Indeed, during the last year of World War II, American spies in Indochina found themselves working closely with Ho Chi Minh and other anti-colonial factions-compelled by circumstances to fight together against the Japanese. Dixee Bartholomew-Feis reveals how this relationship emerged and operated and how it impacted Vietnam's struggle for independence. The men of General William Donovan's newly-formed Office of Strategic Services closely collaborated with communist groups in both Europe and Asia against the Axis enemies. In Vietnam, this meant that OSS officers worked with Ho Chi Minh and the Viet Minh, whose ultimate aim was to rid the region of all imperialist powers, not just the Japanese. Ho, for his part, did whatever he could to encourage the OSS's negative view of the French, who were desperate to regain their colony. Revealing details not previously known about their covert operations, Bartholomew-Feis chronicles the exploits of these allies as they developed their network of informants, sabotaged the Japanese occupation's infrastructure, conducted guerrilla operations, and searched for downed American fliers and Allied POWs. Although the OSS did not bring Ho Chi Minh to power, Bartholomew-Feis shows that its apparent support for the Viet Minh played a significant symbolic role in helping them fill the power vacuum left in the wake of Japan's surrender. Her study also hints that, had America continued to champion the anti-colonials and their quest for independence, rather than caving in to the French, we might have been spared our long and very lethal war in Vietnam. Based partly on interviews with surviving OSS agents who served in Vietnam, Bartholomew-Feis's engaging narrative and compelling insights speak to the yearnings of an oppressed people-and remind us that history does indeed make strange bedfellows.

International human rights organizations have focused on these children, seeking to bring their lives into line with an understanding of childhood that is generally accepted in the developed world. In this ethnographic study, Rachel Burr draws on her daily observations of working children in Hanoi and argues that these youngsters are misunderstood by the majority of agencies that seek to help them. Most aid programs embrace a model of childhood that is based on Western notions of individualism and bountiful resources. They further assume that this model is universally applicable even in cultures that advocate a collective sense of self and in countries that do not share the same economic advantages. Burr presents the voices and experiences of Vietnamese children in the streets, in a reform school, and in an orphanage to show that workable solutions have become lost within the rhetoric propagated by aid organizations. The reality of providing primary education or adequate healthcare for all children, for instance, does not stand a chance of being achieved until adequate resources are put in place. Yet, organizations preoccupied with the child rights agenda are failing to acknowledge the distorted global distribution of wealth in favor of Western nations. Offering a unique, firsthand look at the experiences of children in contemporary Vietnam, this book also provides a broad analysis of how internationally led human rights agendas are often received at the local level.

In providing perhaps the best explanation of the causes of the Cambodian tragedy, Haas exposes the narcissism that reigns when one state forces another to be its pawn. Haas' analysis entails a study in comparative foreign policies, an exercise that has theoretical merit for political scientists in search of paradigms of political behavior. Challenging the conventional view of Vietnam as the aggressor, this volume vindicates Vietnam's role in the Cambodian conflict, while at the same time revealing the treachery of U.S. foreign policy toward Cambodia. Much of the information in the book is based on Haas' own interviews with more than 100 key international figures and on primary documents. In an introductory chapter devoted to the basic facts of how genocide by proxy began, Haas sets forth the history of Pol Pot's rise and fall. Book excerpt: This book illustrates the limits to the 1990s UNTAC peacekeeping intervention in Cambodia and raises a critical challenge to the assumptions underpinning key tenets of the 'Liberal Project' as a mechanism for resolving complex, severe struggles for elite political power in developing countries. The book highlights the limitations of externally imposed power-sharing. In the case of Cambodia, the imagined effect was a coalition that would share power democratically. However, this approach was appropriate only for resolving the superpower conflict that had created Cambodia's war. Rather than bringing long-term peace to Cambodia, Roberts argues, it created the temporary illusion of a democratic system that in fact recreated the military conflict and housed it in a superficial coalition. The book challenges assumptions regarding the inevitability of the globalization of liberalism as a means of ordering non-western societies. It explains the failure of democratic transition in terms of the impropriety and weakness of the plan which preceded it, and in terms of the elite's traditional reliance on absolutism and resistance to the concept of 'Opposition'.
