Book excerpt: The area that China claims in the South China Sea crosses into the northern reaches of Indonesia’s Exclusive Economic Zone. Exploitation of that area by China could damage Indonesia’s economy. Indonesia needs to bolster its naval force if it is to ensure the security of its waters in the event of a maritime conflict. Indonesia has been cautious in accepting Chinese investment, but there are still concerns that those economic ties could lead to Indonesia handing over political power. Maintaining the relationship with China will be especially important to preserve dialogue and avoid escalations in the South China Sea. Bilateral ties with China could be threatened by political divisions and ethnic tensions in Indonesia, as well as Beijing’s treatment of Uighur Muslims.

Available in PDF, EPUB and Kindle. Book excerpt: Indonesia is the largest archipelago state in the world comprising 17,480 islands, with a maritime territory measuring close to 6 million square kilometres. It is located between the two key shipping routes of the Pacific and Indian Ocean. Indonesia’s cooperation in maritime security initiatives is vitally important because half of the world’s trading goods and oil pass through Indonesian waters, including the Straits of Malacca, the Strait of Sunda and the Strait of Lombok. This book analyses Indonesia’s participation in international maritime security cooperation. Using Indonesia as a case study, the book adopts mixed methods to assess emerging power cooperation and non-cooperation drawing from various International Relations theories and the bureaucratic politics approach. It addresses not only the topic of Indonesia’s cooperation but also engages in debates across the International Relations, political science and policy studies disciplines regarding state cooperation. Based on extensive primary Indonesian language sources and original interviews, the author offers a conceptual discussion on the reasons underlying emerging middle power participation or non-participation in cooperation agreements. The analysis offers a fresh perspective on the growing problems of maritime terrorism and sea robbery and how an emerging power deals with these threats at unilateral, bilateral, regional and multilateral levels. The book fills a significant gap in literature on Indonesian foreign policy making in the post-1998 era. It provides the first in-depth study of Indonesia’s decision making process in the area of maritime security and will thus be of interest to researchers in the field of comparative politics, international relations, security policy, maritime cooperation, port and shipping businesses and Southeast Asian politics and society.

Book excerpt: Since the collapse of President Suharto's New Order regime in 1998 and the international intervention in East Timor in 1999, there has been much speculation in South-east Asia and the West over whether Indonesia - weakened by economic difficulties, social distresses and political instability - has a future as a coherent nation-state. This paper argues that although the separatist struggles in Aceh or Papua are unlikely to suceed in the foreseeable future, other problems threaten to undermine the central government's control. Communal disputes have led to chronic violence in Maluku, Central Sulawesi, and Kalimantan. Simultaneously, tension between Islamic and secular political forces has grown. Indonesia's disarray has prompted international concern over an array of security threats, including contagious secessionism, Islamic terrorism, the movement through Indonesia of asylum-seekers, piracy and environmental dangers. In order to contain these security implications of Indonesia's protracted crisis, concerned governments should continue assisting its fragile reform process, particularly by helping Jakarta to manage the country's massive international debt. However, they should also coordinate their contingency planning for a further crumbling of Jakarta's authority.

Book excerpt: Indonesia, the world's fourth most populous country, is undergoing a profound transformation that could lead to a variety of outcomes, from the consolidation of democracy to return to authoritarianism or military rule, to radical Islamic rule, or to violent disintegration. The stakes are high, for Indonesia is the key to Southeast Asian security. The authors examine the trends and dynamics that are driving Indonesia's transformation, outline possible strategic futures and their implications for regional stability, and identify options the United States might pursue in the critical challenge of influencing Indonesia's future course. Steps the United States might take now include support for Indonesia's stability and territorial integrity, reestablishment of Indonesian-U.S. military cooperation and interaction, aid in rebuilding a constructive Indonesian role in regional security, and support for development of a regional crisis reaction force. A continued strong U.S. presence in the Asia-Pacific region will reinforce the U.S. role as regional balancer.

Available in PDF, EPUB and Kindle. Book excerpt: The Oxford Handbook of Comparative Regionalism - the first of its kind - offers a systematic and wide-ranging survey of the scholarship on regionalism, regionalization, and regional governance. Unpacking the major debates, leading authors of the field synthesize the state of the art, provide a guide to the comparative study of regionalism, and identify future avenues of research. Twenty-seven chapters review the theoretical and empirical scholarship with regard to the emergence of regionalism, the institutional design of regional organizations and issue-specific governance, as well as the effects of regionalism and its relationship with processes of regionalization. The authors explore theories of cooperation, integration, and diffusion explaining the rise and the different forms of regionalism. The handbook also discusses the state of the art on the world regions: North America, Latin America, Europe, Eurasia, Asia, North Africa and the Middle East, and Sub-Saharan Africa. Various chapters survey the literature on regional governance in major issue areas such as security and peace, trade and finance, environment, migration, social and gender policies, as well as democracy and human rights. Finally, the handbook engages in cross-regional comparisons with regard to institutional design, dispute settlement, identities and communities, legitimacy and democracy, as well as inter- and transregionalism.

In this book Asia specialists from academe and policy think tanks assess the impact of 9/11 on the Asia Pacific. Drawing on unique fieldwork, access to a wide range of documents and inside expertise, the authors consider how old geo-strategic and cultural fault lines have been overlaid with new security threats from state and non-state actors. With chapters on specific countries and regions, defense policies, terrorism, and current and potential conflict zones, this collection critically examines the Asia Pacific region's post-9/11, as well as post-Iraq war, security architecture.
