Wirtschaft und die Informationstechnologien sind heutzutage zu einer Einheit verschmolzen und bedingen sich gegenseitig. Jedoch kann ein Betrieb aus IT-Innovationen keinen Nutzen generieren, wenn er keine professionell ausgebildeten Mitarbeiter besitzt, die solche Neuerungen implementieren, anwenden, warten und weiterentwickeln. Dieses Phänomen lässt sich gerade jetzt sehr gut in der Industrie ablesen, wo ein Mangel an Fachkräften zu verzeichnen ist. Folglich ist es unabdingbar, dass in der berufsbildenden Ausbildung die Informatik und ihre Inhalte einen wichtigen Stellenwert erhalten und die Schüler bzw. Auszubildenden anhand dessen eine informatische Bildung aufbauen können. Die Handlungsorientierung als didaktisches Prinzip spielt hierbei eine wesentliche Rolle. Im Informatikunterricht soll nicht nur Faktenwissen bezüglich der Informationssysteme, Datenbanken und der Programmierung vermittelt, sondern darüber hinaus von den Schülern Performanzen generiert werden, die zu beruflicher Handlungskompetenz führen. In diesem Zusammenhang und mit Blick auf die realitätsnahe Umsetzung lässt sich erkennen, dass in den Betrieben Fragen betreffend Informationstechnologien in der Regel innerhalb von Projekten beantwortet und umgesetzt werden. Dies zeigt eine Umfrage der Detecon International GmbH in der 76% der vorhandenen Bereiche innerhalb der Unternehmen ein eigenes Entscheidungsgremium und eine operational unterstützende Einheit für das Projektmanagement besitzen. Die Umsetzung reicht von Hardwareimplementierungen, wie Anschaffung neuer Client-Rechner, Servern oder Peripheriegeräten, bis hin zu Softwareerweiterungen und -entwicklungen. Des Weiteren schätzen 90% der Befragten ihre durchgeführten Projekte als erfolgreich bis sehr erfolgreich ein. Die Tatsache, dass in der Praxis durch Projektarbeit auf effiziente Weise IT-Vorhaben abgewickelt werden, ermöglicht für den Informatikunterricht in der Schule eine durchaus interessante Unterrichtsmethode als Alternative zu den herkömmlichen Vermittlungspraktiken. The CompEd study is a project that sheds light on the way computers have been introduced in education and on how they are being used across the world today. The study proceeded in two stages with data collected for stage 1 in 1989 and for stage 2 in 1992. Results from both stages have been published in a variety of publications. This book reports about a special part of the study. Student achievement and school processes come into being in the context of the structure and the policies of national (or regional) education systems. The variety found in the CompEd results led us to ask how much might be explained by differences in these national or regional contexts. That is the reason the CompEd study took the initiative to invite the countries participating in the study, as well as some other countries that have had interesting developments in the domain of educational computers, to write a chapter describing their policies and practices regarding computers in education.
