This is especially the case when dealing with informal or illegal trade within the country’s territory. IRASEC and the Observatory on Illicit Trafficking wanted to fill this gap by giving the floor to Professor Winston Set Aung, the founder and the director of the Asia Development Research Institute, and director of the Asia Language and Business Academy in Myanmar. He is also an MBA lecturer at the Institute of Economics in Yangon and is involved in several international and regional research programs in partnership with various research institutes including the Institute of Asian Studies, Chulalongkorn University, Thailand; Tokyo University, Japan; and the Institute for Security and Development Policy of Sweden, Stockholm Environmental Institute. The focus of Professor Winston Set Aung’s study is to provide a Myanmar-centric perspective on informal or illegal trade. The author offers an analysis regarding the process of informal exchanges through a pragmatic and non-contextualized critique. The causes of informal and illegal exchanges are identified and described without commenting on their origins. This intentional, measured, and calculated conservative perspective enables us to think on how to best use these flows in the current political situation in Myanmar. It seems therefore useful and relevant to make this data available to our readers.

The grossly misruled nation—officially known as Myanmar—is in the midst of a political transition based on a new constitution and its first multiparty elections in twenty years. That transition, together with a recent change in U.S. policy, prompted this book. Two military dictators have ruled Myanmar with an iron fist for nearly fifty years. A popular uprising in 1988 was brutally suppressed, but it forced the generals to hold an election in 1990. When an anti-regime party led by Nobel Peace Prize Laureate Aung San Suu Kyi won by a landside, however, the generals rejected the results, put Suu Kyi under house arrest for most of two decades, and continued to exploit the country's abundant resources for their own benefit while depriving citizens of basic services. Years of Western sanctions had no measurable impact, but in 2009 the Obama administration adopted a new policy of "pragmatic engagement," encouraging greater respect of democratic principles and human rights as a basis for eventual removal of sanctions. Book excerpt: The widespread notion and pursuit of a post-independence development strategy in South Asia centred around the state, and essentially following the model of the industrialised countries, has obviously come to end. Similarly, the belief that economic growth together with a socially biased interventionist government would cement national cohesion, contribute to nation-building and, by the same token, strengthen democratic institutions, has been belied. Social inequality has everywhere been aggravated, as has social conflict. While a general process of political mobilisation has set in, not least traditionally rather marginalised groups have become empowered. At the same time, the signs of crises multiply as exemplified in the Maoist movement in Nepal, the civil war in Sri Lanka, the struggle for self-determination in North-eastern India, or the corruption, violence and alienation in government and politics. While they manifest themselves first of all in the political sphere concerning the representatively and functioning of democracy, and not least the roll of political parties, they may go deeper indicating a systemic crisis touching upon the foundations of the socio-political order itself, as most evident in the case of Pakistan. Far from offering solutions, neoliberalism and Western-style democracy appear to be rather part of the problem. As a result, concepts of a modified Nehruvian state or Gandhian visions have gained hew currency. With crisis of nation and state as principal common focus, the present volume unites thematic regional overviews with case studies on India, Pakistan, Bangladesh, Sri Lanka, Bhutan, and Nepal. The thirteen contributions by specialists on South Asia from Europe, and Australia, Japan and the region itself approach the common topic from the specific angle of their discipline, namely political science, sociology, ethnology, history and economics.
