Indonesian government has introduced various policies, program and schemes to strengthen its national innovation capacity. On transfer of technology initiatives, there is an increasing trend in many R&D institution and higher education institutions to systematically develop their capacity to be better service providers to industry. A growing numbers of Technology Business Incubators (TBIs) amongst other is aimed at promoting the development of newly technology-based firms/SMEs. Currently there are around 50 technology and business incubators in Indonesia. Likewise, there is an increasing number of developments of Science and Technology Park. In these two types of intermediaries, TBIs and Science and Technology Parks most of them are still in its infancy stages. However, it is interesting to note that there is an encouraging trend in the development of these TBIs and STPs, i.e., an increasing number of TBIs and STPs are initiated by private sectors. TBIs, can become an effective technology transfer mechanism for R&D institution and higher education institutions to further develop the growth of newly technology-based SMEs. Yet, some challenges on this transfer of technology remain. These, among other, include: a need for a sustainable supports to intermediaries until they have minimum capacity to stand on its own, human resources capacity building, and more importantly creation of a conducive ecosystem to new entrepreneurs to access and adopt technology innovation. On national innovation system (NIS/SINAS) strengthening, Indonesia has taken a systematical approach by introducing and implementing various policies and programs. Policies include, for example, inclusion of NIS as a development priority in the mid-term national development plan (RPJM) and institutionalization of policy making body through the establishment of National Committee for Innovation (KIN) who directly responsible to the President of the Republic of Indonesia. Further, a number of initiatives and programs on strengthening of regional innovation system (SIDA) have also been introduced. This includes strengthening capacity of local governments in the development of SIDA in selected regions. In 2011 the government has launched a new initiative, i.e. Master Plan of Acceleration and Expansion of Indonesia Economic Development (MP3EI) 2011-2025 where strengthening national human resources capability and science & technology is one of the three strategies. Implementation of this MP3EI is formulated in the so-called 1 747 innovation initiatives proposed by National Innovation Committee. Finally, this paper proposes two proposals on Study and Workshop on Effective Financing Strategy to Accelerate Technology Transfer to Tec-Based SMEs and Conference and Forum of Asia Pacific Science and Technology Park.

As is well known, the Covid-19 pandemic has had a scarring effect on the Indonesian economy, resulting in an increase in unemployment, poverty, and inequality and has caused an economic slowdown. Some of the most impactful sectors are the accommodation and transportation sector, the tourism sector, to Small and Medium Enterprise (SME/UMKM). Even developing countries are expected to suffer more injuries than countries with advanced economies. More serious efforts are needed to support inclusive, fair, and sustainable growth. The policy choices of developed countries to restore the domestic economy created new worries for the world. This is because developing countries have a limited ability to provide policy support which is the factor behind the relatively slower recovery compared to developed countries. Pandemic recovery is proceeding unevenly in each country requiring a different exit strategy, depending on the economic structure, quality of available resources, and governance in making supportive policies. It is very important for all countries to understand the problems facing the world and each country's policy choices for exiting and recovering from a pandemic, not just G20 members. Therefore, Indonesia's presidency at the G20 Summit in 2022 is crucial in overcoming this problem, because the G20 countries with the world's largest economic power must be the prime mover to help developing countries both get out of the pandemic crisis trap and face uncertainty due to various social, economic problems. and politics. The main agenda of the G20 meeting is to encourage cooperation to create an inclusive, strong and sustainable world economic governance. Several agendas that can be agreed on globally such as climate change and green economy, transformation towards digitalization of the economy, global food security and precautionary recovery policies so as not to add to global problems. There must be an understanding from all G20 members that there are problems and solutions that are unique in nature because of the different social, political, economic strengths and challenges in each country. Actually, the concept of green economy is not a new concept. However, recently the world has only recently realized the importance of transforming the global economic approach so that it becomes sustainable. The G20 Forum is a kind of declarator again to encourage the implementation of this concept at the global level. Moreover, G20 countries contribute 80 percent of global carbon emissions and therefore G20 countries must show their seriousness to reduce global carbon by implementing various policies that support carbon reduction efforts. In addition, digital transformation is also a priority agenda in the G20 forum. The Covid-19 pandemic, which has escalated the acceleration of digital transformation, has encouraged the adoption of digital technology by economic actors. During the pandemic, technology has opened up space for online marketplaces and services that are increasingly needed. Even digital businesses run by women entrepreneurs in all developing G20 countries have significantly expanded during the COVID-19 pandemic. The digital-based economy continues to grow and is believed to be one of the drivers of future economic growth despite being faced with various challenges. Even in the issue of world trade, Indonesia needs to voice the importance of reviewing the direction and management of world trade after the Covid-19 pandemic in the G20 forum. The G20 countries need to support a balance between the conventional principles of open trade and the needs of each country to achieve a stronger and more sustainable long-term economic recovery. There are still many other roles for Indonesia in voicing various issues at the G20 forum, so what is Indonesia's other role in promoting an inclusive and collaborative post-pandemic economic recovery for G20 countries and others?

The purpose of this book is to begin to explore the connections between governance and sustainable society in a wide variety of policy fields in Indonesia, and how reforming governance structures may contribute to societal benefits and the creation of a long-term sustainable society. This book bridges important theoretical debates related to governance and sustainable society and provides empirical research from Indonesia in important policy areas related to this debate. By placing research in different policy areas in a single volume, the link to the broader concepts of governance, decentralization, and societal outcomes is strengthened. The book builds on the recent interest that has focused on Indonesia and the continued development of democracy in the country. The chapters in the book show a rich variety of decentralized governance arrangements and capacity building at the local level in particular. Central standards (for example for social sustainability, anti-corruption arrangements, or for dealing with direct foreign investment), combined with local innovation (for example for municipal coordination of primary health care or metropolitan transport), are key to Indonesia as a country in a continuing process of transformation. We identify three key trends in the on-going process of decentralization and governance in Indonesia. First, we find that formal governance, the relation between the national and local government, is characterized by a system of ‘variable geometry multi-level governance’ depending on the policy area. The challenge ahead is strengthening accountability mechanisms to assure national standards while preserving and encouraging local innovation. Secondly, informal governance mechanisms are evolving to move from ‘hierarchical to network’ forms of governance. Here the challenge is to insure democratic input by citizens and civil society organizations. Finally, we identify a trend toward ‘shared value creation and sustainable cooperation.’ Indonesia is beginning to move from a rather singular policy focus on economic growth to a more complex and developing notion of policymaking for inclusive growth and the creation of a sustainable society for present and future generations. Here the challenge is sound implementation and to increase the effectiveness of governance mechanisms. There is also a noted diffusion of goals, to focus beyond the Jakarta metropolitan area to smaller regional cities, as urbanization continues and rural areas are changing. This book will be of interest for use in advanced undergraduate and graduate courses related to Southeast Asia in the fields of international relations, political science, public administration, economics, law, sociology, educa tion, public health, and the spatial sciences. It will also be of interest to policymakers and government officials at the national and local level in Southeast Asia and middle-income developing countries, officials and policymakers in institutions of regional governance such as the Association of Southeast Asian Nations (ASEAN), and of global governance such as the United Nations and World Bank. This chapter deals with one of the most controversial and yet promising developments in finance and distributed secure databases, namely cryptocurrencies and blockchains. This subject is divided into two parts — the first part deals with the cryptocurrencies, and their viability as currencies. One of the most popular cryptocurrencies, the Bitcoin, will be examined in depth. The second part is somewhat technical and deals with the inner workings of the blockchains. As with cryptocurrencies, many see a bright future for the blockchains, especially in the form of smart contracts. Many believe that blockchains will be of great value in areas such as finance, handling contracts, healthcare and more. New technologies give birth to new industries, destroying the old industries in the process. New technologies often require special skills that the old industry workers do not possess. The laid-off workers of the old industries can seldom find jobs in new industries since the new industries often rely on new technologies and skills that the old-industry workers do not possess. These workers need training, something that the prospective employers do not provide. Also, the new technologies, including AI, are automating many tasks, reducing the need for human workers. This chapter discusses the issue of automation and its effect on employment. Additionally, the type of jobs that are in danger of automation is discussed as well. Chapter 7. While chapter six discussed the employment situation, chapter seven considers the type of education required by the new industries. Also, the weaknesses of the existing educational system are considered, and alternative systems are proposed. Chapter 8. History tells us that whenever there has been a technological revolution, it has been accompanied by a shift in power, both nationally and internationally. The global shift of power has seldom been a peaceful affair. It often has resulted in major wars and global reorientation. This chapter discusses the possibility of the global shift of power. Currently, there are not that many countries or entities that can be considered as contenders. Of the three, Russia, European Union, and China, only one, China, is considered to have any chance of wresting power from the United States.
