Then for the second time came Hope; more solid Hope. Given a fairly early case, and three years, and recovery was in the offing. And so we went on cheerfully with Davos. But Davos was not for every one; nor was every case an early 'one. Then came the discovery that lower altitudes would do if certain conditions were obtained; and so arose the great sanatorium movement. But slowly we found that patients could not spend their lives in sanatoriums; and one day on making my way up to one of them in England, I met on the way patient after patient, slouching along, bored to death with themselves and with each other; and even worse in morale than in body. Better discipline and better notions of thera peutics mended some of that; still I could not forget those listless saunterers, and it became evident to some of us, however unwillingly, that Hope was drooping again. The sanatorium was doing a great educative work no doubt; but at the end of its four or six months - what then? To send the patient away with recommendations about light jobs, and a regime, was almost a mockery or quite. What about the wage, and the family to be supported? The next lesson was brought home to me by a visit with other commissioners to certain cities, concerning some such problems. Before me now I see a gaunt hollow-eyed man, coughing, and leaning against the wall as he tried to talk to us, saying that his mates when he came out of the sanatorium - good fellows as they were - had bought him a milk that he might creep round, and earn a bit. The brave wife, shawl on head and mill apron on, had just come from the factory, and apologised for the dirty house - as well she might. The poor thing was working all day at the factory to keep the wolf from the door. All being dragged down together into the pit! What is the value of a good house, or a clean house, if no wages! What is there for the children? And what is to stop the infection! Who then would have the imagination, the initiative, the business capacity, to lift this burden, like lifting a world? The enlighted judgment, to correctly estimate the forces which tend to promote the welfare of society is a natural outgrowth of a social system based upon freedom of contract. And yet while an intelligent use of capital contributes, so greatly, to an equitable distribution of the products of labor, and while the beneficent influences of law and government are so manifest in furnishing safeguards to life and property, there are those who try to ignore these agencies of human progress, and who declaim against law and government, as hindrances, rather than aids, to the well-being of society. That commerce has long been regarded a civilizing agency is due, in part, to the fact, that the minds of men have been brought in contact with new, and varied scenes as multiplied and diverse, as the diversity in character of the products of different parts of the earth; likewise the industrial system performs a similar office, but with infinitely greater efficiency, in familiarizing the human mind with the forces of the material world, revealed by science, and clothed in tangible form by the inventors genius, and artizan's skill. Whoever, by his inventive power, promotes the division of labor, and by opening new fields for enterprise and industry, heightens human happiness, furnishes new hope to. humanity, in the greater guarantees afforded for the permanency of free institutions. Whoever fashions into fornix of strength, of beauty, or symmetry, some product of the forest, the quarry or the mine, contributes to the permanent wealth of the world, in the development of human character. Chief among the factors noted is the high cost of American labor, but this explanation of American peculiarities by no means stands alone. The purpose of this paper is to reexamine the statements of the British visitors of the 1850's and the labor-scarcity explanation of American conditions to see if they can be formulated in terms of modern concepts and if they are supported either by logical inferences or by empirical evidence. As the views of these observers have been amplified and restated by several modern authors, our efforts to reformulate the contemporary comments in modern language need not be based on the antebellum documents alone. Two groups of visiting Englishmen are of interest here. The first group came to see the industrial exhibition in New York in 1853, but arrived to discover that the exhibition was not ready.
