Book excerpt: This thesis uses the Joint Capabilities Integration and Development System (JCIDS) Capabilities Based Assessment (CBA) in an attempt to provide both monetary and nonmonetary solutions to the problem of low retention rates among Naval Information Warfare Officers (IWOs) in pay grades O-4 and O-5. An initial Functional Area Analysis (FAA) looks at Critical Skills Retention Bonuses (CSRBs), military retention factors, and IW community manning data. A Functional Needs Analysis (FNA) looks into historical IW retention issues, and compares the pay of an IW officer to that of a civilian in an equivalent job. Retention issues are found by analyzing IW community-specific data from Defense Management Data Center (DMDC) from 1997 through 2007. Analysis shows that, overall, historical retention is low at both O-4 and O-5, and that prior enlisted status, rank, and source of commission all play a role in this poor retention rate. A Functional Solutions Analysis (FSA) recommends a monetary CSRB and nonmonetary solutions. To evaluate the effectiveness of these solutions, an IW retention survey was administered to Naval Postgraduate School (NPS) IWOs. This survey shows that, in addition to the monetary and nonmonetary solutions found in the FSA, the IW community might be able to improve retention further by focusing on improving IW leadership and community direction.

Book excerpt: This report is the fifth in a series that addresses factors that affect the early career/professional development and retention of junior surface warfare officers (SWOs). The sample consisted of 128 junior SWOs commissioned during 1974-75 who had responded to a career development questionnaire in early 1979. Of these, 58 (45%) had left service at the end of obligation and 70 (55%) remained on active duty (as of September 1981). Background and first sea tour factors were used to predict career intent and continuance. Results showed that career intent was substantially associated with a combination of first sea tour work experiences and percentages. Career intent, in turn, was found to account for substantial variance (R square = .25) in the continuance criterion. Results strongly supported the hypothesis that continuance decisions are the product of early navy work experiences (e.g., opportunities, assignment patterns, etc.). Results are discussed with attention to leadership, assignment, and policy implications.

Book excerpt: This thesis investigates the effect of commissioning programs on career progression for Navy surface warfare officers (SWOs). This study specifies and estimates three multivariate regression models to analyze the relationship between commissioning source and officer performance using retention and promotion to O-4 as performance measures. As a measure of retention, we used retention after expiration of the initial minimum service requirement. The data was acquired from Officer Master File (OMF) via the Navy Econometric Modeling (NEM) online data system. The file contained 10,295 observations. All observations were surface warfare officers who were before the promotion board between fiscal years 1994 through 2004. The data contained information about demographics, professional and educational background, and separation and promotion information for officers. The analysis of all three multivariate regression models indicates that commissioning source is a significant determinant of retention and promotion for the SWO community. Contrary to the initial assumption, while OCS graduates have the highest probability of staying in the SW community, USNA graduates have the lowest probability. Although USNA graduates were initially expected to have higher promotion rates, the results suggest that they are less likely to promote to the grade of O-4 than officers commissioned through the NROTC-contract program. However, USNA graduates have a higher probability of promotion than officers from OCS, the NROTC scholarship program, and from "other sources."

Book excerpt: Information obtained from a questionnaire to which 312 male surface warfare junior Officers (JOs) responded was used to determine how JOs felt their wives influenced their intent to pursue a Navy career, and how their wives felt about separations, relocations, pay, and benefits of Navy life. Officers, in general, felt their wives were supportive of their Navy careers. Separation was considered the worst aspect of Navy life and had the most pronounced influence against a Navy career. Wives who were most supportive of a Navy career were most socially and emotionally involved in the career. Wives who worked outside the home were less supportive of a Navy career than were those who worked within the home. Wives who were teachers or Navy officers found relations more difficult to accommodate and were more reluctant for their husbands to remain in the Navy than were wives in other types of jobs. Few Navy wives attended detailer field trip meetings, but those who did were more supportive of a Navy career than those who did not. The assistance of superior officers in helping wives adjust to new duty stations was rated most helpful, and Navy Family Services least helpful, indicating that COs and XOs should recognize their influence on officer retention, and that officers and their wives should be educated on the value and use of Navy Family Services to alleviate stresses of relocation and separation.

This thesis enhances the understanding of the effects of dual-careers and related family issues on surface warfare officer retention. Six theoretical measures were identified (household career status, family responsibility, grade, type duty, family disruptions, and family decision processor), which were expected to explain the variance across career intent and career satisfaction. The study defined a dual-career family as a family in which husband and wife pursue careers that (a) both have professional-administrative-technical (PAT) jobs and (b) the relative proportion between the two incomes is between 60-40 and 50-50.

Book excerpt: The retention rate (RR) is a measure currently used by officers of the Deputy Chief of Naval Operations (Manpower, Personnel, and Training) (OP-01) to assess the Navy's ability to build and maintain a career force of officers. This rate employs the minimum service requirement (MSR) as a point of reference. However, since the MSR frequently does not reflect an officer's true obligation, the RR tends to be overstated. As a result, the maintainability of the career force is overstated. This report describes the base force retention rate (BFR), an alternative to the RR. The BFR does not rely on MSR-based computation but, rather, is the proportion of officers between 5 and 10 years of service who resign their commission annually. The report includes illustrations of the BFR's usefulness in identifying changes or trends in an officer community's retention behavior--trends that the conventional RR might not reveal or might only uncover much later than would the BFR. An analysis of data on operational tempo and retention was conducted which revealed no direct correlation between increased optempo and decreased retention. The study focuses on the four sea-going officer communities, Surface Warfare Officers, Aviators, Naval Flight Officers, and Submariners. After the demise of the Soviet Union and the end of the Cold War, the Department of Defense began a downsizing effort across all services. From 1990 to 1997, the Navy's officer corps shrank from 77,000 to 53,000 officers as a result of Department of Defense downsizing mandates At the time, Navy leaders were not concerned with retention because they had to meet their new end strength goals, but in 1997, officer manning dropped to dangerous levels, The Navy realized that it had a serious retention problem; Too many junior officers were getting out, Navy leaders had to do something to stem the exodus, or the Navy would be in serious jeopardy of not being able to man its ships, aircraft, and submarines at the mid-grade officer, department head level. Without these officers to fill the critical sea-going billets, the Navy could find that it may not be able to fulfill its commitments around the world. If increased optempo was not causing the Navy's junior officers to get out, what was behind their decisions to leave? In the course of research, several surveys and interviews were uncovered which revealed a significant number of reasons that officer retention suffered in the Navy. From a comparison of these surveys and interviews, the five most common reasons junior officers stated for leaving the Navy was determined. Further study revealed that the Navy is aware of these reasons and is actively responding to keep positively address them to retain its junior officers.

A stratified, random sample (N=563) was drawn from officers reaching their expiration of obligated service point (MSRI) in the surface, submarine and aviation (pilot) warfare communities. A forty question survey instrument was used to measure perceptions of organizational climate. An average of data from the three latest officer fitness reports was used to measure officer proficiency. The preliminary results of the study were obtained by an analysis of 'stayers' only.
