Book excerpt: Today's rapidly changing security environment differs significantly from that which existed during the Cold War, when national security policies and procedures were driven by the Soviet threat. During that period, the United States Government (USG) focused primarily on containing the Soviet Union and on arms control issues but not on complex contingency and post-conflict operations. Today's security environment is fraught with much greater uncertainty about potential adversaries, threats, and attacks that face us. These diverse threats that have evolved over the past 25 years have become exceedingly more complex and demanding. In the current environment, the USG must act quickly and decisively with unprecedented integration of all the elements of national power, while garnering greater cooperation among our allies, coalition partners, and nongovernmental agencies. The current national security structure and interagency processes are not adequate to meet these challenges. To overcome resistance to change, agency biases, and cultural differences, we must resist the temptation to adapt minor evolutionary changes rather than the needed revolutionary changes. Many of the problems in the interagency process are similar to those experienced by the Department of Defense (DoD) prior to Congress passing the Goldwater-Nichols Department of Defense Reorganization Act of 1986 (GNA). This strategic research paper will first trace the evolution of DoD through the GNA, discuss the evolution of the interagency process, and show how the efforts to improve interagency cooperation during the 1990's have fallen short of expectations. It will then proceed to highlight some current initiatives to improve the interagency process, identify problems with the current structure, and make a recommendation to enact legislation that mandates interagency cooperation similar to the GNA, which mandated jointness among the various services in DoD.

Book excerpt: The United States faces a strategic landscape characterized by uncertainty and asymmetrical threats that will challenge conventional thinking regarding interagency roles, missions, and coordination. The current interagency structure is framed by the National Security Act (NSA) of 1947, which mandated a major reorganization of the foreign policy and military establishments of the U.S. Government. Notwithstanding the original intent of the NSA, many in academia and government suggest subsequent legislations have unintentionally weakened the interagency process. This paper will answer the question, is there a need for a "Goldwater-Nichols-type" initiative to enhance integration of all the instruments of power of the United States? This analysis starts with an examination of the key factors which led to the National Security Act of 1947 in an effort to determine measurable causal factors. The author will then assess the current strategic environment against these foremost factors in order to answer the thesis question. The paper will show qualitative similarities in the challenges confronting the United States following World War II and today, and explain why the National Security Council is ill-equipped to deal with the challenges of the 21st century. Finally, the paper will conclude with recommendations intended to enhance interagency coordination and experience.

Book excerpt: To meet the national security demands of the 21st century, the U.S. Government's interagency structure and process require legislative reform equivalent to an interagency Goldwater-Nichols Act. The U.S. Government's most important task is the security of the nation. The current organization of the Federal Government inadequately addresses current security threats. Over the last decade, the United States has found itself in complex military operations that require the use of all the instruments of national power to produce a solution. The U.S. Government's response in each instance failed to achieve unity of effort because of strong bureaucratic tendencies that precluded interdepartmental cooperation. A lack of overall responsibility and accountability in the government contributed to the problem. The dilemma that the U.S. Government now faces closely resembles the dilemma faced by the U.S. military prior to the passage of the Goldwater-Nichols Act of 1986. To ensure that complex national security issues are addressed, Congress needs to initiate interagency reform in the form of a new National Security Act. At a minimum, this act needs to address the following areas: (1) provide Congressional oversight to the National Security Council (NSC); (2) reorganize the NSC so that it has two functional areas, one for operational issues and future planning and the other for presidential advice; (3) initiate a Quadrennial National Security Review; and (4) initiate interagency education that encourages participation in the interagency process.

The national security interests of the United States rely on the efficient and effective application all instruments of power. The Department of State and Department of Defense are typically responsible for the direction, implementation, and enforcement of foreign policy. However, threats to national security in the twenty-first century may require a more multifunctional interagency approach with diverse capabilities. A single organization does not have these required capabilities. Through a collaborative effort of various government agencies and departments, these capabilities are available. The interagency process is the national level system to coordinate the actions of government agencies in national security affairs. Interagency operations require the cooperation of participating organizations. This monograph researched the development of joint military operations to illustrate necessary actions required to achieve this synergistic effort. From the Unified Command Plan of 1947 to a 'unified action' concept of 2001, the military has gained insight into the difficulties of service coordination and cooperation. Significant to this study was the lesson learned concerning education and the development of a joint force. An outcome of the Goldwater-Nichols Act of 1986 as the requirement for the Chairman of the Joint Chiefs of Staff to oversee the educational development of joint specialty officers (JSO) in order to fill joint duty assignments. The joint professional military education (JPME) curriculum balanced service specific and joint educational requirements. JPME provides a common reference for joint duty officers to collectively plan military operations. This monograph concludes that a professional education system can improve interagency coordination through a shared learning experience.
