The Japanese were extraordinarily creative in searching out and learning to use modern technologies, and the authors investigate the emergence of entrepreneurs who began new and risky businesses, how the business organizations evolved to cope with changing technological conditions, and how the managers, engineers, and workers acquired organizational and technological skills through technology importation, learning-by-doing, and their own R & D activities. The book investigates the interaction between private entrepreneurial activities and public policy, through a general examination of economic and industrial development, a study of the evolution of management systems, and six industrial case studies: textile, iron and steel, electrical and communications equipment, automobiles, shipbuilding and aircraft, and pharmaceuticals. The authors show how the Japanese government has played an important supportive role in the continuing innovation, without being a substitute for aggressive business enterprise constantly venturing into unfamiliar terrains.

Most of these products were initially developed in Western countries, but by the early 1990s some of the world's largest companies in the field were Japanese. This book explains the resurgence of Japan's IC giants, their global status, and their strengths and weaknesses.Empirical scrutiny of their evolution is complemented by the author's own theory of the most appropriate mehtod for studying the dynamics of industrial change. The author argues that in order to understand the evolution of IC companies and industries, it is necessary to create a theory of the firm capable of encompassing the development of real firms in the real world in real time. This approach stresses the importance of the beliefs that are constructed in the firm under conditions of 'interpretive ambiguity', which guide the firm's decisions and its reactions to new technologies. They have initiated major programs, often with substantial funding, that are designed to attract, nurture, and support innovation and high-technology industries within their national economies. To help U.S. policymakers become more aware of these developments, a committee of the National Academies' Board on Science, Technology, and Economic Policy undertook a review of the goals, concept, structure, operation, funding levels, and evaluation efforts of significant innovation programs around the world. As a part of this effort, the committee identified Flanders, a region of Belgium with substantial autonomy, which is recognized for its comprehensive approach to innovation. Based on initial meetings in Washington and Brussels, and with the endorsement of Flanders Vice Minister-President Fientje Moerman, it was agreed to organize a conference that would review regional innovation policies in the context of the policies and programs of the Flanders government, and their interaction with those of the European Union. It discusses a new theory of innovation structures, showing the error in Clayton M. Christensen’s argument of “disruptive innovation.” It also proposes a new concept for “paradigm disruptive innovation,” emphasizing that abduction and transilience are essential factors for accomplishing it and that their decline has led to the innovation crisis in Japan. Finally, it analyzes the future vision of the innovation ecosystem, which promotes abduction and transilience, for scientists to develop new science-based industries.

Book excerpt: This book assesses the achievements of the software engineering discipline as represented by IT vendors in Japan in order to deepen understanding of the mechanisms of how software engineering capabilities relate to IT vendors’ business performance and business environment from the perspective of innovation and engineering management. Based on the concepts of service science and science for society, the volume suggests how to improve the sophistication of services between the demand side, i.e., IT user companies, and the supply side, i.e., IT vendors, simultaneously. The author and his colleagues developed a structural model including innovational paths, such as service innovation, product innovation and process innovation, and a measurement model including the seven software engineering capabilities: deliverables, project management, quality assurance, process improvement, research and development, human resource development and customer contact. Then they designed research on software engineering excellence and administered it with the Japanese Ministry of Economy, Trade and Industry and Information-Technology Promotion Agency. Through statistical analyses of the results, they found that human resource development and R&D are significant fundamental conditions to improve the quality of the deliverables and that IT firms with high levels of deliverables, derived from high levels of human resource development, quality assurance, project management and process improvement, tend to sustain high profitability. In addition, they developed a measurement model based on Porter’s five forces and Barney’s resource-based view. A regression tree analysis suggested that manufacturer spin-off vendors tend to expand business with well-resourced R&D, whereas user spin-off vendors tend to depend heavily on parent company demand.
