Book excerpt: December 1994 In Indonesia, public institutions generally lack the commitment, resources, and flexibility needed to provide quality support to small and medium-size enterprises, and industry associations often lack the professionalism and accountability needed to gain their confidence. But public support can be useful for relatively simple services, such as support to organize local fairs, to facilitate participation in foreign fairs, or to use foreign private consultants. Berry and Levy survey a sample of 91 small or medium-size exporters of garments, rattan furniture, and carved wooden furniture (Jepara), and interview people in public and nonprofit agencies active about issues affecting small and medium-size enterprises (SMEs). Indonesia's garment industry is dominated by entrepreneurs of Chinese descent and the Jepara industry by pribumi (Indonesian Malays); in rattan furniture, the two are reasonably equally mixed. About 75 percent of the entrepreneurs in garments and rattan furniture have some university education; less than half of those in the more traditional, skill-based Jepara industry do. In most of the firms, international marketing was handled exclusively through private channels; that is also how most firms acquired technological capability. But such channels appeared to be more readily accessible by larger firms, by educated entrepreneurs, and by non-pribumi who could take advantage of the extended-family network that connects ethnic Chinese in the region. Relying exclusively on private channels means running the risk that participation in export markets will be limited to a relatively narrow base of entrepreneurs. Pribumi and smaller firms relied heavily on collective marketing support provided with a light touch -- for example, support for participation in trade fairs. The Ministry of Trade's international network of offices geared to providing information and facilitating transactions was of little use to the firms surveyed. Collective technology support also appeared to be somewhat more important for smaller, pribumi firms, although its impact was modest. Employing expatriates was a powerful mechanism for acquiring technological capability, especially in the rattan and garment sectors, although it was concentrated disproportionately among the non-pribumi entrepreneurs. Indonesia's collective institutions suffer from pervasive organizational weaknesses that limit their ability to help broaden the base of private entrepreneurship in small and medium-size firms. Public institutions generally lack the commitment, resources, and flexibility needed to provide quality support to SMEs, and the industry associations often lack the professionalism and accountability needed to gain SMEs' confidence. But public support can be useful when it involves relatively simple services, such as support to organize local fairs, to facilitate participation in fairs abroad, or to use foreign private consultants. This paper -- a product of the Finance and Private Sector Development Division, Policy Research Department -- is part of a larger effort in the department to examine the impact of proactive intervention on SME performance.

These include increasing sales, improving profits, diversifying risks, reaping economies of scale, matching the moves of competitors, enhancing competitiveness or accessing government incentives. Both Indonesia and Malaysia seek to enhance the competitiveness of their micro, small and medium enterprises (MSMEs) by including internationalization goals in their respective national development plans for these enterprises. Findings from fourteen case studies in the two countries indicate that exporting may be a serendipitous discovery, as few of these cases were born global in intent. Shifting to intentional exporting will require entrepreneurs to tap into government and/or private networks and thus connect with international buyers. Indonesian MSMEs are more inclined to depend more on government than private networks as they perceive the former to be more credible. Malaysian cases indicate some firms prefer private to government networks. This is attributed to the differences in the political economy of the two countries. Going forward, both countries need to consolidate their government-run programmes and reduce the fiscal burden. MSMEs should tap more into private networks to bridge the information gap that hinders their access to external markets. ASEAN can facilitate the entry of MSMEs into the ASEAN market by implementing resolutely current plans to reduce technical barriers to trade.

Book excerpt: This title was first published in 2000: As in many other LDCs, in Indonesia small-scale industries (SSIs) are important, particularly with respect to the creation of employment opportunities. SSIs are expected to absorb many millions of workers who have been displaced by current economic crisis. This work seeks to explain the pattern of development of SSIs in Indonesia within a broader theoretical framework. It also deals with a number of SSI development-related aspects that in Indonesia so far have never or rarely been studied, such as the formation of strategic alliance, cluster development, and application of theories of flexible specialization to the LDCs. The book also tries to examine empirically the effects of the current economic crisis and to assess theoretically the likely impact of the full implementation of the agreed IMF reform package on SSI development in the country. Main problems faced by small producers and the government policy environment are highlighted through several detailed examples.

Available in PDF, EPUB and Kindle. Book excerpt: January 1995 The authors investigate the impact on economic growth and development of long-run movements in the external terms of trade, with special reference to the experience of 18 oil-exporting countries between 1973 and 1989. They argue that this sample approximates a controlled experiment for examining the impact of unanticipated -- but permanent -- shocks to the terms of trade. They analyze the sample econometrically using panel data techniques. They find that permanent terms-of-trade shocks have a strongly significant positive effect on investment, which they justify theoretically on the grounds that countries in the sample import much of their capital equipment. The shocks also have a significant positive effect on consumption. Government consumption responds almost twice as strongly as private consumption. The shocks have no effect on savings and adversely affect the trade and current account balances. There is a significant positive effect on the output of all main categories of nontradables. But Dutch disease effects are strikingly absent. Agriculture and manufacturing do not contract in reaction to an oil price increase. Dutch disease effects may be absent in part because of policy-induced output restraints in the oil sector, or because of the enclave nature of the oil sector, which does not participate in domestic factor markets.

Book excerpt: February 1995 Conventional analyses of the effect of terms-of-trade shocks provide a misleading view of their impact on investment and the current account, because capital goods imports are excluded from the analytical framework -- an exclusion both arbitrary and unrealistic. Conventional analyses of the effect of terms-of-trade shocks provide a misleading view of their impact on investment and the current account, says Serven, because capital goods imports are excluded from the analytical framework. He argues that such an exclusion is both arbitrary and unrealistic. Serven reexamines the consequences of permanent and transitory changes in the terms of trade in a rational-expectations model of a small open economy with intertemporally optimizing agents, and with trade in both consumption and capital goods. In this framework, the response to a permanent terms of trade improvement is unambiguous: The long-run capital stock, and thus investment, must rise, and the current account must deteriorate -- exactly the opposite of the Laursen-Metzler effect. A transitory improvement in the terms of trade raises saving but has an uncertain effect on investment. So, the impact on the current account is generally ambiguous and is shown to depend on three factors: the import contents of consumption and investment, the duration of the windfall, and the degree of intertemporal substitutability in both consumption and investment. This paper -- a product of the Macroeconomics and Growth Division, Policy Research Department -- is part of a larger effort in the department to understand the macroeconomic impact of policy shifts and external shocks.
