Available in PDF, EPUB and Kindle. Book excerpt: This book narrates the development of science, sci/tech, and intelligence information systems and technologies in the United States from the beginning of World War II to the second decade of our century. The story ranges from a description of the information systems and machines of the 1940s created at Wild Bill Donovan’s predecessors of the Central Intelligence Agency, to the rise of a huge international science information industry, and to the 1990’s Open Access-Open Culture reformers’ reactions to the commercialization of science information. Necessarily, there is much about the people, cultures, and politics that shaped the methods, systems, machines and protests. The reason for that is simple: The histories of technologies and methods are human histories. Science information’s many lives were shaped by idiosyncrasies and chance, as well as by social, economic, political and technical ‘forces’. The varied motives, personalities and beliefs of unique and extraordinary people fashioned science information’s past. The important players ranged from a gentleman scholar who led the Office of Strategic Services’ information work, to an ill-fated Hollywood movie director, to life-mavericks like the science information legend Eugene Garfield, to international financial wheeler-dealers such as Robert Maxwell, and to youthful ultra-liberal ideologically-driven Silicon Valley internet millionaires. However, although there are no determining laws of information history, social, political, legal and economic factors were important. After 1940, science information’s tools and policies, as well as America’s universities, were being molded by the nation’s wealth, its role in international affairs, the stand-off between left and right politics, and by the intensifying conflict between Soviet and Western interests.

Available in PDF, EPUB and Kindle. Book excerpt: How does the government decide what’s a problem and what isn’t? And what are the consequences of that process? Like individuals, Congress is subject to the “paradox of search.” If policy makers don’t look for problems, they won’t find those that need to be addressed. But if they carry out a thorough search, they will almost certainly find new problems—and with the definition of each new problem comes the possibility of creating a government program to address it. With The Politics of Attention, leading policy scholars Frank R. Baumgartner and Bryan D. Jones demonstrated the central role attention plays in how governments prioritize problems. Now, with The Politics of Information, they turn the focus to the problem-detection process itself, showing how the growth or contraction of government is closely related to how it searches for information and how, as an organization, it analyzes its findings. Better search processes that incorporate more diverse viewpoints lead to more intensive policymaking activity. Similarly, limiting search processes leads to declines in policy making. At the same time, the authors find little evidence that the factors usually thought to be responsible for government expansion—partisan control, changes in presidential leadership, and shifts in public opinion—can be systematically related to the patterns they observe. Drawing on data tracing the course of American public policy since World War II, Baumgartner and Jones once again deepen our understanding of the dynamics of American policy making.

Book excerpt: American democracy just isn't good enough anymore. A costly election has done more to divide American society than unite it, while trust in government--and democracy itself--is plummeting. But there are better systems out there, and America would be wise to learn from them. In this provocative manifesto, globalization scholar Parag Khanna tours cutting-edge nations from Switzerland to Singapore to reveal the inner workings that allow them that lead the way in managing the volatility of a fast-changing world while delivering superior welfare and prosperity for their citizens. The ideal form of government for the complex 21st century is what Khanna calls a "direct technocracy," one led by experts but perpetually consulting the people through a combination of democracy and data. From a seven-member presidency and a restructured cabinet to replacing the Senate with an Assembly of Governors, Technocracy in America is full of sensible proposals that have been proven to work in the world's most successful societies. Americans have a choice for whom they elect president, but they should not wait any longer to redesign their political system following Khanna's pragmatic vision.

Book excerpt: Herbert Schiller, long one of America's leading critics of the communications industry, here offers a salvo in the battle over information. In Information Inequality he explains how privatization and the corporate economy directly affect our most highly prized democratic institutions: schools and libraries, media, and political culture. A master media-watcher, Schiller presents a crisp and far-reaching indictment of the "data deprivation" corporate interests are inflicting on the social fabric.
