Book excerpt: This paper provides a critical overview of social protection indicators in the Sustainable Development Goal (SDG) context to support the European Commission's (EC's) decision-making on social protection indicators and to support decisions on how the EC can contribute to the global indicator discourse within its own institutional mandate and institutional priorities. It is not prescriptive in terms of the indicators that should be adopted, but rather, given the complexity and diversity of the factors that drive indicator choice, it provides an overview of the current process and development of social protection indicators as they relate to the SDGs, and discusses a range of indicators adopted by the main actors working on social protection.

It presents an analysis of 2015 data on social protection programs in the countries, particularly the substantial progress in terms of expenditure and benefit size between 2009 and 2015. Spending favored the nonpoor over the poor. Yet, spending on women remained behind that on men, with the gap even widening. The Social Protection Index---now the Social Protection Indicator---was developed by the Asian Development Bank and its partners as the first comprehensive and quantitative measure of social protection systems in Asia and the Pacific.

Book excerpt: This report assesses social protection measures in Asia and outlines the need for more inclusive, shock-responsive policies to cut poverty and to spur equitable development. Centered around ADB’s Social Protection Indicator, it assesses data from 26 countries to show how measures are evolving to provide increased support and opportunities for the poor, women, and people with disabilities. Explaining why the COVID-19 pandemic made many more vulnerable, the report suggests that it also offers opportunities for longer-term expansion of social protection. It proposes measures for strengthening data collection and compilation to enhance design and effectiveness of social protection.

Available in PDF, EPUB and Kindle. Book excerpt: In partnership with the Regional Office for the Near East and North Africa (NENA) of the Food and Agriculture Organization of the United Nations, the International Policy Centre for Inclusive Growth (IPC-IG) has developed a toolkit with a new step-by-step methodology to calculate the extent to which a population is covered against the risks that affect them throughout their life cycle (Bacil et al. 2020). This approach focuses on identifying different social groups and the risks to which each of them is vulnerable, defining a coverage function for each risk that enables a calculation of how much an intervention is capable of protecting vulnerable people against said risk. Thus, it goes beyond the usual approaches to measuring social protection coverage, which tend to equate programme participation with social protection coverage.

Book excerpt: A frequently used indicator to measure social health protection performance is the extent of population coverage as stipulated in national legislation. However, this indicator does not provide meaningful information on performance in terms of effective access to benefits that are available, affordable and of acceptable quality, not least for the poor and workers in informal economies. This article proposes a new approach to measuring performance by applying a set of relevant indicators in an analytical framework for assessing the performance of social health protection. The approach allows policy-makers to conclude from comparisons among groups of countries facing similar challenges. Preliminary results include comprehensive information on deficits that need to be addressed when striving for effective universal coverage. With further refinement, the suggested approach could become a standard assessment tool for measuring performance.

Available in PDF, EPUB and Kindle. Book excerpt: In 2019 the Council of the EU issued a recommendation to ensure the access to social protection for all workers and the self-employed. This recommendation includes the mandate, co-shared by the Social Protection Committee (SPC) and the European Commission, of establishing a monitoring framework and developing agreed common quantitative and qualitative indicators to assess the effective implementation of the recommendation. This impulse crystallised into the development of a first version of the monitoring framework on access to social protection for workers and the self-employed (European Commission/SPC, 2020), which, among other tasks, has proposed concrete indicators aiming at measuring the effective coverage and adequacy of social protection systems across the EU. This effort is the basis for the present work. The main objective of this report is to present the results of the application of such indicators, providing critical comments intended to improve the current methodology of the monitoring framework.
