Book excerpt: How does society hold its police to account? It’s a vital part of upholding law and liberty but changing modes of policing delivery and new technologies call for fresh thinking about the way we guard our guards. This much-needed new book from leading criminology professor Michael Rowe, part of the ‘Key Themes in Policing’ series, explores issues of governance, discipline and transparency. The landmark new study: • Showcases how social change and rising inequalities make it more difficult to ensure meaningful accountability; • Addresses the impact of Evidence-Based Policing strategies on the direction and control of officers; • Sets out a game-changing agenda for ensuring democratic and answerable policing. For policing students and practitioners, it’s an essential guide to modern-day accountability.

Available in PDF, EPUB and Kindle. Book excerpt: Special constables are warranted officers retained within British constabularies. Wearing similar uniforms, carrying the same personal protective equipment and holding identical powers to enforce the criminal law, special constables are to all intents and purposes indistinguishable from their colleagues in the regular police service. However, very little is documented about the experiences and motivations of special constables, the roles they play in contemporary policing or the impact that they have on the police organisation. This book draws together academics and practitioners to provide a valuable insight into historical, international and contemporary themes pertinent to the historical development and contemporary operation of the special constabulary. The book critically considers the origins of the special constabulary and the political, social and economic factors which led to its evolution over time. It compares and contrasts the organisation, functions and status of the special constabulary with other auxiliary forces, notably from the United States. The book also contributes to theoretical understanding of contemporary policing, to debates about the roles and operation of the 'mixed economy' of provision, and informs policy and practice in the United Kingdom and beyond.

Book excerpt: This book considers institutional racism as a problem that exists within modern societies. Its roots lie with the transatlantic slave trade and slavery and the solution involves ridding society of the problem. It is argued here that, first, there needs to be an acceptance of its existence, then developing the tools needed to deal with it and, finally, to implement those tools so that institutional racism can be permanently removed from society. The book has four themes: the first considers the nature of institutional racism, the second theme looks at instances of institutional racism through matters such as deaths in custody and skin lightening, the third considers the concept of reparations and the final area looks at the development of social movements as a way of pushing institutional racism up the political agenda. The development of a social movement is part of a social discourse which would, for example, push mentoring as a form of reparations. There is a need for more research on the manifestations of institutional racism and this book is part of that discourse. It is argued that the legacy of the slave trade and slavery is continuing and contemporary through the presence of institutional racism in society. This problem has not been addressed through legislation and policies devised to combat racial discrimination. Institutional racism needs to be understood as being located in the processes and procedures of societal institutions.

Book excerpt: Policing in the 21st century is becoming increasingly complicated as economic, political, social, and legal circumstances continue to compel police organizations to evolve. To illustrate the complexity of policing in the 21st century and cover themes common to police organizations around the world, Exploring Contemporary Police Challenges: A Global Perspective is organized into six sections, which cover the key policing challenges across the globe. Based on US President Barack Obama’s 2015 Task Force’s organization into six broad pillars, this volume contains contributions from policing experts focusing on Building Trust and Legitimacy; Providing Policy and Oversight; Utilizing Technology and Social Media; Developing Community Policing and Crime Reduction; Providing Police Training and Education; and Facilitating Officer Wellness and Safety. Scholarly analyses and discussions of these issues in 16 countries on 6 continents offer a global perspective on policing in the 21st century. This volume simultaneously enhances the scope of policing scholarship and demonstrates that no country can sidestep the need to adjust to these rapid and profound changes.

Available in PDF, EPUB and Kindle. Book excerpt: This book challenges the notion that the New Zealand Police are one of only four global police services that does not have routinely armed officers, using arguments and facts drawn from 2000 to 2019, a period of important change for the organisation and its relationship with firearms, particularly following the outrages of the Christchurch mosques terrorist massacres in 2019, and the 2020 shooting death of a young police constable in Aotearoa New Zealand. This book provides a brief history of the Police from its beginnings to the present day with a specific focus on its relationship with firearms, which contextualize the law that justifies use of lethal force in a country that has abolished the death penalty. It examines police policies, procedures, training and structures governing deployment and use of firearms in Aotearoa New Zealand, and the independent oversight that now applies to fatal and non-fatal shootings by Police. Using 43 publicly released oversight agency reports and data directly related to police shootings, such as who is being shot, this book investigates how the police are using lethal force, who is being affected, and what this might mean for the service with regards to the operational deployment of firearms and the potential for use of lethal force within the community into the future.

Book excerpt: This Article IV Consultation highlights that Nigeria’s economy is still recovering from the substantial terms-of-trade shock that triggered the 2016 recession. Persistent structural and policy challenges constrain growth to below the level needed to reduce vulnerabilities and improve development outcomes. With elections now complete, there is a greater chance for faster policy implementation. The authorities’ Economic Recovery and Growth Plan priorities remain appropriate and should be urgently implemented. Revenue-based fiscal consolidation would be required to create space for higher capital and priority spending while improving spending efficiency and strengthening governance. A comprehensive package of urgent policy reforms is required to address vulnerabilities and raise growth over the medium term. The IMF staff suggested that strengthening banking sector resilience requires increasing capital buffers. This includes extending the no dividend distribution rule to all banks with high restructured loans.

"...an institution for those who practise public law...it has the authority that comes from being compiled by an author of singular distinction". (Lord Woolf, from the Foreword to the Fifth Edition) The new edition of this Handbook remains an indispensable source of reference and a guide to the case-law in judicial review. Established as an essential part of the library of any practitioner engaged in public law cases, if offers unrivalled coverage of administrative law, including, but not confined to, the work of the Administrative Court and its procedures. Once again completely revised and up-dated, the seventh edition approximates to a restatement of the law of judicial review, organised around 63 legal principles, each supported by a comprehensive presentation of the sources and an unequalled selection of reported case quotations. It also includes essential procedural rules, forms and guidance issued by the Administrative Court. As in the previous edition, both the Civil Procedure Rules and Human Rights Act 1998 feature prominently as major influences on the shaping of the case-law. Attention is also given to impact of the Supreme Court. Here Michael Fordham casts an experienced eye over the Court's work in the area of judicial review, and assesses the signs from a Court that will be one of the key influences in the development of judicial review in the modern era. The author, a leading member of the English public law bar, and now has been involved in many of the leading judicial review cases in recent years and is the founding editor of the Judicial Review journal.

Book excerpt: Scores of talented and dedicated people serve the forensic science community, performing vitally important work. However, they are often constrained by lack of adequate resources, sound policies, and national support. It is clear that change and advancements, both systematic and scientific, are needed in a number of forensic science disciplines to ensure the reliability of work, establish enforceable standards, and promote best practices with consistent application. Strengthening Forensic Science in the United States: A Path Forward provides a detailed plan for addressing these needs and suggests the creation of a new government entity, the National Institute of Forensic Science, to establish and enforce standards within the forensic science community. The benefits of improving and regulating the forensic science disciplines are clear: assisting law enforcement officials, enhancing homeland security, and reducing the risk of wrongful conviction and exoneration. Strengthening Forensic Science in the United States gives a full account of what is needed to advance the forensic science disciplines, including upgrading of systems and organizational structures, better training, widespread adoption of uniform and enforceable best practices, and mandatory certification and accreditation programs. While this book provides an essential call-to-action for congress and policy makers, it also serves as a vital tool for law enforcement agencies, criminal prosecutors and attorneys, and forensic science educators.

Book excerpt: Michael Moss on Archives brings together selected outputs from an internationally renowned archival scholar, who explored the theory and practice of archives and records management. Comprising a selection of 11 of Moss’ most significant archival writings, the book demonstrates the development of his thinking in archival theory and practice over the past 20 years. Michael Moss was a towering figure in modern archival writing and was able to push the boundaries of the discipline, notably with his analysis of how modern governments create records and his speculations about the future of the archive in the digital world. Bringing together in one place Moss’ most significant writings, alongside a comprehensive bibliography, this book documents a significant contribution to British and international archival theory and practice. Each essay is preceded by a critical introduction, written by a leading archival scholar, assessing the piece and setting it in a wider archival or historical context, while an overall introduction by the editors provides biographical information and describes the development of Michael’s archival thinking. Michael Moss on Archives will be of interest to scholars and students engaged in the study of archival science, library and information science, history, digital humanities, and media studies. It should also be of interest to professionals who work in archives and records management.

Available in PDF, EPUB and Kindle. Book excerpt: Policing in South Africa has gained notoriety through its extensive history of oppressive law enforcement. In 1994, as the country’s apartheid system was replaced with a democratic order, the new government faced the significant challenge of transforming the South African police force into a democratic police agency—the South African Police Service (SAPS)—that would provide unbiased policing to all the country’s people. More than two decades since the initiation of the reforms, it appears that the SAPS has rapidly developed a reputation as a police agency beset by challenges to its integrity. This book offers a unique perspective by providing in-depth analyses of police integrity in South Africa. It is a case study that systematically and empirically explores the contours of police integrity in a young democracy. Using the organizational theory of police integrity, the book analyzes the complex set of historical, legal, political, social, and economic circumstances shaping police integrity. A discussion of the theoretical framework is accompanied by the results of a nationwide survey of nearly 900 SAPS officers, probing their familiarity with official rules, their expectations of discipline within the SAPS, and their willingness to report misconduct. The book also examines the influence of the respondents’ race, gender, and supervisory status on police integrity. Written in a clear and direct style, this book will appeal to students and scholars of criminology, policing, sociology, political science, as well as to police administrators interested in expanding their knowledge about police integrity and enhancing it in their organizations.
