Book excerpt: Conference participants sought to identify gaps in the data and analytic tools needed to support economic analysis as related to transportation investment and to develop research proposals designed to fill those gaps. The opening day of the conference featured presentations by economists, transportation analysts, and policy makers on the theory and practice of economic analysis and its usefulness to decision makers. The second and third days of the conference revolved around participatory workshops. Six separate working groups deliberated over three questions: (1) What is the appropriate level of investment in transportation to encourage economic health? (2) How should projects be prioritized within a multimodal transportation program? (3) How much revenue is likely to flow from user charges, tolls, and other sources? At the conclusion of its deliberations, each working group developed a list of research proposals, which it then presented to the conference as a whole.

Book excerpt: "Policy-makers often call for expanding public spending on infrastructure, which includes a broad range of investments from roads and bridges to digital networks that will expand access to high-speed broadband. Some point to near-term macro-economic benefits and job creation, others focus on long-term effects on productivity and economic growth. This volume explores the links between infrastructure spending and economic outcomes, as well as key economic issues in the funding and management of infrastructure projects. It draws together research studies that describe the short-run stimulus effects of infrastructure spending, develop new estimates of the stock of U.S. infrastructure capital, and explore the incentive aspects of public-private partnerships (PPPs). A salient issue is the treatment of risk in evaluating publicly-funded infrastructure projects and in connection with PPPs. The goal of the volume is to provide a reference for researchers seeking to expand research on infrastructure issues, and for policy-makers tasked with determining the appropriate level of infrastructure spending"--

It is oriented toward state and local officials who have responsibility for assuring that limited resources get targeted to their best uses and who must publicly account for their decisions. Economic analysis is presented as an integral component of a comprehensive infrastructure management methodology that takes a long-term view of infrastructure performance and cost. The primer encompasses a full range of economic issues, including economic fundamentals, life-cycle cost analysis, benefit-cost analysis, forecasting traffic for benefit calculations, risk analysis and economic impact analysis.

Book excerpt: Transportation Asset Management (TAM) is a strategic approach to maximize the benefits from resources used to operate, expand, and preserve the transportation infrastructure. It takes a long-term perspective of infrastructure performance and cost, and considers investment options in a comprehensive and informed way. TAM integrates the various disciplines related to infrastructure management, including planning, engineering, economics, and budgeting. It is systematic and fact based, and therefore dependent on good information and analytical capabilities. Economic analysis plays a critical role in TAM by facilitating tradeoff analysis, in which the net benefits of competing investment options are compared in terms of their "dollars and cents" impact on the public. Information from the analysis feeds back to planners and engineers, allowing them to identify the most beneficial investments.

Book excerpt: This report provides a method to define and measure the costs of personal immobility at a local level and contains a compendium of public transportation practices that address immobility, help reduce costs, and possibly provide economic benefits to both the riders and the larger community. The focus is on practices that assist people who need transportation to health care or who are transitioning from welfare to work. This report should be of interest to planners, decision makers, and social service and transportation providers. It should also serve as a resource to assist decision makers and transportation service providers in using their services more effectively to address the issue of personal immobility.

Book excerpt: The 17 chapters in this book, which evolved from a conference on measuring the contributions of ITS sponsored by the California Department of Transportation in February 2002, examine the costs and benefits of ITS in an economic and business policy context. Section 1 examines the broad theme of how and what ITS contributes to the economy and how one makes a business case for ITS. Section 2 includes three chapters on ITS applications in mass transit. Section 3 explores ITS applications in the automobile/highway system. Section 4 considers integrative issues including how ITS is perceived and how it can be positioned to improve surface transportation. This volume will be especially useful to researchers and policy makers working in transportation, transportation engineering, and the economic analysis of transportation systems.

Available in PDF, EPUB and Kindle. Book excerpt: Transportation Policy and Economic Regulation: Essays in Honor of Theodore Keeler addresses a number of today’s important transportation policy issues, exploring a variety of transportation modes, and examining the policy implications of a number of alternatives. Theodore Keeler had a distinguished career in transportation economics, helping to shape regulatory policies concerning the transportation industries and assessing the appropriateness of various policies. A distinguishing feature of his work is that it always had policy implications. As a tribute to Theodore Keeler, this book examines transportation policy issues across a variety of transportation industries, including aviation, railroads, highways, motor carrier transport, automobiles, urban transit, and ocean shipping. The book evaluates the economic impact and effectiveness of various policies, employing empirical analyses and new estimation techniques, such as Bayesian analysis. The book is designed for transportation professionals and researchers, as well as transportation economics students, providing an in-depth analysis of some of today’s important transportation policy issues. Policy changes established in the last 35-40 years have introduced profound changes in the business environment of the transportation industry. Past policy changes promoted the free market’s role in setting prices and determining service availability. While 21st century policy has focused on a variety of other issues, such as safety, road and air congestion, productivity growth, labor relations and exhaust emission, many still promote the role of competition. In addition to examining various transportation policy issues in the U.S., the book explores some approaches to dealing with transportation issues in different parts of the world. Contemporary transportation policy debates have broadened from their initial focus of primarily examining the merits of reforming economic regulations at national levels, to now examining a variety of issues such as alternative methods of social regulation (such as safety regulation and emission controls), new approaches to changing economic regulations, the potential for reforming international regulations, and the appropriate role for government in transportation. Examines transportation policy developments across a variety of modes, including some international analysis Shows how new policy changes, such as changes in regulation, affect overall transportation system performance Features chapters that use innovative methodologies, such as Bayesian techniques, qualitative analysis, and an attribute-incorporated Malmquist productivity index Examines the ways that policy impacts depend on a variety of factors, and shows how economic tools can be used to gain greater insights into the likely impacts of policy and the desirability of various policies Analyzes transport prices, quality of service, safety, the use of information technology and operating issues, highlighting how transportation enhances quality of life

Available in PDF, EPUB and Kindle. Book excerpt: There is a small and growing literature that explores the impact of digitization in a variety of contexts, but its economic consequences, surprisingly, remain poorly understood. This volume aims to set the agenda for research in the economics of digitization, with each chapter identifying a promising area of research. "Economics of Digitization "identifies urgent topics with research already underway that warrant further exploration from economists. In addition to the growing importance of digitization itself, digital technologies have some features that suggest that many well-studied economic models may not apply and, indeed, so many aspects of the digital economy throw normal economics in a loop. "Economics of Digitization" will be one of the first to focus on the economic implications of digitization and to bring together leading scholars in the economics of digitization to explore emerging research.
