Book excerpt: This timely book addresses the need for further measures to reduce greenhouse gas emissions in the European Union, arguing that the EU Emissions Trading Scheme does not offer sufficient incentives for the carbon-intensive materials sector. It highlights the challenge that emissions from industries such as iron and steel, cement and aluminium, amongst others, pose to the EU’s commitment to significantly cut emissions by 2030.

Book excerpt: This book integrates the theory and practice of carbon trading at home and abroad, focusing on major theoretical and practical issues of establishing an emissions trading scheme (ETS) in China during its transition to a low-carbon economy. First, a theoretical analysis of the relationship between the transformation of the low-carbon economy and ETS is presented. Second, policy design, institutional evolution, market operation and practical effects of the major global ETSs are systematically compared. Third, the theoretical basis, key points, modelling methods, computational simulation, policy options and operational steps for key institutional and designing of policy elements in China's ETS are analyzed individually. Finally, policy recommendations for the top-level design of China's ETS are proposed.

Book excerpt: Addressing the poverty and distributional impacts of carbon pricing reforms is critical for the success of ambitious actions in the fight against climate change. This paper uses a simple framework to systematically review the channels through which carbon pricing can potentially affect poverty and inequality. It finds that the channels differ in important ways along several dimensions. The paper also identifies several key gaps in the current literature and discusses some considerations on how policy designs could take into account the attributes of the channels in mitigating the impacts of carbon pricing reforms on households.

Book excerpt: Personal carbon trading is rapidly moving up the political agenda as recognition grows of its potential to address urgent issues of climate change and natural resource use. Under personal carbon trading schemes a carbon allowance would be allocated to each individual, to be used and traded in the same way as in national and international carbon trading schemes. This volume presents the latest research on personal carbon trading at different scales - from the effects on the individual, communities and organisations, to its place in national, EU (including the EU ETS) and global policy landscapes. It presents key research on the economic and policy barriers and implications, and will be essential reading for anyone involved in emissions trading research or policymaking.

Available in PDF, EPUB and Kindle. Book excerpt: The likely economic effects of climate change and the cost of action to avert it are important public policy issues, but according to the editors (both of the Global Development and Environment Institute, Tufts U.), they also raise fundamental questions about economic analysis and move issues of environmental policy from the microeconomic to the macroeconomic level. They therefore present 13 papers addressing the connections between climate change and macroeconomics. Opening chapters address fundamental issues of the likely global economic impact of climate change, the debate over the economics of climate change as presented in a special 2006 issue of the Stern Review that was commissioned by the government of the UK, the place of the climate change debate in the context of broader issues of equitable and sustainable development, and a proposed system for allocating carbon emissions reduction requirements. The next four chapters present macroeconomic theory perspectives that address issues of energy productivity, labor productivity, sustainable development, consumption, and investment. Remaining contributions explore policy options, including the new European emissions trading scheme.

Available in PDF, EPUB and Kindle. Book excerpt: This book describes how local consumption, particularly in urban areas, is increasingly met by global supply chains. These supply chains often extend over large geographical distances and have greater global environmental impacts, contributing to pollution, climate change, water scarcity, and deforestation. As consumption is increasingly met by globalized supply chains, causing social, economic, and environmental impacts elsewhere, consumption decisions can unknowingly contribute and reinforce global inequality and exploitation. To account for the impacts of consumption and distribution of wealth we need to analyze global supply and value chains. In this volume, the authors provide an overview of key methods of analysis, including Multi-Regional Input-Output analysis and Life Cycle Assessment. Subsequent chapters connect local consumption to the global consequences of different environmental issues, such as water and land use and stress, greenhouse gases emissions, and other forms of air pollution. Each issue is addressed in an individual chapter, including case studies from China, U.S. and UK. The book will be key reading for students taking courses in environmental sciences, sustainability sciences, ecological economies, and geography.

This book was released on 2023-11-03 with total page 343 pages. Available in PDF, EPUB and Kindle. Book excerpt: China’s national carbon market, the world’s largest emissions trading scheme (ETS), kicked off its first online trade recently. This can be called a milestone for the country towards the nation’s goals of having CO2 emissions peak before 2030 and achieving carbon neutrality by 2060. China’s national ETS initially covers the power sector, before being expanded to a much broader set of energy-intensive industries. On one hand, the electricity sector, the largest carbon-emitting industry, is responsible for about 40% of China’s emissions, and it has great significance to response to global climate change. On the other hand, the effectiveness of China’s ETS will rest on how well it is coordinated with power market regulations and policies. In this regard, the deepening of reform, as well as the advanced technology and its applications in the electricity market will add new challenges and opportunities to electricity trade, which, in turn, influences national ETS. Therefore, this brings urgency to accurately capture the dynamic interactions between national ETS and electricity market to transform carbon trading into a practical and effective way to decarbonize the power sector.

Available in PDF, EPUB and Kindle. Book excerpt: This open access book evaluates, from an economic perspective, various measures introduced in Japan to prevent climate change. Although various countries have implemented such policies in response to the pressing issue of climate change, the effectiveness of those programs has not been sufficiently compared. In particular, policy evaluations in the Asian region are far behind those in North America and Europe due to data limitations and political reasons. The first part of the book summarizes measures in different sectors in Japan to prevent climate change, such as emissions trading and carbon tax, and assesses their impact. The second part shows how those policies have changed the behavior of firms and households. In addition, it presents macro-economic simulations that consider the potential of renewable energy. Lastly, based on these comprehensive assessments, it compares the effectiveness of measures to prevent climate change in Japan and Western countries. Providing valuable insights, this book will appeal to both academic researchers and policymakers seeking cost-effective measures against climate change.

Available in PDF, EPUB and Kindle. Book excerpt: This book systematically introduces readers to the framework of China’s ETS pilots, exploring their design and operating process, the current state of the carbon market, and various barriers encountered. To do so, it deconstructs the Guangdong ETS, which is the largest and most representative of China’s seven ETS pilots. The book subsequently describes and evaluates all seven pilots in terms of their efficiency, macro and micro effects, the method involved in the DEA model, the CGE model, and cost-benefit analysis. In turn, in the assessment section it demonstrates how some ETS pilots have failed to control carbon emissions due to inordinately high emissions quotas issued by the local government etc. Further, it argues that ETS should focus on those industries with large emissions and high mitigating potential for the time being, and then gradually expand the scale of its coverage. As China’s national ETS is slated for launch on the basis of the lessons learned from the ETS pilots, the book offers a timely and valuable resource for all those who want to understand and forecast the development of China’s ETS. It includes a wealth of descriptions and explanations of Chinese government policies involving carbon emissions control, making it a unique resource.

Available in PDF, EPUB and Kindle. Book excerpt: This book adds a whole new dimension to the editors’ previous work on the social, economic, and environmental effects of global trade. For the first time it brings all three pillars of sustainability together into one coherent multiregional input–output (MRIO) framework. It shows the power of MRIO analysis to illuminate the local and global interdependencies of economic, environmental, and social systems and the benefits to be gained through analysing all three together. Change one thing and everything else changes. With chapters from around 60 researchers across 34 countries, this book illustrates the effect of natural resources and government policy settings 1990–2015 on the balancing act that was—and is—global trade. It provides a holistic systems’ view of how supply chains work, revealing how easily they can become fragmented and out of kilter. And within all the chaos of COVID-19 it shows how MRIO is the one tool that can help rebuild a post-pandemic global economy into a fairer, safer world.

Book excerpt: Why the traditional “pledge and review” climate agreements have failed, and how carbon pricing, based on trust and reciprocity, could succeed. After twenty-five years of failure, climate negotiations continue to use a “pledge and review” approach: countries pledge (almost anything), subject to (unenforced) review. This approach ignores everything we know about human cooperation. In this book, leading economists describe an alternate model for climate agreements, drawing on the work of the late Nobel laureate Elinor Ostrom and others. They show that a “common commitment” scheme is more effective than an “individual commitment” scheme; the latter depends on altruism while the former involves reciprocity (“we will if you will”). The contributors propose that global carbon pricing is the best candidate for a reciprocal common commitment in climate negotiations. Each country would commit to placing charges on carbon emissions sufficient to match an agreed global price formula. The contributors show that carbon pricing would facilitate negotiations and enforcement, improve efficiency and flexibility, and make other climate policies more effective. Additionally, they analyze the failings of the 2015 Paris climate conference. Contributors Richard N. Cooper, Peter Cramton, Ottmar Edenhofer, Christian Gollier, Éloi Laurent, David JC MacKay, William Nordhaus, Axel Ockenfels, Joseph E. Stiglitz, Steven Stoft, Jean Tirole, Martin L. Weitzman
