Book excerpt: O presente livro "Gestão e Gerenciamento de Resíduos Sólidos Urbanos: diretrizes jurídico-ambientais para a sustentabilidade", através de uma metodologia interdisciplinar, apresenta as principais discussões recentes acerca da problemática dos Resíduos Sólidos Urbanos (RSU) no Brasil. Como é sabido, nos últimos 30 anos, a produção dos lixões vem crescendo vertiginosamente nas cidades, a um só tempo em que, na grande parte dos municípios brasileiros, constata-se a inexistência de reflexão teórica sobre políticas públicas, e estratégias em gestão e gerenciamento integrado de RSU e rejeitos. A destinação e disposição final inadequada do RSU resultam em graves problemas socioambientais e desperdício de materiais que podem ser usados em reciclagem ou reaproveitamento, além de trazer enormes desafios para a estratégia da Gestão Ambiental Urbana, considerando a edificação da Cidade Sustentável. Diante disso, o presente trabalho procura avaliar a problemática do RSU sob a perspectiva jurídico-ambiental, considerando as políticas públicas ambientais e as tecnologias sociais como táticas para a resolução dessa problemática. Assim, mediante a análise de leis, textos científicos e a doutrina do Direito Ambiental, pertinentes à temática, a proposta apresentada é uma pesquisa com método bibliográfico, que aborda os aspectos teóricos das diretrizes jurídico-ambientais, das políticas públicas e das tecnologias sociais. Elementos teóricos, pois, essenciais na concepção de um Plano Municipal de Gestão Integrada de Resíduos Sólidos (PMGIRS) - modus operandi da Lei federal n. 12.305/2010 (Política Nacional de Resíduos Sólidos - PNRS). Tal política normativa é imprescindível à captação de recursos econômicos do Governo Federal (Ministério das Cidades; idem, Decreto federal n. 7.404/10 e Lei federal n. 10.257/2001) para a preservação do meio ambiente, desenvolvimento regional, geração de emprego e renda (art. 6o), além do custeamento de empresas privadas especializadas no gerenciamento do RSU. Consequentemente, a PNRS traz diretrizes às cidades brasileiras, devendo-se ser possível a operacionalização desta política normativa através da teoria das Tecnologias Sociais (TS) por questões de interesses sociais, jurídicos, econômicos e ambientais. Portanto, a obra analisa a possibilidade de gestão ambiental de resíduos sólidos frente ao binômio desenvolvimento e sustentabilidade no espaço urbano.

Increased recycling activities are being driven by robust overseas markets as well as domestic demand. Recycled fibers play a very important role today in the global paper industry as a substitute for virgin pulps. Paper recovery rates continue to increase year after year Recycling technologies have been improved in recent years by advances in pulping, flotation deinking and cleaning/screening, resulting in the quality of paper made from secondary fibres approaching that of virgin paper. The process is a lot more eco-friendly than the virgin-papermaking process, using less energy and natural resources, produce less solid waste and fewer atmospheric emissions, and helps to preserve natural resources and landfill space. Currently more than half of the paper is produced from recovered papers. Most of them are used to produce brown grades paper and board but for the last two decades, there is a substantial increase in the use of recovered papers to produce, through deinking, white grades such as newsprint, tissue, market pulp. By using recycled paper, companies can take a significant step toward reducing their overall environmental impacts.
