A solid macroeconomic policy framework has also smoothed adjustment to the end of the commodity boom, contributing to low unemployment, resilient household consumption and a stable financial sector. Still, progress has recently slowed and Chile's catch-up in living standards is challenged by low and stagnant productivity and a still high level of inequality. Raising incomes and well-being further will depend on strengthening skills and greater inclusion of women and low-skilled workers in the labour force. Increasing the quality of education, reforms to ensure the training system benefits the unemployed and inactive and measures to reduce the segmentation of the labour market would enhance productivity and inclusiveness. Promising firms also still lack opportunities to grow, export and innovate, despite recent reforms to ease business entry costs and export procedures. Further simplification of trade and regulatory procedures, and reforms in the transport sector, would strengthen productivity and investment. Following years of hyperinflation and domestic turmoil, Chile undertook a series of dramatic economic reforms. Chile has also served as a social laboratory for such policies as privatization and social security reform that are of interest to both developed and developing economies. Having implemented much of the original reform program and emerging in the 1990s with a new democratic government, Chile also raises interesting questions about what comes next in its policies to promote growth. The advent in the 1990s of Chile as a model for economic reform is something of a surprise. Many of the reforms were actually introduced in the 1970s, and for a number of years many seemed to have failed to achieve their primary objectives. The more recent, positive view of the Chilean experience results from developments after 1983. Since then, the Chilean economy has grown robustly. What remains controversial is the question why the benefits of the reforms took so long to emerge. In this book, international scholars review the reforms in Chile and assess their effectiveness. With the exception of one brief interlude, Chile has been governed by elected rules for half a century. The feature of Chilean development that explains its exceptional nature in contrast to the rest of Latin America is the special role of the bureaucracy, which functions as a broker for the conflicting demands of both the new and the traditional groups. Yet a strong dichotomy is evident between the entrepreneurial and bureaucratic elites, which have benefited and participated in the dominant society, and the peasantry, which has been largely exploited and excluded from the polity. Petras finds that the attempts to develop a dynamic industrial society in Chile have so far ailed. Chronic problems of slow economic growth and a rigid social system have been managed through a delicate system of political balances involving established parties and interest groups. While this arrangement has contributed to Chile's stability, it has also served to delay the entry of the peasantry and urban lower class into the polity, and as these groups do enter the political arena, they do so as radicals, increasingly hostile to established leaders and institutions. Working with fresh data, Petras considers virtually every aspect of Chile's social, political, and economic development, including industrialization and the roles of the right wing, the middle class, the peasantry, and the bureaucracy; and he gives detailed consideration to the programs and behavior of the Popular Action Front (FRAP) and the Christian Democratic party. In his final chapter,the author hazards a number of predictions concerning the future course of Chilean politics. To do so, the literature on rationales for targeted industrial policy and the relation between BS and economic development is reviewed. I stress that BS potential in economic development depends on productive linkages and associated capacity for generating knowledge and technological spillovers. Then, drawing on Chilean input-output tables for the years 1996 and 2016, an empirical assessment of productive linkages in the tradition of Hirschman is conducted. Three findings stand out from this exercise. First, BS exhibit relatively strong forward linkages and weak backward linkages, thus the sector is generally dependent on intermediate demand. Second, although the magnitude of its forward linkages have decreased, the relative importance of the sector within the domestic economy has increased over the period under study. It is argued that this result is counter-intuitive and affects the capacity of BS to contribute to a beneficial pathway of structural change in the Chilean economy. Third, when breaking down BS into subsectors, the linkages reveal important heterogeneity within the sector. It is suggested that this is relevant for discussing what industrial policy should target within BS. Moving forward, considerations for policy design are put forth. Focusing on rationales for intervention and other policy design aspects, the recent experience of industrial policy towards BS in Chile is analysed. Lastly, policy implications associated with the preceding discussion are further illustrated by drawing on the case of offshore services in Costa Rica. By bringing together these elements, the article's main contribution points to the role that productive linkages play in generating beneficial dynamics of economic development associated with BS.
