Book excerpt: Understanding the factors that influence a community college governing board to increase its engagement in accountability for student success was the purpose of this grounded theory case study. A further aim was to develop a model that described how these factors interact. A highly engaged community college governing board, as defined by a focus, perspective, infrastructure, and behavior that identified student success as a priority, was selected and studied to learn what were the principle influences on their engagement in student success. Eight factors were identified initially that influenced the governing board's interest in student success: Board Characteristics, Changing External Context, Achieving the Dream, Board Roles and Responsibilities, Board Culture, College Role and Purpose, Changing Internal Context, and Student Success. Another factor, Administrative Leadership, also influenced the governing board's engagement and was added to the final model. Two models emerged from the data: a six factor model that describes how a board becomes engaged in student success and a model incorporating all eight influences that describes governing with a student success agenda already in place. Key findings included the importance of an external emphasis on improving student outcomes at the state and national level; the need for board education on their fiduciary responsibility for ensuring academic quality; and the value of an outside change agent. In this case study, Achieving the Dream: Community Colleges Count, served as the catalyst for change in the governing board's engagement in student success. The Achieving the Dream Board of Trustees Institute, which educated board members about their roles and responsibilities related to student success, shifted board members' perspectives and understanding and began the board's interest in governing with student success as a priority.

Taxpayer resistance is a reality. Workforce training programs will compete with transfer curricula for resources. Increasing numbers of poorly prepared students will require remediation. For-profit institutions will compete for students. Employee unions will press for better salaries and benefits and meaning participation in governance. Special interest groups will continue electing advocates to governing boards. P-19 initiatives will require close collaboration with public schools. In the meantime, rogue trustees will try the patience of everyone. Traditional governance models will not suffice in this demanding arena. Governance structures that are more collegial, flexible, and inclusive will be essential in the future as community colleges evolve to meet the needs of an increasingly complex and diverse society. Today, all colleges are under intense pressure to improve student success rates. Using qualitative methodology, this grounded theory case study analyzed the expanding role of community college trustees in a college that has transformed to embrace student success. This study examined the expanding role of trustees through their eyes and the eyes of senior administrators. Their perceptions culminated into eight major themes: Achieving the Dream, Board of Trustees Institute, student success, data, leadership, partnership, trust, and vision. Two other themes of note developed: outcomes-based funding and the influence of Dr. Byron McClenney. Time expenditure on trustee duties and professional development concluded the findings. Conclusions drawn reveal that a transformational culture change from an emphasis solely on student access, to one of access plus student success began with the Board. Trustees developed an expanded skill set of awareness and acuity regarding student success data in order to interpret and use data effectively, resulting in an increased amount of time spent on Board duties and training. The Board now makes data driven decisions that have transformed fiscal policy to reflect the student success agenda. The primary focus of the Board is on how their actions affect student success rather than only on enrollment numbers and budgets. Through this process, the Trustees and Chancellor have developed a genuine and open partnership that extends to senior administrators. The Trustees continue to observe the boundaries of their policy-making roles as they ask the right questions without getting into day-to-day operations of the college. Because of limited research on community college trustees and student success, this study adds to available literature and may provide value to trustees, presidents, and chancellors who are changing their institutional culture to one focusing on student success. Conclusions drawn from the study may be used to enhance the education of trustees on their expanded role. The findings may also serve as a guide in helping trustees understand how to prioritize student success without stepping over the line into daily college operations.

Book excerpt: Inherent to college governance in many community colleges throughout the nation is the expectation that a collegial or participatory model of decision-making is the appropriate mode of governance. This type of model structures an organization to allow the opportunity for all constituencies to participate in decision-making. Some states, such as California, have mandated a participatory decision-making process, commonly referred to as “shared governance” (AB1725) while others operate in a similar manner but not by legislative mandate. Regardless of the model of decision-making used to govern community colleges, most states are being asked to address educational accountability with regard to student performance outcomes. States, such as Florida, have reorganized their entire educational governance structure (SB1162) in an attempt to increase student success. This case study provides an in-depth look at how internal structures of participatory decision-making respond to external requirements for accountability. The underlying premise for this study is that the decision-making process employed by a community college system at the state and local level significantly impacts any attempt to achieve accountability. The study examined two community college systems at the system (state) and college (local) level: California and Florida. Four research questions guided data collection with an additional sub-research question regarding how perceptions differed at the system and college level. A total of 29 respondents, at both the system and college levels, participated revealing meaningful insights about shared decision-making, accountability, student performance outcomes, performance-based funding and leadership. The findings of this study revealed that 1) whether mandated or not, participatory decision making results in a higher degree of commitment by all constituencies, 2) commitment while not guaranteeing success increases the likelihood of an initiative such as performance based funding improving student performance, 3) an emphasis on accountability shifts the focus to student success and removes barriers to completion, 4) community colleges continue to be under-funded while expected to provide services to meet growth and diversity demands and, 5) leadership is key to the success of any participatory decision-making initiative. This study suggests that additional research is needed to investigate implications of leadership and external influences.

This three-phase, qual3̐ qual3̐ quan mixed methods study of community college governing board effectiveness explores how trustees envision, evaluate, and cultivate board effectiveness, and how trustee development efforts relate to student outcomes. Phase one, a content analysis of governing board evaluation reports, found that boards practice board skillship to fulfill internal and external institutional responsibilities through communication and delegation. Phase two, qualitative interviews with current and former trustees, indicated that effective trustees embrace their authority and practice humility, while effective boards cultivate a culture of accountability and provide support for their institutions and students. Trustee development opportunities are largely content-focused and individually conducted, while board development opportunities are process- and relationship-focused, but less widely available. In phase three, despite trustees' apparently sincere commitment to students' success, preliminary quantitative analyses showed no relationship between completing a trustee development certification program and improved student outcomes. This study has initiated a long-overdue exploration of community college governing board effectiveness, and this area of community college leadership research is ripe for further exploration of how boards can best support students' success.
