Book excerpt: In this paper, we explore how different norms around property rights affect the empowerment of women of different social positions over the life cycle. We first review the conceptual foundations of property, empowerment, and intersectionality, and then present the methodology and empirical findings from ethnographic field work in Nepal. Going beyond formal ownership of property, we look at changes in property rights over personal and joint property at different stages of women’s lives. Finally, the paper makes recommendations for how research and development projects, especially in South Asia, can avoid misinterpreting asset and empowerment data by incorporating nuance around the concepts of property rights over the household life cycle

Book excerpt: OBJECTIVES: Increased capacity of the Ministry Depts. and village units to plan, implement, monitor and evaluate programmes providing skill training to rural women; programmes expanded and permanently established in targeted government depts. FINDINGS: The project has contributed to the government programme to train rural women in skills for income generating activities. Mechanisms have been established for in-service training, income generating training and support to the target group. Members of the coordinating committees at government and village levels have been identified and have undergone intensive skill training. New methods and structures have been established at all levels using existing government frameworks and resources which has helped to ensure the sustainability of the activities. Flexibility in adjusting methods to experience in the field has greatly improved staff efficiency and coordination. Continuous data flow ensures that results and constraints are addressed at all levels. A Revolving Loan Fund has been set up and is working satisfactorily. Repayments are expected on time and in full. The credit scheme is regularly adjusted to suit borrower's needs. Impact assessment difficult because of lack of socio-economic data. RECOMMENDS: A socio-economic survey of the population in the target villages be carried out before further expansion or replication of project activities. The planned impact study should include a comparative analysis. Economic criteria should be established for selecting loan beneficiaries to ensure they do not include unemployed women with higher education. The government should make use of the project's approach to expand and replicate the project as long as it stays committed to reaching the main target group of low-income women, takes into account the recommendations of the evaluation mission and provides resources for the Revolving Funds for women beneficiaries. LESSONS LEARNED: A pre-project socio-economic study of the village women is essential for measuring the eventual impact of the project on the beneficiaries.

This book was released on 2021-06-07 with total page 276 pages. Available in PDF, EPUB and Kindle. Book excerpt: This book analyzes contemporary issues in governance, policy management, and policy performance both at the central and local levels in Bangladesh, Nepal, and Sri Lanka. The focus is on some central social issues such as empowerment, the inclusion of minorities, institutional trust, policy implementation, and local service delivery. Although these three countries have recently opted for democratic governance, the journey to establish and consolidate democracy as well as enhance governance capacity have been painful and filled with challenges. The chapters in this volume are country specific studies based on empirical data both quantitative and qualitative collected for several years and presented in readable prose. This does not, however, rule out the general applicability of the findings to other contexts within and beyond the borders of these countries. Despite huge differences in South Asia, the policy and governance issues and challenges that are explored, highlighted, and analyzed also have commonalities with other South Asian countries.

Available in PDF, EPUB and Kindle. Book excerpt: This book investigates the barriers to women’s economic empowerment in the Global South. Drawing on evidence from a wide range of countries, the book outlines important lessons and practical solutions for promoting gender equality. Despite global progress in closing gender gaps in education and health, women’s economic empowerment has lagged behind, with little evidence that economic growth promotes gender equality. International Development Research Centre’s (IDRC) Growth and Economic Opportunities for Women (GrOW) programme was set up to provide policy lessons, insights, and concrete solutions that could lead to advances in gender equality, particularly on the role of institutions and macroeconomic growth, barriers to labour market access for women, and the impact of women’s care responsibilities. This book showcases rigorous and multi-disciplinary research emerging from this ground-breaking programme, covering topics such as the school-to-work transition, child marriage, unpaid domestic work and childcare, labour market segregation, and the power of social and cultural norms that prevent women from fully participating in better paid sectors of the economy. With a range of rich case studies from Burkina Faso, Democratic Republic of the Congo, Ethiopia, Ghana, India, Kenya, Nepal, Rwanda, Sri Lanka, Tanzania, and Uganda, this book is perfect for students, researchers, practitioners, and policymakers working on women’s economic empowerment and gender equality in the Global South.

It examines gender concerns in the spheres of food security, agriculture, energy, water, fisheries and forestry, and identifies strategic entry points for policy interventions. Based on a grounded study of the reality in the Asia-Pacific region, this report puts together good practices and policy lessons that could be capitalized by policymakers to advance the agenda of sustainable development in Asia and the Pacific.
