Book excerpt: Este ensayo hace un balance –y propuestas– acerca de la realidad educativa de América Latina, el continente más postergado de Occidente en esta materia, con cerca de un 60% de sus personas mayores de 15 años que pueden calificarse objetivamente como analfabetos funcionales tanto en comprensión de lectura como en manejos aritméticos, que no van mucho más allá de poder contar dinero. Entre los que están egresando hoy de educación media se da casi el mismo porcentaje, además de escaso acceso, y elevada deserción. Como se verá en el texto, este ensayo postula que los orígenes y contextos políticos, económicos y sociales que han llevado a esta situación tienen raíces históricas muy similares. Por ende, aunque hay fuerte heterogeneidad en la región, como la que se ve en las cifras arriba mencionadas, los problemas y diagnósticos actuales son más similares que las diferencias. Esto a su vez abre interesantes y urgentes oportunidades para el diseño de algunas recomendaciones y soluciones comunes, y para niveles superiores de cooperación regional, compartiendo nuestros logros y también los fracasos, tanto en políticas educativas como en prácticas innovadoras en las aulas, aprovechando interesantes y promisorios avances en distintos ámbitos, tanto en el mundo como en nuestros propios países.

Book excerpt: Based on twenty case studies of universities worldwide, and on a survey administered to leaders in 101 universities, this open access book shows that, amidst the significant challenges caused by the COVID-19 pandemic, universities found ways to engage with schools to support them in sustaining educational opportunity. In doing so, they generated considerable innovation, which reinforced the integration of the research and outreach functions of the university. The evidence suggests that universities are indeed open systems, in interaction with their environment, able to discover changes that can influence them and to change in response to those changes. They are also able, in the success of their efforts to mitigate the educational impact of the pandemic, to create better futures, as the result of the innovations they can generate. This challenges the view of universities as "ivory towers" being isolated from the surrounding environment and detached from local problems. As they reached out to schools, universities not only generated clear and valuable innovations to sustain educational opportunity and to improve it, this process also contributed to transform internal university processes in ways that enhanced their own ability to deliver on the third mission of outreach

Readers are guided through a detailed description of the methods used in this process. The first volume was published by Springer in 2012 (Griffin, P., McGaw, B. & Care, E., Eds., Assessment and Teaching of 21st Century Skills, Dordrecht: Springer). The major elements of this new volume are the identification and description of two 21st century skills that are amenable to teaching and learning: collaborative problem solving, and learning in digital networks. Features of the skills that need to be mirrored in their assessment are identified so that they can be reflected in assessment tasks. The tasks are formulated so that reporting of student performance can guide implementation in the classroom for use in teaching and learning. How simple tasks can act as platforms for development of 21st century skills is demonstrated, with the concurrent technical infrastructure required for its support. How countries with different languages and cultures participated and contributed to the development process is described. The psychometric qualities of the online tasks developed are reported, in the context of the robustness of the automated scoring processes. Finally, technical and educational issues to be resolved in global projects of this nature are outlined.
