Book excerpt: During the first generation of black participation in U.S. diplomacy in the late nineteenth and early twentieth centuries, a vibrant community of African American writers and cultural figures worked as U.S. representatives abroad. Through the literary and diplomatic dossiers of figures such as Frederick Douglass, James Weldon Johnson, Archibald and Angelina Grimké, W. E. B. Du Bois, Ida Gibbs Hunt, and Richard Wright, Brian Roberts shows how the intersection of black aesthetic trends and U.S. political culture both Americanized and internationalized the trope of the New Negro. This decades-long relationship began during the days of Reconstruction, and it flourished as U.S. presidents courted and rewarded their black voting constituencies by appointing black men as consuls and ministers to such locales as Liberia, Haiti, Madagascar, and Venezuela. These appointments changed the complexion of U.S. interactions with nations and colonies of color; in turn, state-sponsored black travel gave rise to literary works that imported international representation into New Negro discourse on aesthetics, race, and African American culture. Beyond offering a narrative of the formative dialogue between black transnationalism and U.S. international diplomacy, Artistic Ambassadors also illuminates a broader literary culture that reached both black and white America as well as the black diaspora and the wider world of people of color. In light of the U.S. appointments of its first two black secretaries of state and the election of its first black president, this complex representational legacy has continued relevance to our understanding of current American internationalism.

Book excerpt: This book sheds light on a neglected aspect of India’s Cold War diplomacy, starting with the role of Indian Prime Minister Jawaharlal Nehru and his Congress government in organising the first Asian-African Conference in Bandung in April 1955. Andrea Benvenuti shows how, in the early Cold War, Nehru seized the opportunity accorded by the conference to transcend growing international tensions and pursue an alternative vision: a neutralised Asian ‘area of peace’, underpinned by a code of conduct based on the five principles of peaceful coexistence. Relying on Indian, Western and Chinese archival sources, Nehru’s Bandung focuses on the policy concerns and calculations, as well as the international factors, that drove a sceptical Nehru to support Indonesia’s diplomatic push for such a gathering. It reveals how, in Nehru’s estimation, Bandung also served a further important purpose—securing China’s commitment to peaceful coexistence, without which stability in Asia would be illusory. Nehru’s support for an Asian-African conference did not derive from an emotional commitment to Afro-Asian internationalism. Instead, it stemmed from a desire to promote a ‘third way’ in an increasingly polarised world, and to forge a stable regional order—one that would enhance India’s external security and domestic prosperity.

Book excerpt: Exploring how modern internationalism emerged as a negotiated process through international conferences, this edited collection studies the spaces and networks through which states, civil society institutions and anti-colonial political networks used these events to realise their visions of the international. Taking an interdisciplinary approach, contributors explore the spatial paradox of two fundamental features of modern internationalism. First, internationalism demanded the overcoming of space, transcending the nation-state in search of the shared interests of humankind. Second, internationalism was geographically contingent on the places in which people came together to conceive and enact their internationalist ideas. From Paris 1919 to Bandung 1955 and beyond, this book explores international conferences as the sites in which different forms of internationalism assumed material and social form. While international 'permanent institutions' such as the League of Nations, UN and Institute of Pacific Relations constantly negotiated national and imperial politics, lesser-resourced political networks also used international conferences to forward their more radical demands. Taken together these conferences radically expand our conception of where and how modern internationalism emerged, and make the case for focusing on internationalism in a contemporary moment when its merits are being called into question.

It brings to view unpredictable encounters that arose as writers, artists, filmmakers, and intellectuals from or aligned with the Third World navigated the ideological and material constraints set by superpowers and emerging regional powers. Often these encounters generated communitas and solidarity, while at times they fed old and new conflicts. Pushing forward recent scholarship that tracks the Cold War in the Global South and draws on postcolonial approaches, our contributors use archival, secondary, and ethnographic sources to trace the afterlives and memories of key figures and to explore meetings that performed cultural diplomacy. Our focus on sites of encounter or exchange underscores the situated, interpersonal, and embodied dimensions through which much of the cultural Cold War was experienced. While the global conflict divided citizens along ideological fault lines, it also linked people through circulating media—novels, film, posters, journals, and theatre—and multinational conferences that brought artists, intellectuals, and political activists together. Such contacts introduced new axes of solidarity and hierarchies of exclusion. This rich volumetakes questions that have explored the Caribbean and expands them to a global, Anthropocenic framework. This anthology explores the archipelagic as both a specific and a generalizable geo-historical and cultural formation, occurring across various planetary spaces including: the Mediterranean and Aegean Seas, the Caribbean basin, the Malay archipelago, Oceania, and the creole islands of the Indian Ocean. As an alternative geo-formal unit, archipelagoes can interrogate epistemologies, ways of reading and thinking, and methodologies informed implicitly or explicitly by more continental paradigms and perspectives. Keeping in mind the structuring tension between land and water, and between island and mainland relations, the archipelagic focuses on the types of relations that emerge, island to island, when island groups are seen not so much as sites of exploration, identity, sociopolitical formation, and economic and cultural circulation, but also, and rather, as models. The book includes 21 chapters, a series of poems and an Afterword from both senior and junior scholars in American Studies, Archaeology, Biology, Cartography, Digital Mapping, Environmental Studies, Ethnomusicology, Geography, History, Politics, Comparative Literary and Cultural Studies, and Sociology who engage with Archipelago studies. Archipelagic Studies has become a framework with a robust intellectual genealogy.. The particular strength of this handbook is the diversity of fields and theoretical approaches in the Humanities, Social Sciences and Natural Sciences that the included essays engage with.
