Available in PDF, EPUB and Kindle. Book excerpt: Post Cold War international relations have undeniably been a litmus test for the bilateral relations between India and Russia. With the emergence of a new international system, the foreign policies of both countries vacillated to explore new avenues of partnerships with other international players, an opportunity that otherwise proved effective to a large extent. National priorities and the geo-political architecture remodelled by the US, thus, compelled New Delhi and Moscow to pursue a foreign policy that moved away from serving the interests of each other. While defining the trends in the bilateral relations between the two countries, the strategic community has questioned whether the relationship can remain as special and strategic as it had been in the past. Are both countries still as relevant to one another as they once were? As the constant debate revolves around these questions, the two entities have, however, indicated a certain level of distinguishing characteristics in order to address the complexities and challenges in the partnership and have acknowledged that their relationship is not only special but also indispensable. What has also continued to remain undamaged and an integral part of the bilateral relations is mutual trust, understanding and concern, thus, resulting in maturity and pragmatism, irrespective of the uncertainties that the two countries face. It is in this context, that the new stage in the bilateral relations between the two countries requires a thorough assessment. It stands to reason that with the developments that are taking place in the current international milieu, there is a need for India and Russia to reemphasise their strong strategic partnership, goodwill and diplomatic trust that have stood the test of time. This book undertakes a serious assessment of the strategic partnership in the contemporary international set up. The seven chapters of the book attempt to address the myriad challenges through detailed analyses and evaluation of the partnership between India and Russia in various spheres, including the political, defence, economic, nuclear, energy, science and technology, security, and strategic engagement. Book excerpt: This book is the result of the collective endeavours of thirteen scholars and maintains that in the name of peace, international cooperation, democracy, trade and human rights, the struggle for power is under way between the United States, Russia and China. This struggle is motivated by the natural clash of national interests, an almost preordained process in the contemporary state system. The struggle for power has been the dynamic element of history, and is likely to remain so in the future. International war may or may not ensue between the three major powers, but their relations will remain competitive, and at times quite hostile.

Available in PDF, EPUB and Kindle. Book excerpt: Taking a long view of the three-party relationship, and its future prospects In this Asian century, scholars, officials and journalists are increasingly focused on the fate of the rivalry between China and India. They see the U.S. relationships with the two Asian giants as now intertwined, after having followed separate paths during the Cold War. In Fateful Triangle, Tanvi Madan argues that China's influence on the U.S.-India relationship is neither a recent nor a momentary phenomenon. Drawing on documents from India and the United States, she shows that American and Indian perceptions of and policy toward China significantly shaped U.S.-India relations in three crucial decades, from 1949 to 1979. Fateful Triangle updates our understanding of the diplomatic history of U.S.-India relations, highlighting China's central role in it, reassesses the origins and practice of Indian foreign policy and nonalignment, and provides historical context for the interactions between the three countries. Madan's assessment of this formative period in the triangular relationship is of more than historic interest. A key question today is whether the United States and India can, or should develop ever-closer ties as a way of countering China's desire to be the dominant power in the broader Asian region. Fateful Triangle argues that history shows such a partnership is neither inevitable nor impossible. A desire to offset China brought the two countries closer together in the past, and could do so again. A look to history, however, also shows that shared perceptions of an external threat from China are necessary, but insufficient, to bring India and the United States into a close and sustained alignment: that requires agreement on the nature and urgency of the threat, as well as how to approach the threat strategically, economically, and ideologically. With its long view, Fateful Triangle offers insights for both present and future policymakers as they tackle a fateful, and evolving, triangle that has regional and global implications.

Book excerpt: Keeping in mind the Cold War period, Indo-Russian relations were initially marked by indifference but were later considered special. The disintegration of the Soviet Union in 1991 and the emergence of Russia as its successor led to a saga of drastic changes not only in the domestic arena, but also in foreign policy. This book highlights and traces various aspects of Indo-Russian relations since their evolution, including the major developments that occurred in this area. The focus has been on convergence of interests in post-Cold War period, including the global process of change and development, the Kashmir-Chechnya comparison, and the areas of convergence between the two countries.

Book excerpt: Since Russia has re-emerged as a global power, its foreign policies have come under close scrutiny. In Russia and the West from Alexander to Putin, Andrei P. Tsygankov identifies honor as the key concept by which Russia's international relations are determined. He argues that Russia's interests in acquiring power, security and welfare are filtered through this cultural belief and that different conceptions of honor provide an organizing framework that produces policies of cooperation, defensiveness and assertiveness in relation to the West. Using ten case studies spanning a period from the early nineteenth century to the present day - including the Holy Alliance, the Triple Entente and the Russia-Georgia war - Tsygankov's theory suggests that when it perceives its sense of honor to be recognized, Russia cooperates with the Western nations; without such a recognition it pursues independent policies either defensively or assertively.

Available in PDF, EPUB and Kindle. Book excerpt: In light of Russia’s annexation of Crimea and destabilization of Ukraine, West-Russia relations have so dramatically deteriorated that talk of a new Cold War has become routine. NATO’s role in Europe is again in the spotlight, with experts and policymakers pondering whether the Alliance needs to go back to its historical roots and re-calibrate itself as an instrument of defence from and containment of Russia. At the same time, cooperation between Russia and the West has not collapsed altogether coordinate on issues such as Iran’s nuclear programme. Clearly, tensions over Ukraine are so strong that the risk of a breakdown in relations cannot be ruled out. The contributions to this volume, the result of an international conference jointly organized by the Istituto Affari Internazionali and the Center on the United States and Europe at Brookings, analyze the dramatic shift in Europe’s strategic context and explore the question of whether Russia and the West can contain tensions, manage competition, and keep cooperating on issues of mutual concern.
