Book excerpt: The study is concerned primarily with information needed for monitoring the effects of actions taken by governmental bodies at federal, state, and local levels in a postulated postattack period and for providing business management with the overall information it needs for making business decisions in the absence of undistorted indicators of economic developments. The break in traditional economic time series and the need for drastic reorientation of industrial efforts in the postattack period would greatly restrict the amount of information available and expand the amount needed. The imposition of controls; the need for well-directed investment by government, business, and private individuals; and the dominating economic significance of government public works expenditures for projects in the general interest would all complicate the decision process. These factors would all be highly relevant to information requirements for policy determination and for day-to-day operations in the first several months of the postattack period. Information requirements have thus been studied with such factors in mind and in the light of available information on plans for emergency agencies such as ODR (Office of Defense Resources); OES (Office of Economic Stabilization); and other relevant government agencies at federal, state, and local levels.
