This study makes use of a qualitative case study design that includes the following sources: interviews of school personnel, review of archival documents and teacher surveys, and observations of the implementation process. The investigation answers five research questions: What strategies and processes are used by these schools in Michigan to build research-supported multidimensional teacher evaluation systems based on Charlotte Danielson's Framework for Teaching? How are schools addressing each of Danielson's four domains of teacher practice? What resources are utilized to implement a multidimensional teacher evaluation system? What challenges do schools face in implementing a multidimensional teacher evaluation system and how are they addressed? What evidences exist that the teacher evaluation system is resulting in positive educational outcomes? National and state reports acknowledge that there are few comprehensive models that exist in meeting Michigan's mandate to build a rigorous, transparent, and fair performance evaluation system. This research study addresses the need to identify and describe promising practices so that it will assist state policy makers, local districts, and individual schools to assess their current evaluation practices in order to determine possible strategies for improvement. These alternative growth measures use two primary approaches: (1) value-added models (VAMs) applied to end-of-course and commercial assessments; and (2) student learning objectives (SLOs) selected by teachers with the approval of their principals. Information is limited, however, on how these alternative growth measures can be used to evaluate teachers and on their costs and benefits. REL Mid-Atlantic sought to develop new information by conducting case studies to examine the implementation experiences of eight districts that were early adopters of alternative measures of student growth. District administrators, principals, teachers, and teachers' union representatives were interviewed for the study. The study found that alternative growth measures have been used for many purposes other than teacher evaluation, but SLOs are unique in their use to adapt and improve instruction. Although the alternative measures show a wider range of teacher performance relative to previous evaluation systems without measures of student growth, evidence on the reliability and validity of alternative measures--especially SLOs--is limited. Districts implementing SLOs most often reported increased collaboration as a benefit, while alternative assessment-based VAMs were perceived as fairer than SLOs for making comparisons among teachers. Both types of alternative growth measures come with costs and implementation challenges. SLOs are substantially more labor-intensive relative to alternative-assessment based VAMs. More research is needed on the statistical properties of the alternative measures, the approaches districts are taking to offset implementation costs, and innovative solutions to overcome implementation challenges. This paper offers policymakers and practitioners important "lessons learned" from TAP: The System for Teacher and Student Advancement. The TAP system is a comprehensive strategy to boost teacher effectiveness through opportunities for career advancement, professional growth, performance evaluation, and competitive compensation. TAP represents the longest sustained and most successful effort to radically transform teacher evaluation using multiple measures, including student achievement gains, in the United States today. Since its inception in 2000-2001, the TAP system has grown to serve over 10,000 teachers and 100,000 students across the country, and it will expand to reach twice that many teachers and students by the 2011-2012 school year. TAP uses a comprehensive approach to teacher evaluation which considers multiple measures of performance including student achievement gains in addition to teachers' instructional practices. Recent analyses have shown that TAP's evaluation system produces much more valid performance ratings than do traditional teacher evaluations.
