Book excerpt: This paper investigates the impact of financial incentive programs, which have become an increasingly common component of welfare programs. We review experimental evidence from several such programs. Financial incentive programs appear to increase work and raise income (lower poverty), but cost somewhat more than alternative welfare programs. In particular, windfall beneficiaries -- those who would have been working anyway -- can raise costs by participating in the program. Several existing programs limit this effect by targeting long-term welfare recipients or by limiting benefits to full-time workers. At the same time, because financial incentive programs transfer support to working low-income families, the increase in costs due to windfall beneficiaries makes these programs more effective at alleviating poverty and raising incomes. Evidence also indicates that combining financial incentive programs with job search and job support services can increase both employment and income gains. Non-experimental evidence from the Earned Income Tax Credit (EITC) and from state Temporary Assistance to Needy Families (TANF) programs with enhanced earnings disregards also suggests that these programs increase employment, and this evidence is consistent with the experimental evidence on the impact of financial incentive programs.

The New World of Welfare is an attempt to frame the policy debate for reauthorization, and to inform the policy discussion among the states and at the federal level, especially by drawing lessons from research on the effects of welfare reform. In the book, a diverse set of welfare experts—liberal and conservative, academic and nonacademic—engage in rigorous debate on topics ranging from work experience programs, to job availability, to child well-being, to family formation. In order to provide a comprehensive overview of the current state of research on welfare reform, the contributors cover subjects including work and wages, effects of reform on family income and poverty, the politics of conservative welfare reform, sanctions and time limits, financial work incentives for low-wage earners, the use of medicaid and food stamps, welfare-to-work, child support, child care, and welfare reform and immigration. The program -- known as the Self-Sufficiency Project (SSP) -- provides a supplement equal to one-half of the difference between a target earnings level and a participant's actual earnings. The SSP supplement is similar to a negative income tax with two important differences: (1) eligibility is limited to long-term welfare recipients who find a full-time job; and (2) the payment depends on individual earnings rather than family income. Our evaluation is based on a classical randomized design: one half of a group of single parents who had been on welfare for over a year were eligible to receive the SSP supplement, while the other half were assigned to a control group. Results for an early cohort of SSP participants and controls suggest that the financial incentives of the Self-Sufficiency Program increase labor market attachment and reduce welfare participation.

GAO found that: (1) state welfare-to-work experiments and current federal welfare reform proposals both include work programs for welfare recipients, stricter requirements for participation in work programs and child support enforcement, and increasing work incentives; (2) states are testing proposals, such as limiting the length of time a family can receive benefits, but their evaluations are not yet complete; (3) some states have evaluated features of welfare-to-work programs, such as providing a broad mix of employment services, that go beyond some of the current proposals; (4) although the states' experiences provide information regarding some current reform features, it is not possible to project the likely effects of the entire package of reform proposals; (5) the programs that consistently showed the best employment and welfare-related outcomes for participants combined many employment-related activities and support services with some form of participation mandate and had adequate funding to serve their clients; (6) it has been difficult to move welfare recipients to self-supporting employment; (7) only one fourth of participants were self-sufficient in being both employed and off welfare after 3 years in welfare-to-work programs; and (8) the approach of increasing both work incentives and access to employment has had mixed results among states that have attempted such actions.
