They are taken off the case when their methods cause a lot of damage & the suspect they bring in has a powerful lawyer. They take it upon themselves to finish the job or the city will be destroyed. They find the gang just as the weapon is ready. They power it up & are about to fire on the alien fleet hovering above the planet. Carl & Black stop them just in time. The terrorists are in fact revolutionaries rebelling against the fascist regime that controls the enforcers that are after them. Carl sympathises with them but knows if he does not do his job the city will be destroyed. They come up with a plan that will allow the rebel group to hide and scare away the enforcers. Cats are transported to the mothership. This causes ship wide panic . They are threatened with more cats if they do not leave. They comply after the cats are transported off the ship.
