to observe the trade-offs between conflicting objectives, providing valuable information to decision makers. In addition, an alternative outlook is taken with regards to electric vehicle user behaviour; the concept of minimising deviations is introduced into the optimisation problem with an aim to better reflect driver behaviour, and account for all users in the model. The model is first formulated mathematically and then implemented using the GAMS.. The objective of the work is to apply modeling and optimization techniques to design a method for locating public EV charging facilities. This method must take into account the legal framework of the EV charging facilities as well as the EV users characteristics and necessities.

Increasing EV sales have shifted the focus of researchers from EV adoption to new operational challenges such as the optimal deployment of charging stations and grid load management, which in turn also affects EV adoption. These challenges require an accurate characterization of EV user charging behavior, especially with evolving battery technology and driving ranges. This study critically reviews approaches and data sources used to elicit EV charging behavior and patterns from a demand-side perspective and investigates how supply-side studies on charging infrastructure deployment and management incorporate charging behavior. We observe a noticeable disconnect between both strands of the literature, as supply-side studies still rely on simplistic assumptions about charging behavior and focus on a handful of aspects in isolation. More specifically, several studies either consider personal EVs or ride-hailing services with only public fast-charging infrastructure while ignoring available home/work charging infrastructure. We recommend shifting from this silo approach to a system-level dynamic planning framework where future charging demand is forecasted by combining charging behavior models with the models to forecast travel demand and EV adoption, followed by an integration of demand information into the supply-side optimization. The framework can thus capture complex supply-demand interactions and inform the charging infrastructure planning policies, laying out a roadmap for emerging and mature EV markets.

As a step toward a greener environment, solutions involving electric vehicles (EVs) have been proposed and discussed. When powered by electricity from efficient and environmentally-friendly generators, EVs have significantly lower per-mile running costs compared to gasoline cars, while generating lower emissions. Unfortunately, due to the limited capacity of batteries, typical EVs can only travel for about 100 miles on a single charge. Because recharging takes several hours, it is impossible to recharge an EV in the middle of a long (round) trip exceeding 100 miles. Better Place (BP), a start-up based in Palo Alto, CA, proposed a novel strategy that potentially overcomes the recharging problem. In the plan, in addition to charging adaptors at homes, work places and shopping malls, "swapping stations'', at which depleted batteries can be exchanged for recharged ones in the middle of long trips, will be located at strategic locations along freeways. With its battery swapping equipment, BP has demonstrated how to effectively refuel an EV in less than two minutes. The possible success of EV solutions based on the idea of battery swapping hinges on the ability of the charging service provider (BP or other similar firms) to deploy a cost-effective infrastructure network with comprehensive coverage. Unfortunately, since the adoption rate of electric vehicles, and thus demand for swapping service, is still highly uncertain, the service provider must make deployment plans with incomplete information on hand. In this paper, we develop models that aid the planning process for deploying battery swapping infrastructure, based on a robust optimization framework. We further show that our models can be tightly approximated by mixed-integer second-order cone programs (MISOCPs), which are readily solvable by commercial solvers. Using these models, we demonstrate the potential impacts of battery standardization and various technology advancements on the optimal infrastructure deployment strategy.

Book excerpt: "We study the allocation of dynamic electric vehicle charging investments from the policymaker's perspective, which aims to meet statewide emission-reduction targets for the Illinois passenger vehicle sector. We determine statewide charging deployment trajectories over a 30-year planning horizon and estimate their emission reduction. Electric vehicle demand functions model the electrified vehicle market growth and capture network externalities and spatial heterogeneity. Our analysis indicates that most chargers need to be deployed in the first 10 to 15 years of the transition to allow benefits to accrue for electric vehicle drivers, availability of home charging influences consumers' choice and drivers' electrified travel distance, charging stations should be prioritized for frequent long-distance drivers, and spatial effects are crucial in accurately capturing the demand for electric vehicles in Illinois. We also develop a multi-criteria suitability map to site charging stations for electric vehicles based on economic, societal, and environmental justice indicators. We identify census tracts that should be prioritized during Illinois' statewide deployment of charging infrastructure along with interstates and major highways that traverse them. Major interstates and highways I-90, I-80, I-55, and I-57 are identified as having high siting suitability scores for charging stations. Last, a novel location model was developed for equitable electric vehicle charging infrastructure placement in the Illinois interstate and major highway network. Two objectives were set to reduce detours and improve the ability to complete long-distance trips for low-income electric vehicle travelers and multi-unit dwelling residents. Our analysis indicates that if the system's efficiency is the only consideration, low-income/multi-unit housing resident travelers are most likely to fail to complete their trips, while an equitable charging siting could mitigate this issue."--Abstract

The Government is also reforming the planning and consenting systems to tackle these sources of cost and delay in infrastructure delivery.
