Book excerpt: Globalization has given rise to new meanings of citizenship. Just as they are tied together by global production, trade and finance, citizens in every nation are linked by the institutions of global governance, bringing new dynamics of inclusion and exclusion. For some, globalization provides a sense of solidarity that inspires them to join transnational movements to claim rights from global authorities; for others, globalization has meant greater exposure to the power of global corporations, bureaucracies and scientific experts, thus adding new layers of exclusion to already fragile meanings of citizenship. Globalizing Citizens presents expert analysis from cities and villages in India, South Africa, Nigeria, the Philippines, Kenya, the Gambia and Brazil to explore how forms of global authority shape and build new meanings and practices of citizenship, across local, national and global arenas.

Book excerpt: Based on more than 30 case studies in eight different countries, this book explores the governance dynamics of local social innovations in the field of poverty reduction. The diverse team of contributors reflects on the trajectory of social innovation in European governance. They illustrate how different governance dynamics and welfare mixes enable or hinder poverty reduction strategies and analyse how such dynamics involve a diversity of actors, instruments and resources at different spatial scales. The contributions are based on research motivated by the standstill in the fight against poverty in Europe and the anxiety that conventional macro-social policies are insufficient to deal with the current challenges.

Available in PDF, EPUB and Kindle. Book excerpt: This book provides a conceptual framework for understanding the inclusive city. It clarifies the concept, dimensions and tensions of social and economic inclusion and outlines different forms of exclusion to which inclusion may be an antidote. The authors argue that as inclusion involves a range of inter-group and intragroup tensions, the unifying role of local government is crucial in making inclusion a reality for all, as is also the adoption of an inclusive and collaborative governance style. The book emphasizes the need to shift from citizens’ rights to value creation, thus building a connection with urban economic development. It demonstrates that inclusion is an opportunity to widen the local resource base, create collaborative synergies, and improve conditions for entrepreneurship, which are conducive to the creation of shared urban prosperity.

Book excerpt: Overcoming Political Exclusion identifies hurdles preventing marginalized people from taking an active part in customary and democratic decision-making. The publication describes how marginalized groups—including people from religious, ethnic, and linguistic minorities; people facing caste-based discrimination; people with disabilities; young peop≤ indigenous peoples; people from remote geographical locations; and people discriminated against on the basis of their sexual orientation—have worked to overcome barriers to their participation in governance. Based on a 38 case studies written by activists from different parts of the world, the study identifies strategies that reflect how marginalized people have managed the transition from political exclusion to inclusion both in customary and democratic politics.

Available in PDF, EPUB and Kindle. Book excerpt: Toronto prides itself on being “the world’s most diverse city,” and its officials seek to support this diversity through programs and policies designed to promote social inclusion. Yet this progressive vision of law often falls short in practice, limited by problems inherent in the political culture itself. In Everyday Law on the Street, Mariana Valverde brings to light the often unexpected ways that the development and implementation of policies shape everyday urban life. Drawing on four years spent participating in council hearings and civic association meetings and shadowing housing inspectors and law enforcement officials as they went about their day-to-day work, Valverde reveals a telling transformation between law on the books and law on the streets. She finds, for example, that some of the democratic governing mechanisms generally applauded—public meetings, for instance—actually create disadvantages for marginalized groups, whose members are less likely to attend or articulate their concerns. As a result, both officials and citizens fail to see problems outside the point of view of their own needs and neighborhood. Taking issue with Jane Jacobs and many others, Valverde ultimately argues that Toronto and other diverse cities must reevaluate their allegiance to strictly local solutions. If urban diversity is to be truly inclusive—of tenants as well as homeowners, and recent immigrants as well as longtime residents—cities must move beyond micro-local planning and embrace a more expansive, citywide approach to planning and regulation.
