Book excerpt: The Individual Ready Reserve (IRR) is an individual manpower pool comprised principally of trained personnel. IRR soldiers are subject to recall to active duty during a declaration of partial mobilization; under current law IRR soldiers can be involuntarily called to active duty. Due to ongoing constrained financial resources funding for the management of this manpower pool has been limited in favor of improved readiness of the Selected Reserve. This calculated neglect has resulted in mismanagement and further skills degradation of IRR personnel. Although IRR soldiers were used quite extensively in Operation Desert Storm the senior civilian defense leadership were reluctant to authorize the use of the IRR soldiers during Operations Noble Eagle Enduring Freedom and Iraqi Freedom. This SRP analyzes the current and future utility of the IRR.

Book excerpt: GAO assessed the impact of actions initiated since 1977 by Congress and the Department of Defense (DOD) on the Army's Individual Ready Reserve (IRR). GAO specified serious personnel problems with IRR and questioned the appropriateness and justification of legislative proposals submitted by DOD to the 97th Congress to increase IRR personnel strength. IRR is a primary source of pretrained individuals which augments the Active Force and Selected Reserve Units in wartime or a national emergency. GAO found that: (1) the IRR strength of about 227,000 is less than half the strength needed to meet personnel requirements; (2) some members may not be suitable for service; and (3) the percentage of IRR members expected to report for duty upon mobilization is not based upon scientific assumptions. GAO also noted that the Army lacks current addresses on many individual IRR members. Further, individuals with critical skills are in short supply, although the Army has recently tried direct enlistment and reenlistment bonus programs, both of which have been submitted to the 97th Congress for reauthorization. To increase IRR strength levels, DOD proposed legislation to the 97th Congress to increase the total military service obligation from 6 to 8 years and, if this legislation is reintroduced into the 98th Congress and passes, it would affect the time served in the IRR. Under such circumstances, GAO believes that developing a viable refresher training program would be essential for maintaining members' skills.

It also identifies what the mobilization requirements are and what part of the IRR should be trained and when. The recommendations resulting from this study are that, with the current network in place, the Army identify what the proper mix of MOS and skill level is for the M+90 shortage of personnel recently trained within the last 12 months. The Army should plan to train approximately 92,000 IRR soldiers during peacetime and use the early post- mobilization potential of the Training Divisions to train as many of the IRR as possible before the new draftees begin arriving. In addition, the Army should develop a standardized inspection plan for the IGs to ensure quality training for the IRR soldier during peacetime.

This deployment required rapid short-notice deployment of Active Army Units and Army Reserve and National Guard Unit Soldiers. The Individual Ready Reserve soldier was the focus of the present study. Given the fact that the reserve soldiers differ from active duty soldiers on a number of dimensions, the unique deployment and activation experiences of IRR soldiers offers a number of valuable lessons regarding the effects of stressors, stress buffers, mediators, and family and unit support. Of the findings, two were most significant: (1) Because Individual Ready Reservists were not a part of any particular unit, they and their families felt isolated in many respects and (2) soldiers and their families were still experiencing impact from their deployments several years after Operation Desert Shield and Storm.
