Yet many policymakers are concerned that continued receipt of such transfers may have unintended consequences, such as a reduction in labor supply when household income rises. We study this question by evaluating the impact of Pakistan’s Benazir Income Support Program(BISP), a cash transfer program targeted to poor, married women,on male and female labor supply. The BISP was implemented via a mechanism that reliedon a poverty score cutoff to determine eligibility, allowing for the identification of causal impacts using regression discontinuity. We find no impacts on household labor supply in the aggregate. When we break up estimates by gender, we find littleevidence of a changein female labor supply, strongevidence of increased male labor supply, and no evidence of changes to child labor. Hence, policy makers should not be concerned that BISP transfers negatively affect labor supply among recipients.

Book excerpt: The authors use the unique experimental design of the Food Support Program (Programa Apoyo Alimentario) to analyze in-kind and cash transfers in the poor rural areas of southern states of Mexico. They compare the impacts of monthly in-kind and cash transfers of equivalent value (mean share 11.5 percent of pre-program consumption) on household welfare as measured by food and total consumption, adult labor supply, and poverty. The results show that approximately two years later the transfer has a large and positive impact on total and food consumption. There are no differences in the size of the effect of transfer in cash versus transfers in-kind on consumption. The transfer, irrespective of type, does not affect overall participation in labor market activities but induces beneficiary households to switch their labor allocation from agricultural to nonagricultural activities. The analysis finds that the program leads to a significant reduction in poverty. Overall, the findings suggest that the Food Support Program intervention is able to relax the binding liquidity constraints faced by poor agricultural households, and thus increases both equity and efficiency.

More importantly, we find robust evidence that the transfer program causes the adults to move from self-employed non-farm work to wage-paying jobs. A likely mechanism is that the transfer program reduces the labor force participation of older people, and they help housework and childcare for younger adults to have wage-paying jobs.

Book excerpt: We study the impact of a nation-wide unconditional cash transfer program on labor supply in Iran. In 2011 the government started monthly deposits of cash into individual family accounts amounting to 29% of the median household income. We use panel data and fixed effects to study the causal effect of the cash transfers on labor supply using the exogenous variation in the intensity of treatment, which we define as the value of cash transfers relative to household income in the year before transfers. We also use a difference-in-differences methodology that relies on exogenous variation in the time households first started receiving transfers. With the exception of youth, who have weak ties to the labor market, we find no evidence that cash transfers reduced labor supply, while service sector workers appear to have increased their hours of work, perhaps because some used transfers to expand their business.

Book excerpt: Women’s control over decision-making within their family, particularly regarding the use of household income, can play an important and long-lasting role in shaping their well-being and that of their children. Cash transfer programs often target women in order to increase their control over household resources. Empirical evidence on the effectiveness of this approach is mixed and suggests the importance of local context. We present evidence on the effect of cash transfers on women’s control over decision-making in the MENA region, where little evidence is available and where cultural norms around women’s roles differ from more-studied regions. Using a regression discontinuity approach, we identify the impact of Egypt’s “Takaful” national cash transfer program on women’s control over decision-making and labor supply. Receiving cash transfers mostly reduced women’s reported ability to influence household decisions, particularly regarding child healthcare. The loss of control over decision-making was greater for women with less than primary education. Other effects of the program include a decline in women’s employment and an increase in men’s involvement in spheres of decision-making usually controlled by women. These results are robust to changes in model specification. We present suggestive evidence from mediation analysis that the negative effects on women’s control over decision-making was directly related to these declines in employment and increase in men’s involvement in female spheres. The negative findings are not wholly supported by complementary qualitative work in which women reported more positive perceptions of the program’s impacts.

Political economy considerations must also be part of the story.

A recurrent question, however, is whether transfers might affect individual participation in the labor market by generating disincentives to work. Therefore, this paper aims to answer the following question: Does Brazil's Bolsa Familia conditional cash transfer program discourage individuals from working, or at least from searching for a job? This study estimates the effects of Bolsa Familia on labor force participation and weekly hours worked using a fixed effects approach applied to a census tract-level panel data set based on the Brazilian National Household Survey (PNAD) from 2001 to 2009. The results show that, in general, participation in Bolsa Familia increases labor supply on the extensive margin, but also marginally reduces labor supply on the intensive margin. It has a positive impact on both employment and unemployment rates. The results also suggest an increase in informal employment at the expense of formal sector employment. In conclusion, the estimates suggest that the cash transfers do not introduce disincentives to work.

The federal government finances its spending through labor taxes, including taxes on income, payroll, and consumption-taxes that generate significant disincentives for employment. In Taxes, Transfers, and Labor Supply: An International Perspective, Richard Rogerson contends that the unintended consequences of increased labor taxes would be too large for policymakers to ignore. Rogerson compares fifty years of time series data from the United States and fourteen other OECD countries. He finds that a 10 percentage point increase in the tax rate on labor leads to a 10 to 15 percent decrease in hours of work. Even a 5 percent decrease in hours worked would mean a decline in labor market productivity equating to a serious recession. But, whereas recessions are temporary, changes in government spending patterns have permanent repercussions. Although government spending provides citizens with many important benefits, these benefits must be weighed against the disincentivizing effects of increased labor taxes. Policymakers who fail to account for this decrease in labor productivity risk expanding government programs beyond the economy's ability to support them.

Through a randomized controlled trial, we evaluate the impact of a conditional cash transfer (CCT) program to low-income families with dependent children on household members' labor supply. Recipients are required to attend labor-market-oriented mentoring courses as a condition of the transfer. One year after admission to the program, fathers assigned to the CCT program are more likely to work (+14 percent) than fathers assigned to an unconditional cash transfer program or to a pure control group. No effect arises for mothers. Results seem to be explained by improved family networks and increased parental investments in activities that enhance labor market opportunities.

That is, the government only transfers the money to persons who meet certain criteria. These criteria may include enrolling children into public schools, getting regular check-ups at the doctor's office, receiving vaccinations, or the like. They have been hailed as a way of reducing inequality and helping households break out of a vicious cycle whereby poverty is transmitted from one generation to another. Do these and other claims make sense? Are they supported by the available empirical evidence? This volume seeks to answer these and other related questions. Specifically, it lays out a conceptual framework for thinking about the economic rationale for CCTs; it reviews the very rich evidence that has accumulated on CCTs; it discusses how the conceptual framework and the evidence on impacts should inform the design of CCT programs in practice; and it discusses how CCTs fit in the context of broader social policies. The authors show that there is considerable evidence that CCTs have improved the lives of poor people and argue that conditional cash transfers have been an effective way of redistributing income to the poor. They also recognize that even the best-designed and managed CCT cannot fulfill all of the needs of a comprehensive social protection system. They therefore need to be complemented with other interventions, such as workfare or employment programs, and social pensions.
