Available in PDF, EPUB and Kindle. Book excerpt: This book reviews Latin America's experience with infrastructure reform over the last fifteen years. It argues that the region's infrastructure has suffered from public retrenchment and unrealistic expectations about private involvement. Poor infrastructure now hampers productivity, growth, and poverty reduction. Addressing this requires more and better spending, and acceptance that governments remain central to infrastructure provision and supervision, although the private sector still has an important role to play.

Book excerpt: Latin America and the Caribbean (LAC) does not have the infrastructure it needs, or deserves, given its income. Many argue that the solution is to spend more; by contrast, this report has one main message: Latin America can dramatically narrow its infrastructure service gap by spending efficiently on the right things. This report asks three questions: what should LAC countries’ goals be? How can these goals be achieved as cost-effectively as possible? And who should pay to reach these goals? In doing so, we drop the ‘infrastructure gap’ notion, favoring an approach built on identifying the ‘service gap’. Benchmarking Latin America in this way reveals clear strengths and weaknesses. Access to water and electricity is good, with the potential for the region’s electricity sector to drive competitive advantage; by contrast, transport and sanitation should be key focus areas for further development. The report also identifies and analyses some of the emerging challenges for the region—climate change, increased demand and urbanization—that will put increasing pressure on infrastructure and policy makers alike. Improving the region’s infrastructure performance in the context of tight fiscal space will require spending better on well identified priorities. Unlike most infrastructure diagnostics, this report argues that much of what is needed lies outside the infrastructure sector †“ in the form of broader government issues—from competition policy, to budgeting rules that no longer solely focus on controlling cash expenditures. We also find that traditional recommendations continue to apply regarding independent, well-performing regulators and better corporate governance, and highlight the critical importance of cost recovery where feasible and desirable, as the basis for future commercial finance of infrastructure services. Latin America has the means and potential to do better; and it can do so by spending more efficiently on the right things.

This paper provides a comprehensive overview of infrastructure in the region and highlights key areas in which infrastructure networks can be enhanced. The public and private sectors play complementary roles in improving the infrastructure network. Therefore, it is critical to strengthen public investment management processes as well as the regulatory framework, including to ensure an appropriate mix of financing and funding for projects and to address environmental concerns.
Book Synopsis Meeting the Infrastructure Challenge in Latin America and the Caribbean by :
Download or read book Meeting the Infrastructure Challenge in Latin America and the Caribbean written by and published by World Bank Publications. This book was released on 1995 with total page 68 pages. Available in PDF, EPUB and Kindle. Book excerpt: The countries of Latin America and the Caribbean (LAC) stand at a point of transition. During the 1980s in the face of the unavoidable need to correct macroeconomic imbalances, economic growth largely came to a halt, some of the poor became poorer, and not only new investment but even routine maintenance of economic infrastructure was often neglected or deferred. This report suggests a number of ideas to help countries address their infrastructure challenges, including a variety of models for structuring the participation of domestic and international private capital. The report also states the World Bank's commitment to serve as a proactive catalyst for mobilizing private capital for improved infrastructure service provision in LAC. The World Bank will intensify efforts toward policy and regulatory reform and contribute financial resouces or provide guarantees to help strenghten infrastructurae in LAC.

Book excerpt: An Interdisciplinary Approach to the Political, Economic, and Cultural Consequences of China’s Influence in Latin America and the Caribbean A long history of migration, trade, and shared interests links China to Latin America and the Caribbean. Over the past twenty years, China has increased direct investment and restructured trade relations in the region. In addition, Chinese public sector enterprises, private companies, and various branches of the central government have planned, developed, and built a large number of infrastructure projects in Latin America and the Caribbean, such as dams, roads, railways, energy grids, security systems, telecommunication networks, hospitals, and schools. These projects have had a profound impact on local environments and economies and help shape the lived experiences of individuals. Each chapter in this volume examines how the impact of these infrastructure projects varies in different countries, focusing on how they produce new forms of global connectivity between various sectors of the economy and the resulting economic and cultural links that permeate everyday life
Book Synopsis Financing the Future by : Marianne Fay
Download or read book Financing the Future written by Marianne Fay and published by World Bank Publications. This book was released on 2001 with total page 32 pages. Available in PDF, EPUB and Kindle. Book excerpt: A model developed to predict demand for infrastructure in Latin America performs reasonably well for power and telecommunications, and less well for water and sanitation (for which data are scarce) and transport infrastructure (which is less closely related to per capita income). The model projects a doubling of telephone mainlines per capita, a steady increase in power infrastructure, steady growth in road infrastructure, and small increases in water and sanitation coverage. To assess five-year demand for infrastructure investment in Latin America and the Caribbean, and the private sector's role in meeting this demand, Fay developed a model to predict future demand for infrastructure, defined as what consumers and producers would ask for, given their income and level of economic activity.
Book Synopsis The Impact of Private Sector Participation in Infrastructure by : Luis A. Andres
Download or read book The Impact of Private Sector Participation in Infrastructure written by Luis A. Andres and published by World Bank Publications. This book was released on 2008-07-25 with total page 380 pages. Available in PDF, EPUB and Kindle. Book excerpt: Infrastructure plays a key role in fostering growth and productivity and has been linked to improved earnings, health, and education levels for the poor. Yet Latin America and the Caribbean are currently faced with a dangerous combination of relatively low public and private infrastructure investment. Those investment levels must increase, and it can be done. If Latin American and Caribbean governments are to increase infrastructure investment in politically feasible ways, it is critical that they learn from experience and have an accurate idea of future impacts. This book contributes to this aim by producing what is arguably the most comprehensive privatization impact analysis in the region to date, drawing on an extremely comprehensive dataset.

Book Synopsis The Governance of Infrastructure by : Kai Wegrich
Download or read book The Governance of Infrastructure written by Kai Wegrich and published by Oxford University Press. This book was released on 2017-03-01 with total page 300 pages. Available in PDF, EPUB and Kindle. Book excerpt: Infrastructure only tends to be noticed when it is absent, declining, or decrepit, or when enormous cost overruns, time delays, or citizen protests make the headlines. If infrastructure is indeed a fundamental driver of economic growth and social development, why is it so difficult to get right? In addressing this perennial question, this volume-the fourth edition in an annual series tackling different aspects of governance around the world-makes the case for a governance perspective on infrastructure. This implies moving beyond rational economic analysis of what should be done towards an analysis of the political, institutional, and societal mechanisms that shape decision-making about infrastructure investment, planning, and implementation. Engaging with theories from sociology, political science, and public administration, and drawing on empirical analyses bridging OECD and non-OECD countries, the contributions to this volume dissect the logics of infrastructure governance in a novel way, providing timely analyses that will enrich both scholarly and policy debates about how to get infrastructure governance right.
Book Synopsis The Impact of Digital Infrastructure on the Sustainable Development Goals by : Antonio García Zaballos
Download or read book The Impact of Digital Infrastructure on the Sustainable Development Goals written by Antonio García Zaballos and published by Inter-American Development Bank. This book was released on 2019-05-06 with total page 109 pages. Available in PDF, EPUB and Kindle. Book excerpt: This publication identifies the role of digital infrastructure in achieving the Sustainable Development Goals (SDGs)--including education, employment, agricultural sustainability, food security, and spatial inequality--in 12 countries in Latin America and the Caribbean. It identifies a gap between the outcomes achieved for each SDG in the countries studied and those achieved in OECD countries. Moreover, the region still has a long way to go to achieve the SDG targets set in the 2030 Agenda for Sustainable Development. The authors explain how investment in digital infrastructure can help close the gaps between the region and these two benchmarks (OECD countries and SDG targets). They also quantify the investment in telecom in the region between 2008 and 2017 and estimate what amount is still needed to help close these gaps.
