This book was released on 2001-09-01 with total page 288 pages. Available in PDF, EPUB and Kindle. Book excerpt: Winner of the 1998 Michael C. Meyer Manuscript Prize! Feeding Mexico: The Political Uses of Food since 1910 traces the Mexican government's intervention in the regulation, production, and distribution of food from the days of Cardenas to the recent privatization inspired by NAFTA. Professor Ochoa argues that the real goals of the government's food subsidies were political, driven by presidential desires to court urban labor. Many of the agencies and policies were hastily set in place in response to short-term political or economic crises. Since the goals were not to alleviate poverty, but to provide modest subsidies to urban consumers, the policies did not eliminate destitution or malnutrition in the country. Despite the minimal achievements of these interventionist policies, the State Food Agency provided a symbol of the state's concern for the workers. The elimination of the Agency in the 1990s prompted social protest and unrest. Feeding Mexico is the first study to examine the creation of networks to deliver food products, the relationship of these channels of distribution to the food crisis, and the role of the state in trying to ameliorate the problem. Based on exhaustive research of new archival material and richly documented with statistical tables, this book exposes the dynamics and outcome of social policy in twentieth-century Mexico.

Available in PDF, EPUB and Kindle. Book excerpt: After the revolutionary period of 1910-1920, Mexico developed a number of social protection programs to support workers in public and private sectors and to establish safeguards for the poor and the aged. These included pensions, healthcare, and worker's compensation. The new welfare programs were the product of a complex interrelationship of corporate, labor, and political actors. In this unique dynamic, cross-class coalitions maintained both an authoritarian regime and social protection system for some seventy years, despite the ebb and flow of political and economic tides. By focusing on organized labor, and its powerful role in effecting institutional change, Workers and Welfare chronicles the development and evolution of Mexican social insurance institutions in the twentieth century. Beginning with the antecedents of social insurance and the adoption of pension programs for central government workers in 1925, Dion's analysis shows how the labor movement, up until the 1990s, was instrumental in expanding welfare programs, but has since become largely ineffective. Despite stepped-up efforts, labor has seen the retrenchment of many benefits. Meanwhile, Dion cites the debt crisis, neoliberal reform, and resulting changes in the labor market as all contributing to a rise in poverty. Today, Mexican welfare programs emphasize poverty alleviation, in a marked shift away from social insurance benefits for the working class.

Book excerpt: The promotion of entrepreneurship in higher education appears in the political spectrum as a new economic policy arena. In this field policy blanks and new kinds of problems need to be addressed. Scholars agree that many of the current structures and models in higher education do not fit the necessary requirements for the development of entrepreneurship training. New perspectives in this field can be gained through an analysis of the feasibility of a policy transfer of the German EXIST-II-Program to Mexico. This program was developed to address the entrepreneurial potential within higher educational institutions through the coordination of entrepreneurial efforts carried out by regional, national and supranational actors. An empirical analysis of the objectives, regulations, actors and governance, personnel (staff), financial resources, beneficiaries and output of the program as well as a comparative study of Germany versus Mexico in this book demonstrates under what conditions the transfer of know-how from Germany, specifically from the EXIST-II-Program to universities in Mexico could be implemented. The research offers alternatives to improve the current ongoing initiatives in Mexico.

Available in PDF, EPUB and Kindle. Book excerpt: This book is a sequel to the World Bank's World Development Report 2013: Jobs. The central message of that report was that job creation is at the heart of development. Jobs raise living standards and lift people out of poverty, they contribute to gains in aggregate productivity, and they may even foster social cohesion. In doing so, jobs may have spillovers beyond the private returns they offer to those who hold them. Poverty reduction is arguably a public good, making everybody better off; higher productivity spreads across co-workers, clusters, and cities; and social cohesion improves the outcomes of collective decision-making. But which jobs make the greatest contribution to development and what policies can facilitate the creation of more of these jobs? There is no universal answer - it depends on the country's level of development, demography, natural endowments, and institutions. This volume explores the diversity of jobs challenges and solutions through case studies of seven developing countries. These countries, drawn from four continents, represent seven different contexts - a small island nation (St. Lucia), a resource-rich country (Papua New Guinea), agrarian (Mozambique), urbanizing (Bangladesh), and formalizing (Mexico) economies, as well as young (Tunisia) and aging (Ukraine) populations. Using methods drawn from several branches of economics and the social sciences more broadly and analyzing a wide range of data, the authors show the different ways in which jobs have contributed to social and economic development in the countries they have studied and how they can contribute in the future. The policy priorities vary accordingly. They often extend well beyond traditional labor market instruments to include policy areas not typically considered in national growth strategies.
