For the last twenty-five years, crises in these five Andean countries have endangered Latin America's democracies and strained their relations with the United States. As these nations struggle to cope with demands from Washington on security policies (emphasizing drugs and terrorism), neoliberal economics, and democratic politics, their resulting domestic travails can be seen in poor economic growth, unequal wealth distribution, mounting social unrest, and escalating political instability. The contributors to this volume examine the histories, politics, and cultures of the Andean nations, and argue that, due to their shared history and modern circumstances, these countries are suffering a shared crisis of deteriorating relations between state and society that is best understood in regional, not purely national, terms. The results, in some cases, have been semi-authoritarian hybrid regimes that lurch from crisis to crisis, often controlled through force, though clinging to a notion of democracy. The solution to these problems—whether through democratic, authoritarian, peaceful, or violent means—will have profound implications for the region and its future relations with the world.

This paper argues that part of this variation has its roots in the colonial era. Colonizers engaged in different economic activities in different regions of a country, depending on local conditions. Some activities were "bad" in the sense that they depended heavily on the exploitation of labor and created extractive institutions, while "good" activities created inclusive institutions. The authors show that areas with bad colonial activities have lower gross domestic product per capita today than areas with good colonial activities. Areas with high pre-colonial population density also do worse today. In particular, the positive effect of "good" activities goes away in areas with high pre-colonial population density. The analysis attributes this to the "ugly" fact that colonizers used the pre-colonial population as an exploitable resource. The intermediating factor between history and current development appears to be institutional differences across regions and not income inequality or the current ethnic composition of the population.

Jorge Vargas Cullell, a student in this course, returned to his native country of Costa Rica, formed a small research team, and secured funding for undertaking a “citizen audit” of the quality of democracy in Costa Rica. This pathbreaking volume contains O’Donnell’s qualitative theoretical study of the quality of democracy and Vargas Cullell’s description and analysis of the empirical data he gathered on the quality of democracy in Costa Rica. It also includes twelve short, scholarly reflections on the O’Donnell and Cullell essays. The primary goal of this collection is to present the rationale and methodology for implementing a citizen audit of democracy. This book is an expression of a growing concern among policy experts and academics that the recent emergence of numerous democratic regimes, particularly in Latin America, cannot conceal the sobering fact that the efficacy and impact of these new governments vary widely. Attempts to gauge the quality of particular democracies are therefore not only fascinating intellectual exercises but may also be useful practical guides for improving both old and new democracies.
