Available in PDF, EPUB and Kindle. Book excerpt: GAO has made numerous recommendations in its reports on federal housing and community development programs to reduce costs and increase effectiveness. The actions of the Department of Housing and Urban Development (HUD) to implement these recommendations were reviewed. HUD has achieved cost savings and improved program operations by implementing many of the recommendations; however, no action has been taken on some of them. GAO recommended improvements in the Section 8 Housing Assistance Program which would aid in eliminating the high costs, program weaknesses, and possible fraud in that program. Although HUD indicated that corrective actions would be taken, it has taken too long to initiate those actions. HUD has initiated action on GAO recommendations to strengthen financial controls in the Section 312 Rehabilitation Loan and Block Grant Programs. However, HUD disagreed with a recommendation that block grant funds for rehabilitation be prohibited unless they are combined with other resources to increase the number of housing units that could be rehabilitated. HUD has initiated corrective action on most of the problems GAO identified in the College Housing Loan Program. However, because of the decline in college enrollments, biennial assessments of the need for the Program should be performed. HUD agreed with GAO recommendations to assign priority consideration to higher income eligible families under the Housing and Community Development Act; however, it has not taken action to fully implement them. Also, corrective actions initiated by HUD to better manage multifamily assigned mortgages will not be operational for several months.

Through the MTW demonstration program, HUD has sought to reduce costs and achieve greater cost-effectiveness in federal expenditures for rental housing. This testimony discusses (1) the financial condition of FHA's insurance fund and FHA's risk management, (2) the costs of the voucher program and options to increase its efficiency, and (3) HUD's efforts to evaluate and monitor the MTW program. This testimony draws from GAO reports on FHA's insurance fund and oversight capacity (GAO-10-827R and GAO-12-15), HUD's voucher program (GAO-12-300), and HUD's MTW program (GAO-12-490). GAO also reviewed updated information on the insurance fund and voucher subsidy reserves as of the end of 2012. "

Book excerpt: GAO reviewed several high-risk problems at the Department of Housing and Urban Development (HUD), focusing on the Department's: (1) internal controls; (2) organizational structure; (3) staff skills; and (4) information and financial management systems. GAO found that: (1) HUD has begun actions to address its long-standing management problems, but its leadership must provide sustained focus, commitment, and consistent follow-up for the plans to be effective; (2) HUD has proposed a new management approach to balance its financial and performance needs; (3) HUD has implemented a new management planning and control program and other actions to address its internal control problems departmentwide; (4) HUD has improved its lines of authority, eliminated its 10 regional offices and realigned field offices into state and area offices in order to enhance communications, reduced its review and approval process, and improved customer service, but it could take additional actions to improve program management; (5) HUD has increased training opportunities to upgrade staff skills and plans to make more effective use of its limited staff; (6) HUD has taken steps to improve its information and financial management systems; (7) the proposed HUD reinvention plan includes consolidating programs and moving to performance-based funding, transforming the public housing program, and creating an entrepreneurial government-owned Federal Housing Administration corporation; (8) the proposed HUD reinvention plan would shift program design and implementation responsibilities to states and localities to make them more responsive to local needs; and (9) HUD would assume an oversight role and serve as a clearinghouse for program information under this reinvention proposal.
