Book excerpt: In 2011, the Indiana General Assembly passed a broad and ambitious reform package that significantly altered how teachers and principals are evaluated. Senate Enrolled Act 001 (SEA 1) requires: (1) annual evaluation for all certificated employees; (2) objective measures of student achievement and growth; (3) rigorous measures of effectiveness; (4) annual designation of each certificated employee in four rating categories; (5) explanation of the evaluator's recommendation for improvement and the time in which improvement is expected; and (6) a provision that a teacher who negatively affects student achievement and growth cannot receive a rating of "effective" or "highly effective." Nearly all school corporations in Indiana are either implementing a new evaluation system for teachers and principals or are in the midst of developing their evaluation systems. From those school corporations that are currently implementing a system, much is being learned about the impact of the new system, as well as areas that will require refinement or change in the coming years. Initial findings include that the role of the principal must change in order to ensure the time and skills necessary to provide quality feedback to teachers, and that there is a great need for professional growth on assessment literacy. Evaluator training and re-training is critical; the development of assessments and student growth measures for the non-ISTEP+/ECA teachers has been a challenge; and transparency and collaboration in the development and implementation of evaluation systems is imperative. This brief is the second in a two-part series on the new era of teacher evaluation in Indiana. The first brief, "Overhauling Indiana Teacher Evaluation Systems: Examining Planning and Implementation Issues of School Districts. Education Policy Brief, Volume 10, Number 4, Summer 2012," discusses the results of a survey of attitudes and beliefs of school corporation superintendents, the features of quality evaluation plans, and the essential elements of a planning process that ensures equitable, effective, and efficient plans for evaluating educators. The objectives of this second brief are: (1) to provide information and discussion on the implications of the Indiana legislation on teacher and administrator preparation programs; (2) to provide information and discussion on the implications for educational policy and the procedural challenges that the state, superintendents, and boards should formally address to limit the possibilities for legal challenges, and to ensure high-quality plans; and (3) to provide information and discussion on the implications for professional development as it relates to teacher and evaluator training and the use of teacher evaluation data to determine the focus of professional development. Book excerpt: As one part of a broad reform package, the 2011 Indiana General Assembly passed Senate Enrolled Act 001 (Public Law 90), a bill that significantly changed the way Indiana teachers will be evaluated and compensated. An earlier Center for Evaluation & Education Policy (CEEP) policy brief, "Revamping the Teacher Evaluation Process" (Whiteman, Shi, & Plucker, 2011), provides an extensive review of this law and the various evaluation models available to school districts to use. School districts throughout Indiana worked extensively during the 2011-12 school year, with guidance from the Indiana Department of Education, to put together evaluation plans that align with the legislation. This brief is the first of a two-part series that will explore how Senate Enrolled Act 001 is being operationalized across Indiana school districts. In February 2012, a survey was sent to Indiana superintendents to gauge their attitudes and beliefs about the legislation. The findings, which are discussed in this brief, found that superintendents (a) agreed that the evaluation process in Indiana needed to change, (b) believed that student achievement and growth can be measured, (c) agreed that evaluations should be linked to student learning, (d) were less sure that teacher evaluations should be linked to compensation, (e) believed that evaluations should inform professional development, and (f) were concerned about the implementation of the new system/models and needed professional development. This brief also discusses the features of quality evaluation plans and introduces essential elements of a planning process that ensures equitable, effective, and efficient plans for evaluating educators. The second brief, which will be released in fall 2012, will present challenges and implications of Public Law 90 for professional development, policy, and teacher education programs. Book excerpt: If education in Indiana is to dramatically improve, the systems and policies that collectively shape the learning experiences for students must be re-imagined. In the spring of 2011, the Indiana legislature passed IC 20-28-11.5, a new law relating to the evaluation of all certified teaching staff and administrators. Prior to this legislation, evaluation systems around the state varied greatly in quality and consistency. The new law introduced three main requirements of all evaluation systems: (1) Every teacher must receive an evaluation annually; (2) Every evaluation system must include four performance categories: Highly Effective, Effective, Improvement Necessary, and Ineffective; and (3) Every evaluation system must incorporate measures of student growth and achievement as a "significant" portion of a teacher's evaluation. To support corporations in this work, the Indiana Department of Education (IDOE) created a model teacher evaluation system. This system, named RISE, was developed over the course of two years by the Indiana Teacher Evaluation Cabinet. The Cabinet is composed of a diverse group of educators and administrators from around the state, more than half of whom have won awards for excellence in teaching. In school year 2011-2012, the DOE, with the support of TNTP, is piloting RISE and following the implementation of other locally developed or purchased evaluation systems in order to test and gather feedback to share statewide. The pilot project presents an opportunity for school corporations to gain hands-on experience with the new process, recognize their best educators, and make sure that every classroom is led by a great teacher. Additionally, it offers the IDOE a valuable opportunity to gain feedback and insight from the field, which can be used to sharpen and refine RISE for the following year. This report will summarize lessons from the pilot project thus far, with a particular focus on planning, design, and initial implementation. The findings and recommendations are intended to guide corporations in developing evaluation plans for implementation in 2012-2013. As a companion to last year's comprehensive state-by-state analysis, the 2010 edition provides each state with an individualized "Blueprint for Change," building off last year's "Yearbook" goals and recommendations. State teacher policy addresses a great many areas, including teacher preparation, certification, evaluation and compensation. With so many moving parts, it may be difficult for states to find a starting point on the road to reform. To this end, this paper provides a state-specific roadmap, organized in three main sections. Section 1 identifies policy concerns that need critical attention, the areas of highest priority for state policymakers. Section 2 outlines "low-hanging fruit," policy changes that can be implemented in relatively short order. Section 3 offers a short discussion of some longer-term systemic issues that states need to make sure stay on the radar. In the 2009 "State Teacher Policy Yearbook", Indiana had the following grades: (1) Delivering Well Prepared Teachers (D); (2) Expanding the Teaching Pool (D+); (3) Identifying Effective Teachers (D); (4) Retaining Effective Teachers (D+); and (5) Exiting Ineffective Teachers (F). Indiana has an overall grade of D for 2009. In the last year, many states made significant changes to their teacher policies, spurred in many cases by the Race to the Top competition. Based on a review of state legislation, rules and regulations, the National Council on Teacher Quality (NCTQ) has identified the following recent policy changes in Indiana: (1) Indiana now requires aspiring teachers to demonstrate basic skills (Praxis I) as a criterion for admission to teacher education programs; (2) Indiana has eliminated the portfolio/mentoring program required for new teachers to advance from an initial license to a professional license. New teachers must instead complete a Beginning Teacher Residency program in which building level administrators assess a new teacher's effectiveness and develop plans for professional improvement; (3) Secondary teachers (5-12) must now major in an applicable content area and minor in education; and (4) Elementary teachers (K-6) must now either major in a content area and minor in education or minor in a content area and major in education. In addition, Indiana has drafted new teacher content standards that now require its teacher preparation programs to provide teacher candidates with training in the science of reading. The new standards also outline in greater detail mathematics content geared to the specific needs of elementary teachers. Individual sections contain footnotes. (Contains 5 figures.)
