Book excerpt: This book presents the first detailed analysis of the federal payroll tax and its effect on wage earners, employers, and the economy as a whole. The author puts to rest the "insurance" analogy and subjects the tax to a series of criticisms based on the judgment that tax rates on personal income should be based on ability to pay. His analysis shows that both halves of the tax - including the half nominally paid by employers - actually come out of employees' earnings. Moreover, the tax is regressive, since it takes a bigger bite from low than from high incomes and offsets the progressiveness of the personal income tax over a wide range. To correct these inequities, the author suggests alternative ways of financing the social security system without curtailing its benefits - preferably by phasing out the payroll tax and letting the income tax cover the cost of this essential social program.

Book excerpt: Recent academic research on tax incidence has shifted from an emphasis on static and annual perspectives to examinations of dynamic and lifetime issues. Meanwhile, policy economists are forced to rely on annual data and hence annual analyses. The purpose of this paper is to discuss the nature and analysis of lifetime tax incidence, and to compare and contrast this lifetime perspective with the more familiar annual perspective. In our comparison, we find that (1) the lifetime perspective requires much more data over longer periods of time, because results depends critically on the whole shape of the lifetime earnings profile, (2) individuals classified by annual income decile are often reclassified into very different lifetime income deciles, (3) the personal income tax and corporate income tax appear less progressive on a lifetime basis, while consumption taxes appear less regressive on a lifetime basis, and (4) despite the different approaches and the different reasons underlying the incidence of each particular tax, the lifetime incidence of the entire U.S. tax system is strikingly similar to the annual incidence.

This is the first study attempting an in-depth comparison of these labor policy instruments between Canada and Latin America. The useful juxtaposition of Canadian and Latin American experiences comes at a time when the trend in Canada is to back away from the perhaps overly generous or ineffectively administered elements of the labor legislation/social security net and when Latin American countries have undertaken significant reforms of their past systems but require further changes to move toward the sorts of legislation and support systems that characterize developed countries.
