Book excerpt: In 1991, a subcommittee of the Federal Committee on Statistical Methodology met to document the use of indirect estimators - that is, estimators which use data drawn from a domain or time different from the domain or time for which an estimate is required. This volume comprises the eight reports which describe the use of indirect estimators and they are based on case studies from a variety of federal programs. As a result, many researchers will find this book provides a valuable survey of how indirect estimators are used in practice and which addresses some of the pitfalls of these methods.

Book excerpt: Publicly available statistics from government agencies that are credible, relevant, accurate, and timely are essential for policy makers, individuals, households, businesses, academic institutions, and other organizations to make informed decisions. Even more, the effective operation of a democratic system of government depends on the unhindered flow of statistical information to its citizens. In the United States, federal statistical agencies in cabinet departments and independent agencies are the governmental units whose principal function is to compile, analyze, and disseminate information for such statistical purposes as describing population characteristics and trends, planning and monitoring programs, and conducting research and evaluation. The work of these agencies is coordinated by the U.S. Office of Management and Budget. Statistical agencies may acquire information not only from surveys or censuses of people and organizations, but also from such sources as government administrative records, private-sector datasets, and Internet sources that are judged of suitable quality and relevance for statistical use. They may conduct analyses, but they do not advocate policies or take partisan positions. Statistical purposes for which they provide information relate to descriptions of groups and exclude any interest in or identification of an individual person, institution, or economic unit. Four principles are fundamental for a federal statistical agency: relevance to policy issues, credibility among data users, trust among data providers, and independence from political and other undue external influence. Principles and Practices for a Federal Statistical Agency: Fifth Edition explains these four principles in detail.

Book excerpt: The present lecture notes describe stochastic epidemic models and methods for their statistical analysis. Our aim is to present ideas for such models, and methods for their analysis; along the way we make practical use of several probabilistic and statistical techniques. This will be done without focusing on any specific disease, and instead rigorously analyzing rather simple models. The reader of these lecture notes could thus have a two-fold purpose in mind: to learn about epidemic models and their statistical analysis, and/or to learn and apply techniques in probability and statistics. The lecture notes require an early graduate level knowledge of probability and They introduce several techniques which might be new to students, but our statistics. intention is to present these keeping the technical level at a minlmum. Techniques that are explained and applied in the lecture notes are, for example: coupling, diffusion approximation, random graphs, likelihood theory for counting processes, martingales, the EM-algorithm and MCMC methods. The aim is to introduce and apply these techniques, thus hopefully motivating their further theoretical treatment. A few sections, mainly in Chapter 5, assume some knowledge of weak convergence; we hope that readers not familiar with this theory can understand the these parts at a heuristic level. The text is divided into two distinct but related parts: modelling and estimation.

Available in PDF, EPUB and Kindle. Book excerpt: The main subject of this book is the estimation and forecasting of continuous time processes. It leads to a development of the theory of linear processes in function spaces. Mathematical tools are presented, as well as autoregressive processes in Hilbert and Banach spaces and general linear processes and statistical prediction. Implementation and numerical applications are also covered. The book assumes knowledge of classical probability theory and statistics.

Book excerpt: The Athens Conference on Applied Probability and Time Series in 1995 brought together researchers from across the world. The published papers appear in two volumes. Volume I includes papers on applied probability in Honor of J.M. Gani. The topics include probability and probabilistic methods in recursive algorithms and stochastic models, Markov and other stochastic models such as Markov chains, branching processes and semi-Markov systems, biomathematical and genetic models, epidemilogical models including S-I-R (Susceptible-Infective-Removal), household and AIDS epidemics, financial models for option pricing and optimization problems, random walks, queues and their waiting times, and spatial models for earthquakes and inference on spatial models.

Book excerpt: The book offers an accessible reference for researchers in the probability, statistics and special functions communities. It gives a variety of interdisciplinary relations between the two main ingredients of stochastic processes and orthogonal polynomials. It covers topics like time dependent and asymptotic analysis for birth-death processes and diffusions, martingale relations for Lévy processes, stochastic integrals and Stein's approximation method. Almost all well-known orthogonal polynomials, which are brought together in the so-called Askey Scheme, come into play. This volume clearly illustrates the powerful mathematical role of orthogonal polynomials in the analysis of stochastic processes and is made accessible for all mathematicians with a basic background in probability theory and mathematical analysis. Wim Schoutens is a Postdoctoral Researcher of the Fund for Scientific Research-Flanders (Belgium). He received his PhD in Science from the Catholic University of Leuven, Belgium.

Book excerpt: Praise for the First Edition "This pioneering work, in which Rao provides a comprehensive and up-to-date treatment of small area estimation, will become a classic...I believe that it has the potential to turn small area estimation...into a larger area of importance to both researchers and practitioners." —Journal of the American Statistical Association Written by two experts in the field, Small Area Estimation, Second Edition provides a comprehensive and up-to-date account of the methods and theory of small area estimation (SAE), particularly indirect estimation based on explicit small area linking models. The model-based approach to small area estimation offers several advantages including increased precision, the derivation of "optimal" estimates and associated measures of variability under an assumed model, and the validation of models from the sample data. Emphasizing real data throughout, the Second Edition maintains a self-contained account of crucial theoretical and methodological developments in the field of SAE. The new edition provides extensive accounts of new and updated research, which often involves complex theory to handle model misspecifications and other complexities. Including information on survey design issues and traditional methods employing indirect estimates based on implicit linking models, Small Area Estimation, Second Edition also features: Additional sections describing the use of R code data sets for readers to use when replicating applications Numerous examples of SAE applications throughout each chapter, including recent applications in U.S. Federal programs New topical coverage on extended design issues, synthetic estimation, further refinements and solutions to the Fay-Herriot area level model, basic unit level models, and spatial and time series models A discussion of the advantages and limitations of various SAE methods for model selection from data as well as comparisons of estimates derived from models to reliable values obtained from external sources, such as previous census or administrative data Small Area Estimation, Second Edition is an excellent reference for practicing statisticians and survey methodologists as well as practitioners interested in learning SAE methods. The Second Edition is also an ideal textbook for graduate-level courses in SAE and reliable small area statistics.

Available in PDF, EPUB and Kindle. Book excerpt: This book presents a method of establishing explicit solutions to classical problems of calculating the best lower and upper mean-variance bounds. The following families of distributions are taken into account: arbitrary, symmetric, symmetric unimodal, and U-shaped. The book is addressed to students, researchers, and practitioners in statistics and applied probability. Most of the results are recent, and a significant part of them has not been published yet. Numerous open problems are stated in the text.
