While the role of mangroves is fully recognized in all countries' climate-change and environmental policies, only three (Indonesia, Malaysia and Philippines) explicitly referred to blue carbon terminology in their policies and established a national agency responsible for the development of a blue carbon strategy.The challenges associated with incorporating and implementing blue carbon into the NDCs of these 13 countries include a lack of data and standard methodology; weak technical capacity; a lack of coordination between government agencies and sectors; overlapping mandates and inconsistent policies; the increasing degradation of coastal wetland ecosystems; as well as funding constraints for developing and implementing policies and practices in programs focusing on the conservation of blue carbon ecosystems.Nevertheless, opportunities exist as stakeholders increase their understanding and awareness of blue carbon's role and importance at an international, national and sub-national level.The factors that can help stakeholders to seize these opportunities and contribute to the restoration of blue ecosystems include more policy and technical guidance for blue carbon management and reporting; further capacity enhancement; and improved coordination and information sharing among the relevant actors.

Book excerpt: To achieve goals for climate and economic growth, "negative emissions technologies" (NETs) that remove and sequester carbon dioxide from the air will need to play a significant role in mitigating climate change. Unlike carbon capture and storage technologies that remove carbon dioxide emissions directly from large point sources such as coal power plants, NETs remove carbon dioxide directly from the atmosphere or enhance natural carbon sinks. Storing the carbon dioxide from NETs has the same impact on the atmosphere and climate as simultaneously preventing an equal amount of carbon dioxide from being emitted. Recent analyses found that deploying NETs may be less expensive and less disruptive than reducing some emissions, such as a substantial portion of agricultural and land-use emissions and some transportation emissions. In 2015, the National Academies published Climate Intervention: Carbon Dioxide Removal and Reliable Sequestration, which described and initially assessed NETs and sequestration technologies. This report acknowledged the relative paucity of research on NETs and recommended development of a research agenda that covers all aspects of NETs from fundamental science to full-scale deployment. To address this need, Negative Emissions Technologies and Reliable Sequestration: A Research Agenda assesses the benefits, risks, and "sustainable scale potential" for NETs and sequestration. This report also defines the essential components of a research and development program, including its estimated costs and potential impact.

China's Nationally Determined Contributions (NDCs) are to peak carbon dioxide emissions by 2030 and achieve the carbon neutrality target by 2060. To monitor the achievements of the NDCs, establishing an annual-based accounting mechanism is necessary to record the stocks of Carbon in China, especially for Blue Carbon. The authors aim to design China's first national-scale Blue Carbon accounting system. This accounting system combines the accounting subjects of physical and monetary asset accounting and relevant indicators for investors. This paper also presents the first Blue Carbon physical and monetary asset accounting for mangroves, salt marshes, and seagrasses. Furthermore, applying a set of accounts for monetary asset accounting and restoration cost accounting within this accounting system indicates that mangroves are the most cost-effective type of ecosystem, even compared to terrestrial forests. Applying this accounting system will help policymakers regularly monitor a country's national Blue Carbon inventory, formulate Blue Carbon policies to increase Blue Carbon sinks in a targeted manner, and monitor the implementation of NDCs.
