Many analysts see an unexpected character in the conflict and expect negative reverberations and a long-lasting period of turbulence and uncertainty, the de-legitimation of international institutions and a declining role for global norms and rules. Did these events bring substantial correctives and modifications to the extant conceptualization of International Relations? Does the conflict significantly alter previous assumptions and foster a new academic vocabulary, or, does it confirm the validity of well-established schools of thought in international relations? Has the crisis in Ukraine confirmed the vitality and academic vigour of conventional concepts? These questions are the starting points for this book covering conceptualisations from rationalist to reflectivist, and from quantitative to qualitative. Most contributors agree that many of the old concepts, such as multi-polarity, spheres of influence, sovereignty, or even containment, are still cognitively valid, yet believe the eruption of the crisis means that they are now used in different contexts and thus infused with different meanings. It is these multiple, conceptual languages that the volume puts at the centre of its analysis. Book excerpt: This book focuses on the problems of, and prospects for, strengthening the global system of security governance in a manner consistent with the aspirations and practices of the EU. The EU approach to security governance has been successful in its immediate neighbourhood: it has successfully exported its preferred norms and principles to applicant countries, thereby 'pacifying' its immediate neighbourhood and making all of Europe more secure. The EU governance orientation ultimately seeks to enlarge the European security community and expand the geopolitical area within which armed conflicts are inconceivable, and where state and private actors converge around a set of norms and rules of behaviour and engagement. The EU's success along its immediate boundaries has not yet been replicated on a global scale; it remains an open question whether the EU system of governance can be exported globally, owing to different normative structures (for example, a tolerance of armed conflict or non-democratic governance internally), great-power competition (such as US--China), or ongoing processes of securitization that has made it difficult to find a commonly accepted definition of security. Moreover, the EU system of security governance clashes with the continuing unwillingness of other major powers to cede or pool sovereignty as well as varying preferences for unilateral as opposed to multilateral forms of statecraft. This edited volume addresses both the practical and political aspects of security governance and the barriers to the globalization of the EU system of security governance, particularly in the multipolar post-Cold War era. This book will be of great interest to students of security governance, EU politics, European Security and IR in general. Since the end of the Cold War, there has been an increased focus on regions as a relevant realm for security, with actors within regional contexts identifying a significant degree of interdependency between one another. As a consequence, international security has taken on a distinct regionally institutionalised character, as seen by the increase in calls for greater utilisation of ‘Chapter VIII: Regional Arrangements’ of the UN, in order to create a devolved UN-led system of global security management. However, the idea of a system of global security management is a remote prospect, because divergence seems to be as important as commonality in terms of regional security. In light of the above, Regional Organisations and Security analyses the primary ROs that are active in Africa, Asia, Eurasia, the Middle East and South America. The findings of individual case studies are compiled to highlight disparities and similarities in how security is seen, prioritised, understood, practised, managed and implemented across regions. On this basis, the authors reach conclusions about whether we live in an increasingly globalised or regionally distinct world, and go on to assess the prospects for a globalised system of security management and consider how this might be developed and organised.
