Book excerpt: The Army is not only fighting the wars in Iraq and Afghanistan but also a dogfight to retain one of its most precious resources the mid-grade officers that possess tremendous operational experience The Army implemented the Menu of Incentives Program (MOIP) in September 2007 to spur captains to remain in the service. The Army expected to retain 80% of the officers eligible for the incentives but less than 68% signed up. The program failed to achieve the objectives because the MOIP execution instructions were not published until months after the Active Duty Service Obligation (ADSO) expired for many captains; it was a short-term solution to a long-term problem; and the Critical Skills Retention Bonus (CSRB) was not large enough to entice more officers to take this incentive. The Army could improve the MOIP by starting the next phase of the program before the majority of officers initiate the process to leave the service; by remodeling the CSRB so that it falls more in line with the bonuses offered in the other services; and by immediately contacting those officers that left the service before the MOIP began to ask them to come back to active duty.

Book excerpt: "This monograph provides an empirical analysis of the enlistment, attrition, and reenlistment effects of bonuses, applying statistical models that control for such other factors as recruiting resources, in the case of enlistment and deployments in the case of reenlistment, and demographics. Enlistment and attrition models are estimated for the Army and our reenlistment model approach is twofold. The Army has greatly increased its use of reenlistment bonuses since FY 2004, and we begin by providing an in-depth history of the many changes in its reenlistment bonus program during this decade. We follow this with two independent analyses of the effect of bonuses on Army reenlistment. As we show, the results from the models are consistent, lending credence to the robustness of the estimates. One approach is extended to the Navy, the Marine Corps, and the Air Force, to obtain estimates of the effect of bonuses on reenlistment for all services. We also estimate an enlistment model for the Navy. The estimated models are used to address questions about the cost-effectiveness of bonuses and their effects in offsetting other factors that might adversely affect recruiting and retention, such as changes in the civilian economy and frequent deployments"--P. iii.

The goals of this effort were to develop and test a conceptual model of the career continuance process, and to identify, implement, and evaluate promising interventions that encourage Army reenlistment among first-term Soldiers. To achieve these broad objectives, this report reviews past and ongoing interventions that support, either directly or indirectly, Army enlisted Soldier retention efforts. The review is based on a number of sources, including a literature search, interviews and focus groups with Army personnel, and anecdotal reports from subject matter experts. We also review the limited amount of research available that has evaluated the impact of Army initiatives on reenlistment decisions and related attitudes. The majority of initiatives discussed in this paper have not been formally evaluated, and the evaluations that do exist need updating. While this information adds to our knowledge about Army initiatives, more research is necessary. The Army would benefit from more recent research assessing whether relationships exist between use of specific Army programs or incentives and reenlistment intentions/decisions.

It identifies successes such as increased number of six-year enlistment and reenlistment terms, improved soldier quality, increased commitment of man-years of service, improvement in the length of time soldiers serve toward their obligation, and decreased attrition rate. The paper also makes recommendations to help ensure the bonus programs proceed to evolve so they will continue be effective tools for assisting the Army Reserve recruit and retain high quality soldiers to fill its units.
