Book excerpt: In his reexamination of the origins of the Stalinist state during the formative period of rapid industrialization in the late 1920s and early 1930s, David R. Shearer argues that a centralized state-controlled economic system was the consciously conceived political creation of Stalinist leaders rather than the inevitable by-product of socialist industrialization. Focusing on the different economic and bureaucratic cultures within the industrial system, Shearer reconstructs the debates in 1928 and 1929 over administrative, financial, and commercial reform. He uses information from recently opened archives to show that attempts by the state's trading organizations to create a commercial economy enjoyed wide support, offering a model that combined planning and rapid industrialization with social democracy and economic prosperity. In an effort to crush the syndicate movement and establish tight political control over the economy, Stalinist leaders intervened with a program of radical reforms. Shearer demonstrates that professional engineers, planners and industrial administrators in many cases actively supported the creation of a powerful industrial state unhampered by domestic social and economic constraints. The paradoxical result, Shearer shows, was a loss of control. The overly centralized system that emerged during the first Five-Year Plan was rendered incoherent by periodic economic crises and the continuing influence of partially suppressed social and market forces.

It traces Vietnam's early attempts to create in State Owned Enterprises (SOEs) a basis for a military-industrial complex, and the ways in which these attempts failed, which explains the nature of state commercialism through the 1980s and into recent years. Since the 1990 breakout to a market economy, Vietnam has shown outstanding development success, with rapid GDP growth, macroeconomic stability, swift poverty reduction, maintenance of social spending and extensive globalisation. Her SOEs have played a major role, not only in showing that performance gains in 1989-91 could compensate for loss of the large Soviet bloc aid program, but also as major players in the rapid economic change of the 1990s, during which the officially reported state share of GDP remained high. By the middle of the 2000s, however, a rising private sector was, in harness with a large presence of foreign companies, sharply increasing pressures upon SOEs. Against this background, the book concludes with an assessment of the extent to which Vietnam's commercialised SOEs are now no longer seen as an effective compromise, but acting as a major hindrance to Vietnam's development. The generic instrumentation designed in this almost subterraneously institutionalized/professionalized, interstitial arena fuels both science and engineering work. This involves intermittent crossings of the boundaries that demarcate and protect the conventional cognitive and artefact cultures familiar to many historians and sociologists. Research-technologists thereby comprise a distinctive (but never distinct) transverse science and technology culture that generates a species of pragmatic universality, which in turn provides multiple and diversified audiences with a common repertory of vocabularies, notational systems, images, and perhaps even paradigms. Research-technology practitioners deliver a lingua franca that contributes to cognitive, material, and social cohesion. Research-technology is about the complementarity between boundary-crossing and the stability/maintenance of boundaries.

Book excerpt: The industrialization process in Mexico began before that of any other nation in Latin America except Argentina, with the most rapid expansion of new industrial firms occurring in the 1930s and 1940s, and import substitution in capital goods evident as early as the late 1930s. Though Mexico’s trade relations have always been dependent on the United States, successive Mexican presidents in the postwar period attempted to control the penetration of foreign capital into Mexican markets. In Industry, the State, and Public Policy in Mexico, Dale Story, recognizing the significance of the Mexican industrial sector, analyzes the political and economic role of industrial entrepreneurs in postwar Mexico. He uses two original data sets—industrial production data for 1929–1983 and a survey of the political attitudes of leaders of the two most important industrial organizations in Mexico—to address two major theoretical arguments relating to Latin American development: the meaning of late and dependent development and the nature of the authoritarian state. Story accepts the general relevance of these themes to Mexico but asserts that the country is an important variant of both. With regard to the authoritarian thesis, the Mexican authoritarian state has demonstrated some crucial distinctions, especially between popular and elite sectors. The incorporation of the popular sector groups has closely fit the characteristics of authoritarianism, but the elite sectors have operated fairly independently of state controls, and the government has employed incentives or inducements to try to win their cooperation. In short, industrialists have performed important functions, not only in accumulating capital and organizing economic enterprises but also by bringing together the forces of social change. Industrial entrepreneurs have emerged as a major force influencing the politics of growth, and the public policy arena has become a primary focus of attention for industrialists since the end of World War II.

Book excerpt: In an era of the rise of the free market and economic globalization, Martin Cloonan examines why politicians and policymakers in the UK have sought to intervene in popular music - a field that has often been held up as the epitome of the free market form. Cloonan traces the development of government attitudes and policies towards popular music from the 1950s to the present, discovering the prominence of two overlapping concerns: public order and the political economy of music. Since the music industry began to lobby politicians, particularly on the issue of copyright in relation to the internet, an inherent tension has become apparent with economic rationale on one side, and Romantic notions of 'the artist' on the other. Cloonan examines the development of policy under New Labour; numerous reports which have charted the economics of the industry; the New Deal for Musicians scheme and the impact of devolution on music policy in Scotland. He makes the case for the inherently political nature of popular music and asserts that the development of popular music policies can only be understood in the context of an increasingly close working relationship between government and the cultural industries. In addition he argues that a rather myopic view of the music industries has meant that policy initiatives have lacked cohesion and have generally served the interests of multinational corporations rather than struggling musicians.
